Cooper, City Attorney Kyle Hayes, City Manager Tina Broussard, City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on May 6, 2014, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda items 1-2/Consent Agenda Consent Agenda Mayor Ames called the council meeting to order at 1:33 p.m. Pastor "Big" Jim Salles of West End Baptist Church gave the invocation. Mayor Ames led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Mayor Pro Tem Wright, Councilmembers Getz, Pate, Samuel and Smith. Absent: Councilmember Coleman. Also present were Kyle Hayes, City Manager; Tyrone Cooper, City Attorney; Tina Broussard, City Clerk. Councilmember Coleman was absent due to attending a webinar. Proclamations, Presentations, Recognitions "Elder Abuse Prevention Month" - May, 2014 - Proclamation read by Mayor Pro Tem Wright; accepted by Stephanie Williams and Isaac Fenter with Adult Protective Services "National Mental Health Awareness Month" — May, 2014 — Proclamation read by Councilmember Smith; accepted by Anita Morrow with the Spindletop Center, and Jayne Bordelon, Mental Health America Southeast Texas "National Transportation Week" — May 11-17, 2014, Proclamation read by Councilmember Pate; accepted by Councilmember Pate on behalf of the Transportation Department "National Travel and Tourism Week" — May 3-11, 2014 — Proclamation read by Councilmember Getz; accepted by Dean Conwell, Director of the Beaumont Convention and Visitors Bureau along with staff "National Police Week" — May 11-17, 2014 — Proclamation read by Mayor Ames; accepted by Police Chief James Singletary and officers Mintes — May 6, 2014 "Public Service Recognition Week" — May 4-10, 2014 — Proclamation read by Councilmember Samuel; accepted by Lillie Babino, Director of Human Resources; Danielle Underferth, Communications Manager and Committee Members Mayor Ames read the announcement regarding Executive Session being held at the conclusion of the General Business portion of the meeting. None CONSENT AGENDA Approval of minutes - April 29, 2014 Confirmation of committee appointments - None A) Approve a resolution authorizing the City Manager or his designee to execute all documents necessary, specifically a Memorandum of Understanding between the 373rd Combat Sustainment Support Battalion and the City of Beaumont Police Department — Resolution 14 - 101 B) Approve a resolution authorizing the City Manager to execute a lease agreement with the Beaumont Independent School District for the City's continued maintenance of a parcel of land fronting on College Street, between Neches and Trinity Streets — Resolution 14 -102 C) Approve a resolution approving a change order to the contract with Allco for the construction of a new Tennis Clubhouse at the Athletic Complex — Resolution 14 - 103 Councilmember Pate moved to approve the Consent Agenda. Councilmember Smith seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM WRIGHT, COUNCILMEMBERS GETZ, PATE, SAMUEL AND SMITH NAYS: NONE MOTION PASSED GENERAL BUSINESS 1. Consider approving a resolution authorizing the award of a three-year contract to Patriot Security, Inc., of Nederland, for Security Guard and Event Staff Services. (Deferred) 2. Consider approving a resolution approving the City of Beaumont Investment Policy. State law mandates the City Council to review the Investment Policy and approve modifications, if any, on an annual basis. The City has a contract with Valley View Minutes — May 6, 2014 Consulting, LLC, for investment management services, including oversight of the investment policy. Due to the current earnings environment, the investment strategy has included laddering certificates of deposits with staggered maturity dates. The attached policy proposes increasing the maximum allowable maturity to three years from two years. This maturity will only be increased for funds other than debt service and debt service reserve funds and where cash flow requirements allow for it. In addition the Broker/Dealer list is reorganized with Capital One being removed and Oppenhiemer being added. The City last made amendments to the investment policy on May 14, 2013. Administration recommended approval of the Resolution. Councilmember Smith moved to APPROVE A RESOLUTION THAT THE CITY OF BEAUMONT INVESTMENT POLICY HAS BEEN REVIEWED AND IS HEREBY IN ALL THINGS ADOPTED. ALL CHANGES TO THE POLICY ARE REFLECTED THEREIN. Mayor Pro Tem Wright seconded the motion.
