RECOMMENDATION The Administration recommends the award of a contract to Ashland, Inc., of Wilmington, Delaware, in the estimated amount of $54,500. BACKGROUND Bids were requested for a one (1) year contract for polyacrylamide cationic emulsion liquid polymer for use by the Water Reclamation Department. The chemical is used in the dewatering of sewer waste sludge produced by the City's filter plant at Water Reclamation. Thirteen (13) vendors were notified with three (3) responding with bids as follows: VENDOR PRODUCT PRICE ESTIMATED ANNUAL PER LB COST AT 50,000 POUNDS Polydyne Inc Clarilfoc CE -1471 $0.98 $49,000.00 Riceboro, GA Ashland Inc Praestol K144L $1.09 $54,500.00 Greensboro, NC BASF Corp Zetag 8818 $1.15 $57,500.00 Suffolk, VA Contract for wastewater treatment polymer May 6, 2010 Page 2 Prior to the bid opening, belt press trials were held at the City's Water Reclamation plant to test each bidder's product for specification compliance. Given a feed flow of aerobically digested biological sludge, the proposed polymers being tested must condition the sludge for dewatering and must meet certain conditions during a two (2) hour trial. Each proposed product is tested at least twice. During this test the average pounds of polymer per one dry ton sludge is determined. This average is then used as a multiplier to determine the best cost for the City. Results are listed in the following table: Vendors Average pounds of polymer per ton of sludge Cost to treat one ton of sludge Quantity Unit Cost Total Ashland Inc 9.5 $1.09 $10.36 Polydyne Inc (Failed Testing) 11.3 $0.98 $11.07 Ciba Corp (Failed Testing) 13.1 $1.15 $15.07 Although the unit cost is greater; Ashland, Inc., requires nearly 20% less per dry ton of sludge resulting in the total cost of treating being less than that of the other products. WHEREAS, bids were received for a one (1) year contract for the purchase of wastewater treatment polymer for use by the Water Reclamation Division; and, WHEREAS, Ashland, Inc., Wilmington, Delaware, submitted a bid at a unit cost of $1.09 per pound for an estimated cost of $54,500; and, WHEREAS, City Council is of the opinion that the bid submitted by Ashland, Inc., Greensboro, North Carolina, should be accepted; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the bid submitted by Ashland, Inc., Wilmington, Delaware, for a one (1) year contract for the purchase of wastewater treatment polymer for use by the Water Reclamation Division at a unit cost of $1.09 per pound for an estimated cost of $54,500 be accepted by the City of Beaumont. 2010. BACKGROUND As part of the Concord Road Pavement Widening Project, approximately sixty-seven (67) parcels of land from East Lucas to Highway 105 are being acquired. The owner of the property listed below, have agreed to convey their property to the City: Parcel #54 0.0648 acre out of the F. Bigner Survey, Abstract No. 1, Beaumont, Jefferson County, (6075 Concord Road) Value: $9,500.00 Owners: Eleanor Danna BUDGETARY IMPACT Funds are available in the Capital Program. RECOMMENDATION Administration recommends denial of the request to carry over vacation leave from one year to a subsequent year for Firefighters James Landrum and Frank Neal, BACKGROUND The International Association of Firefighters, Local 399, on behalf of Firefighters James Landrum and Frank Neal, has requested the Council to consider the carry over of vacation leave from one year to a subsequent year. These two firefighters were, at one time, out on workers' compensation due to on-the-job injuries. Employees injured on the job receive full compensation while they are out on workers' compensation. James Landrum's previously earned vacation time was lost and not carried over while he was out on injury leave. Mr. Landrum retired from the fire service on October 31, 2009. Frank Neal was taken off workers' compensation and allowed to take vacation leave rather than lose it during the time of his injury leave. Neal wants restored the vacation time he has previously taken and be allowed to carry it over to a subsequent year to be used once he is released from his medical leave. The Collective Bargaining Agreement between the City and the IAFF Local 399 does not make an exception for the carryover of vacation leave. The Agreement at Article XIII, Section 2, states, in part: "All vacation time earned in a calendar year must be taken in the following calendar year." The Texas Local Government Code, at Section 143.046(c), gives to the City Council the ability to approve the accumulation of vacation leave from year to year for firefighters and police officers. In light of the fact that employees injured on the job receive full compensation and continue to accrue leave while on workers' compensation, the Administration is of the opinion that the carryover of vacation time is not merited. The Administration would recommend the denial of the request. RESOLUTION NO. BACKGROUND McGrifl Seibels and Williams is the City's broker of record for securing the City's property insurance. In addition to soliciting insurance quotes from carriers, their services include securing a third parry company to prepare an accurate schedule of values based on replacement costs. When the schedule is completed, staff will be provided with an inventory of all buildings, its GPS coordinates, construction type, condition, windstorm certification, age, size, appraised value and location. The proposed premium is based on a total building value of $205,235,856. The appraised values, reflecting current replacement costs, increased by 2.9% or $5,797,127. Since the final inventory of properties has not been completed, the carriers have agreed to waive any additional or reduced premiums for a value change of 2.5% from the declared values. Additional endorsements provided in this year's policy renewal include $5M for Electronic Data Processing equipment coverage, Flood $15M ($10M in100 year flood zone), $5M for newly acquired locations, $1M for extra expense coverage, and $250,000 for Traffic Lights and Signals. The cost of the policy for this year is $1,274,376.79, a 4.3% decrease from last year's premium of $1,332,279.02. The net rate based on the insured value decreased from $.0067 to $.0062 or 7.05% from last year. Companies providing insurance are layered with exposure limited to the amount of damage. The lift station pumps sanitary sewer under Hildebrandt Bayou into a gravity flow interceptor that extends to the Wastewater Treatment Plant. The additional days increases the total contract time to 275 calendar days. The proposed extra work will represent an increase of 8.99% of the original contract amount. BACKGROUND The City owns three (3) ground water wells located in Lumberton, Testas. The wells pump raw water into two (2) five million gallon ground storage tanks. The ground water is disinfected prior to entering the two ground storage tanks by chlorine solution injection to provide free chlorine residual. The treated water is then pumped into the distribution system for customer consumption. The addition of ammonia with chlorine will provide disinfection using chloramines. The treatment process at the existing Water Treatment Plant, located on Pine Street, is currently using chloramines. Where the well and surface water meet, the current different disinfection methods have the potential to create poor water quality. The addition of ammonia will assist in maintaining high water quality at the interface of the treated water in the distribution system. The project will improve water quality and protect public health of the citizens of Beaumont. Previous actions include: Resolution 08-350 in the amount of $498,907.51 was passed by City Council on December 23, 2008. Jehovah Jireh Community Development Center Inc. (JJV), with the City's assistance, has constructed two streets that will have 36 new homes. Shalom Street is complete and 10 families have moved into their new home. Another home is currently under construction and two Habitat homes will be under construction next month. Five homes remain to be constructed on Shalom Street to begin in April. Rohi Street is nearing completion and we expect home construction to begin this summer. As you may recall, the City funded $81,000.00 for the construction of Rohi Street and JJV funded $180,000.00. The reason for this request is that we have seven families currently qualified for mortgages of $65,000.00-$70,000.00. Site preparation cost for the homes already completed was much higher than anticipated because of the significant amount of fill dirt required. JJV exhausted its funds in financing the infrastructure development of Rohi Street and we want to maintain the quality of homes that we currently offer. It is our hope that the City can reprogram available funding to this project so that we immediately start construction of these homes for the families who have worked to so hard over the last two years to get qualified.
