Mayor Pro Tern Coleman seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM COLEMAN, COUNCILMEMBERS GETZ, PATE AND SMITH NAYS: NONE MOTION PASSED GENERAL BUSINESS Consider a resolution authorizing the City Manager to execute a new Labor Agreement with the Beaumont Police Officers Association. The current Labor Agreement between the City of Beaumont and the Beaumont Police Officers Association expires September 30, 2014. A proposed four -year agreement is recommended and would provide the following: • A 2.5% wage increase effective upon execution of a new agreement, on or after October 1, 2014. • A 2% wage increase effective October 1, 2015; a 2.5% increase effective October 1, 2016; and a 2% increase effective October 1, 2017. • The starting salary for a Grade I Police Officer would increase from $50,160 to $54,540. The increase is warranted in order to attract better applicants. • The City, at its option, may rehire former Beaumont police officers who separated from the Department in good standing to the pay grade that accords with his /her years of service at the time of separation. A rehired officer will not be accorded his /her previous seniority or eligibility for promotions, if any, until such time as the officer has satisfied the minimum requirements for promotion. Minutes — September 30, 2014 The eligible number of bilingual officers in English and Spanish, receiving $50 per month, would be increased from 10 to 20. Funds will come out of the General Fund. The financial impact in FY 2015 is estimated at $650,000. Approval of the resolution. Councilmember Getz moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE A LABOR AGREEMENT WITH THE BEAUMONT POLICE OFFICERS ASSOCIATION COMMENCING OCTOBER 1, 2014 AND EXPIRING SEPTEMBER 30, 2018. Councilmember Smith seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM COLEMAN, COUNCILMEMBERS GETZ, PATE AND SMITH NAYS: NONE MOTION PASSED Resolution 14 .- 219 2. Consider a resolution authorizing the City Manager to execute an Earnest Money Contract for the sale of the property located at 1870 Louisiana Street. On February 25, 2014, City Council passed Resolution No. 14 -043 accepting the bid submitted by NAI Wheeler for an annual contract for real estate broker services to list and sell City -owned property. NAI Wheeler has secured one (1) potential buyer who is interested in purchasing the fire training building and warehouse property located at 1870 Louisiana Street. After reviewing the Earnest Money Contract, it is in the best interest of the City of Beaumont to execute the Earnest Money Contract with MG Real Properties, Ltd with a cash offer in the amount of $182,000.00. MG Real Properties, Ltd will deposit $5,000.00 as earnest money to Texas Regional Title for a feasibility period of 20 days. If MG Real Properties, Ltd. terminates the earnest money contract, the earnest money will not be refunded to MG Real Properties, Ltd. The date of closing will be seven (7) days after the expiration of the feasibility period. Approval of resolution. Councilmember Pate moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE AN EARNEST MONEY CONTRACT WITH MG REAL PROPERTIES, LTD. FOR SALE OF PROPERTY LOCATED AT 1870 LOUSIANA STREET. Councilmember Smith seconded the motion. Consider a resolution awarding annual contracts to multiple vendors for the purchase of traffic marking materials. Bids were requested to supply signage, sign materials, hardware, and specialty paints and thermoplastic materials for use by the Transportation Division and for the purchase of various traffic control materials such as markers, portable signs and barricades for use by all City Departments. Ten (10) vendors were notified and eight (8) responses were received. Specifications were divided into nine (9) material sections, and require that each be awarded to the lowest overall bidder who bids the entire section and complies with the required specifications. All recommended vendors have previously held portions of these contracts. There are no local vendors supplying this material. General Fund, Water Utilities Fund and Capital Program. Approval of resolution Councilmember Smith moved to APPROVE A RESOLUTION THAT THE BIDS SUBMITTED BY THE VENDORS FOR ANNUAL CONTRACTS FOR THE PURCHASE OF TRAFFIC MARKING MATERIALS AND TRAFFIC CONTROL MATERIALS IN THE ESTIMATED TOTAL AMOUNTS HEREOF FOR ALL PURPOSES WITH AN ESTIMATED TOTAL AMOUNT OF $589,631.45 BE ACCEPTED BY THE CITY OF BEAUMONT. Councilmember Getz seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM COLEMAN, COUNCILMEMBERS GETZ, PATE AND SMITH NAYS: NONE MOTION PASSED Resolution 14 - 221 PUBLIC HEARING Receive comments on the Emergency Shelter /Solutions Grant Program (ESG) funds awarded to the City of Beaumont Open — 2:12 p.m. None Close — 2 :12 p.m. Minutes — September 30. 2014 4. Consider a resolution to accept Emergency Shelter /Solutions Grant Program funds. On March 10, 2014, The City of Beaumont applied for Emergency Solutions Grant (ESG) funding and was recently awarded a grant of FY2014 ESG funds in the amount of $184,104. Attached is the Program Award Letter and a proposed budget. In addition, TDHCA is offering an additional $18,775 of FY2010 Emergency Shelter Grant Program funding reallocated from other jurisdictions unable to expend their funds. The Emergency Shelter Grant Program is the homeless assistance program that predated the current Emergency Solutions Grant Program. The Emergency Shelter /Solutions Grant Program provides assistance to non - profits that serve the homeless and those individuals at risk of being homeless. Specifically, ESG funds will be for client outreach, emergency shelter and other homeless prevention activities. U.S. Department of Housing and Urban Development (HUD), administered through the Texas Department of Housing and Community Affairs ( TDHCA). Conduct the Public Hearing and approval of the resolution. Councilmember Smith moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE ALL DOCUMENTS NECESSARY TO ACCEPT $184,104 IN FY 2014 EMERGENCY SOLUTIONS GRANT (ESG) FUNDING THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS (TDHCA) TO PROVIDE SERVICES FOR THE HOMELESS. Mayor Pro Tern Coleman seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM COLEMAN, COUNCILMEMBERS GETZ, PATE AND SMITH NAYS: NONE MOTION PASSED Resolution 14 - 222 WORK SESSION =1= Review and discuss the City of Beaumont's Emergency Management Plan Tim Ocnaschek, Emergency Management Director reviewed and discussed the City of Beaumont's Emergency Management Plan in regards to the Government Code 418. The Code requires the City to have a plan in place it also requires an annual public review of non - sensitive portions of the plan. Mr. Ocnaschek, discussed the Emergency Management involvement with major incidents such as winter storms that occurred in January and February of 2014, several hazmat incidents on Highways and the flooding on July 17, 2014. There were several exercises that were done, such as the Regional Notification Exercise, and the Citywide Hurricane Exercise. The planning for Emergency Management will involve updating five annexes to the basic plan, complete annual updates for the Hazard Mitigation Plan, community wide planning teams, significant outreach programs that encourage preparedness and the hardening of critical facilities Minutes — September 30, 2014 have to be completed. Provide and /or host training in aspect of the EM Plan, including: hazmat, explosives, radiological, incident command system, web management system, and othertraining to City and non -City personnel from around the State. A facilitated After Action Review of major incidents, events and exercises will also take place. The City has implemented emergency notifications and awareness such as incident related information be posted to beau monttexas.gov, and the public safety website, access to online free FEMA training, emergency planning templates, and other direct links posted on the Emergency Management webpage.
