Cooper, City Attorney Kyle Hayes, City Manager Tina Broussard, City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on April 8, 2014, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda items No. 1 /Consent Agenda Consent Agenda Mayor Ames called the council meeting to order at 1:30 p.m. Pastor Jim Fuller of Calder Baptist Church gave the invocation. Councilmember Samuel led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Mayor Pro Tem Wright, Councilmembers Coleman, Getz, Pate, Samuel and Smith. None Minutes — April 8, 2014 CONSENT AGENDA Approval of minutes — April 1, 2014 Confirmation of committee appointments - None A) Approve a resolution authorizing the settlement of the lawsuit styled Robert Louis Patillo vs. The City of Beaumont; Case No. A-194,989 — Resolution 14 - 075 Mayor Pro Tem Wright moved to approve the Consent Agenda. Councilmember Smith seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM WRIGHT, COUNCILMEMBERS COLEMAN, GETZ, PATE, SAMUEL AND SMITH NAYS: NONE MOTION PASSED GENERAL BUSINESS Consider a resolution approving a change order to the contract with Allco, LLC, related to the Grit Pump Replacement — Wastewater Treatment Plant Project. The City Council approved a contract with Allco, LLC, on August 16, 2011, in the amount of $1,111,359.00. The contract will furnish all labor, materials, and equipment to remove and replace the existing belt press pumps at the Wastewater Treatment Plant at 4900 Lafin Road. The proposed change order will increase the contract amount by $168,098.00 to replace the existing 10" Secondary Sludge Force Main. This 1,200 LF force main will consist of four (4) independent discharge lines made of 6" diameter PVC pipe for a total of 4,800 LF. The price includes the valves and fittings to connect the new secondary sludge pump station to the existing cyclonic degritter units. The work is to be performed on a time and material basis. The work is complicated by the presence of at least one duct bank of unknown size and depth and clusters of piping that are buried underground near the sludge pumps and the cyclonic degritter units. This system will allow each of the new secondary sludge pumps to run independently and provide better flow control based on the levels and viscosity of the sludge while reducing the pump losses caused by pumping through the existing common header. The sludge pumps for the belt press and clarifiers have been in operation for more than 20 years. Sludge is generated from the sanitary sewer collection system and the solids from biological treatment. The sludge regularly varies in composition and thus requires pumps that can maintain continual operation. These deteriorated pumps are in need of replacement and the improvements to the sludge transportation system will greatly improve the efficiency of wastewater treatment. The proposed new canopies will provide protection for the exposed belt press and the secondary sludge pump station. Minutes — April 8, 2014 Councilmember Smith moved to APPROVE A RESOLUTION THAT THE CITY MANAGER BE AND HE IS HEREBY AUTHORIZED TO EXECUTE CHANGE ORDER NO. 3 IN THE AMOUNT OF $168,098.00, THEREBY INCREASING THE CONTRACT AMOUNT TO $1,302,411.21 FOR THE WASTEWATER TREATMENT PLANT SLUDGE PUMP REPLACEMENT PROJECT. Councilmember Samuel seconded the motion.
