Cooper, City Attorney Kyle Hayes, City Manager- Tina Broussard, City Clerk The City Council of the City of Beaumont, Texas, met in a special session on September 21, 2015, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda item No. 1/Consent Agenda Consent Agenda Mayor Ames called the council meeting to order at 1:30 p.m. Councilmember Audwin' Samuel gave the invocation. Mayor Ames led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Mayor Pro Tem Getz, Councilmembers Guidroz, Pate, Samuel and Mouton.. Absent: Councilmember Wright. Also present were Kyle Hayes, City Manager; Tyrone Cooper, City Attorney; Tina Broussard, City Clerk. Proclamations, Presentations, Recognitions None Public .Comment: Persons may speak on scheduled agenda item No.. 1 /Consent Agenda. None CONSENT AGENDA Approval of minutes — September 15, 2015 Confirmation of committee appointments — Resolution 15 —191 David Comerota would fill the unexpired term of Patrick Campbell on the Convention and Tourism Advisory Board. The term would commence September 21, 2015 and expire June 17, 2016. (Mayor Becky Ames) A) Approve a resolution authorizing the granting of a Pipeline License Agreement within the City of Beaumont with Martin Operating Partnership, LP — Resolution 15 - 192 Minutes — September 21, 2015 Councilmember Pate moved to approve the Consent Agenda. Councilmember Guidroz seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM GETZ, COUNCILMEMBERS GUIDROZ, PATE, SAMUEL AND MOUTON NAYS: NONE MOTION PASSED Mayor Ames read the announcement regarding Executive Session being held at the conclusion of the General Business portion of the meeting. Council recessed into Executive Session at 1:35 p.m. EXECUTIVE SESSION Consider matters related to contemplated or pending litigation in accordance with Section 551.071 of the Government Code: Beaumont Police Officers Association vs. City of Beaumont Council reconvened into General Business at 2:21 p.m. GENERAL BUSINESS Consider amending Section 2.03.075 of the Code of Ordinances related to authorized positions in the Police Department. The Code of Ordinances currently authorizes two Captain positions. Former Captain Jim Clay was recently promoted to Assistant Chief and former Captain David G. Durst recently retired, leaving these two positions vacant. Chief Singletary would like the City Council to eliminate the two Captain positions and add two Sergeant positions. The total number of authorized positions in the Police Department would remain at 260. Approval of the amended ordinance. Councilmember GUidroz moved to ADOPT AN ORDINANCE ENTITLED AN ORDINANCE AMENDING SECTION 2.03.075 OF .THE CODE OF ORDINANCES BY DECREASING THE NUMBER OF GRADE IV CAPTAIN POSITIONS FROM TWO (2) TO ZERO (0) AND INCREASING THE NUMBER OF GRADE II SERGEANT POSITIONS IN THE BEAUMONT POLICE DEPARTMENT FROM FORTY-TWO (42) TO FORTY- FOUR (44); PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. Councilmember Pate seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM GETZ, COUNCILMEMBERS GUIDROZ, PATE, SAMUEL AND MOUTON NAYS: NONE Minutes — September 21, 2015 MOTION PASSED Ordinance 15 — 036 COUNCILMEMBER COMMENTS COUNCILMEMBER MOUTON - NONE COUNCILMEMBER SAMUEL - NONE COUNCILMEMBER PATE - COMMENTED ON LAMAR UNIVERSITY FOOTBALL AND THEIR WIN AGAINST SAM HOUSTON STATE UNIVERSITY, ENCOURAGED EVERYONE TO COME OUT AND SEE THEM PLAY ABILENE CHRISTIAN UNIVERSITY ON OCTOBER 10, 2015 COUNCILMEMBER WRIGHT - ABSENT MAYOR PRO TEM GETZ - COMMENTED ON THE FIRST EVER CRAFT BEER FESTIVAL THAT WAS HELD ON SATURDAY, SEPTEMBER 19, 2015 AT THE BEAUMONT EVENT CENTRE, ALSO MENTIONED THE OCTOBERFEST, STATED THAT HIS FACEBOOK PAGE HAS HAD OVER 1,100 PEOPLE POSTING THAT THEY WILL BE ATTENDING COUNCILMEMBER GUIDROZ - ANNOUNCED THE TENNIS TOURNAMENT THAT WILL TAKE PLACE ON THIS WEEK, STATED THAT THEY WILL BE USING THE TENNIS COURTS .AT LAMAR UNIVERSITY AND AT THE ATHLETIC COMPLEX, COMMENTED ON THE HOUSTON ASTROS BASEBALL' CITY ATTORNEY.
