Cooper, City Attorney Kyle Hayes, City Manager Tina Broussard, City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on October 14, 2014, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda items 1 -2 /Consent Agenda Consent Agenda Mayor Ames called the council meeting to order at 1:30 p.m. Pastor Anjelita Dirden of Wesley Student Center at Lamar University gave the invocation. Councilmember Samuel led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Mayor Pro Tern Coleman, Councilmembers Getz, Wright, Pate, Samuel and Smith. Also present were Kyle Hayes, City Manager; Tyrone Cooper, City Attorney; Tina Broussard, City Clerk. Proclamations, Presentations, Recognitions Mayor Ames requested that Chris Giglio, Washington Assistant along with his staff member Elizabeth McCartney with Capital Edge speak with Mayor and Council as well as visiting citizens "YWCA Week Without Violence" - October 20 - 24, 2014 - Proclamation read by Councilmember Wright; accepted by Bridget M. Johnson, Executive Director of YWCA Beaumont "Lamar University Homecoming Week" — October 27, 2014 — November 1, 2014 - Proclamation read by Mayor Ames; accepted by Dr. Kenneth Evans, President of Lamar University Mayor Ames read the announcement regarding Executive Session being held at the conclusion of the General Business portion of the meeting. Public Comment: Persons may speak on scheduled agenda items 1 -2 /Consent Agenda. None Minutes — October 14, 2014 CONSENT AGENDA Approval of minutes — October 7, 2014 Confirmation of committee appointments - None GENERAL BUSINESS Consider a resolution authorizing the Mayor to sign documents to receive funding through the Department of Homeland Security Grant Program. The Homeland Security Grant Program consists of a number of grant programs, one of which is the State Homeland Security Program. Beaumont was awarded $188,831 which is intended to purchase sixty -two (62) portable radios with accessories such as cases, and chargers. The new radios will be utilized in the Police Department. Any surplus radios will be assigned to other city departments. Funding through the U.S. Department of Homeland Security Grant Program. No local match is required. Approval of resolution. COuncilmember Wright moved to APPROVE A RESOLUTION THAT THE MAYOR BE AND SHE IS HEREBY AUTHORIZED TO RECEIVE FUNDING IN THE AMOUNT OF $188,831 THROUGH THE FY 2014 HOMELAND SECURITY GRANT PROGRAM (HSGP), STATE HOMELAND SECURITY PROGRAM (SHSP) FOR THE PURCHASE OF SIXTY -TWO (62) RUGGEDIZED PORTABLE RADIOS, WITH ACCESSORIES FOR USE BY THE POLICE DEPARTMENT. Councilmember Pate seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM COLEMAN, COUNCILMEMBERS GETZ, WRIGHT, PATE, SAMUEL AND SMITH NAYS: NONE MOTION PASSED Resolution 14 - 227 2. Consider a resolution authorizing the City Manager to execute a new Lease Agreement with the Art Museum of Southeast Texas. The City of Beaumont owns the land and building that is leased and utilized by the Art Museum of Southeast Texas. The Art Museum has leased the property since 1986. The City and Art Museum have agreed to a new 20 year lease that would commence on the 30th day of December, 2014. The Art Museum would continue to pay the City $1.00 per year for rent in return for the building to be operated as an art museum. The new agreement also better defines the maintenance responsibilities of both parties. A copy of the proposed agreement is attached for your review. An annual agreement for the operation of an art museum is attached as Exhibit A. For FY 2015, the City will pay the Art Museum $15,000 per month towards the operating expenses of the Museum. The City Minutes — October 14, 2014 Council approved the annual funding on September 30, 2014. Funds were budgeted in the General Fund and the Hotel Occupancy Tax Fund for the FY 2015 funding amount. Approval of resolution. COuncilmember Pate moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE A TWENTY (20) YEAR LEASE AGREEMENT WITH THE ART MUSEUM OF SOUTHEAST TEXAS FOR THE LEASE OF THE LAND AND BUILDING UTILIZED AS AN ART MUSEUM AT AN ANNUAL RENTAL FEE OF $1.00 COMMENCING ON DECEMBER 30, 2014. Councilmember Wright seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM COLEMAN, COUNCILMEMBERS GETZ, WRIGHT, PATE, SAMUEL AND SMITH NAYS: NONE MOTION PASSED Resolution 14 - 228 COUNCILMEMBER COMMENTS COUNCILMEMBER SMITH - COMMENTED ON THE GREAT TURN OUT FOR THE GIFT OF LIFE 5K RUN/WALK, ANNOUNCED THAT EARLY VOTING STARTS OCTOBER 20, 2014, ENCOURAGED EVERYONE TO GET OUT AND VOTE, GO BIG RED COUNCILMEMBER SAMUEL - IT'S ANOTHER GREAT DAY IN BEAUMONT COUNCILMEMBER PATE - COMMENTED ON ALL OF THE ACTIVITIES THAT OCCURRED OVER THE WEEKEND, AS WELL AS LAMAR UNIVERSITY AND THEIR HOMECOMING WEEK, ENCOURAGED EVERYONE TO TAKE PART IN LUNCH ON THE LAKE, THANKED CHIEF ANNE HUFF AND CHRIS BOONE FOR SPEAKING AT THE OAKS DISTRICT NEIGHBORHOOD ASSOCIATION MEETING, GAVE CONDOLENCES TO FAMILY OF RUDY WILLIAMS COUNCILMEMBER WRIGHT - IT'S ANOTHER GREAT DAY IN BEAUMONT, ENCOURAGED ALL CITIZENS TO GET THEIR FLU SHOTS, COMMENTED ON VIRUSES AS WELL AS THE EBOLA VIRUS, ENCOURAGED EVERYONE TO PLEASE WASH THEIR HANDS, TAKE CARE OF OURSELVES AND OUR CITY AND MAKE OUR CITY A VERY HEALTHY PLACE TO LIVE COUNCILMEMBER GETZ - ANNOUNCED THAT THE DOWLEN/WEST NEIGHBORHOOD ASSOCIATION WILL BE MEETING TONIGHT WHICH IS PIE NIGHT, INVITED EVERYONE TO COME OUT AND GET A SLICE OF PIE, STATED THAT HE WAS IN THE PROCESS OF CREATING Minutes — October 14, 2014 ANOTHER NEIGHBORHOOD ASSOCIATION IN THE MANION PLACE NEIGHBORHOOD MAYOR PRO TEM COLEMAN - THANKED REGINA ROGERS AND STAFF FOR THE FANTASTIC JOB THEY DID WITH THE GIFT OF LIFE 5K RUN/WALK, WISHED HIS SON STEPHEN A HAPPY 30TH BIRTHDAY CITY ATTORNEY COOPER - NONE CITY MANAGER HAYES - NONE MAYOR AMES - COMMENTED ON THE MEETING AT THE EVENT CENTRE FOR THE SMALL BUSINESS WORKSHOP THAT WAS VERY WELL ATTENDED, ALSO COMMENTED ON THE EMERGENCY MANAGEMENT WORKSHOP FOR DISASTER ACCOUNTING IN REFERENCE TO FINANCE, THIS WORKSHOP IS TO HELP FINANCE PREPARE FOR A HURRICANE, THANKED TIM OCNASCHEK AND HIS STAFF FOR ALL OF THEIR HARD WORK, ALSO COMMENTED ON THE JULIE ROGERS GIFT OF LIFE 5K RUN/WALK, STATED THAT THERE WERE OVER 6,000 PEOPLE THAT ATTENDED Public Comments (Persons are limited to three minutes) Joe Lewis 2124 Wilson St. Beaumont TX Spoke to Council in regards to the amount of homes that are being torn down, stated there has been over 3,000 homes, this decreases the tax base and causes everyone's taxes to increase, suggested that Council look at maybe starting a program that will help citizens get loans to rebuild their homes instead of tearing them down to revitalize the blighted areas of town Open session of meeting recessed at 2:09 p.m. EXECUTIVE SESSION As authorized by Section 551.087 of the Government Code, to discuss and deliberate economic development negotiations regarding a business entity proposing a hotel and water park development at Ford Park There being no action taken in Executive Session, Council adjourned. o availab� upon re ,quest in the City Clerk's r Tina Broussard, City Clerk . . � c%li CJ 664666 ]7 Cn AXI Minutes — October 14. 2014
