Cooper, City Attorney Kyle Hayes, City Manager Tina Broussard, City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on February 11, 2014, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda items on the Consent Agenda Consent Agenda Mayor Ames called the council meeting to order at 1:30 p.m. Councilmember Audwin Samuel gave the invocation. Mayor Ames led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Councilmembers Coleman, Getz, Pate, Samuel and Smith. Absent: Mayor Pro Tern Gethrel Wright. Also present were Kyle Hayes, City Manager; Tyrone Cooper, City Attorney; Tina Broussard, City Clerk. Mayor Pro Tern Wright was absent as she was out of the City. Proclamations, Presentations, Recognitions None Public Comment: Persons may speak on scheduled agenda items on the Consent Agenda. None CONSENT AGENDA Approval of minutes - February 4, 2014 Confirmation of committee appointments - Resolution 14 - 033 Jason Cansler- Attorney would be appointed to the Historic Landmark Commission. The term would commence February 11, 2014 and expire February 10, 2016. (Mayor Becky Ames) Charles Taylor would be reappointed to the Community Development Advisory Committee. The current term would expire September 21, 2015. (Councilmember Audwin M. Samuel) Minutes — February 11, 2014 Charles Taylor would be reappointed to the Small Business Revolving Loan Fund Board. The current term would expire September 21, 2015. (Councilmember Audwin M. Samuel) Greg Wall- Architect would be reappointed to the Construction Board of Appeals (Building). The current term would expire January 24, 2016. (Mayor Becky Ames) Damian Diaz - Plumbing would be reappointed to the Construction Board of Appeals (Building). The current term would expire September 12, 2015. (Mayor Becky Ames) Lee Acevedo - Electrician would be reappointed to the Construction Board of Appeals (Building). The current term would expire January 24, 2016. (Mayor Becky Ames) Gene VanMeter- Electrician (Alternate) would be reappointed to the Construction Board of Appeals (Building). The current term would expire January 24, 2016. (Mayor Becky Ames) Tom Neild - General Contractor (Alternate) would be reappointed to the Construction Board of Appeals (Building). The current term would expire January 24, 2016. (Mayor Becky Ames) A) Approve a resolution authorizing the settlement of the claim styled City of Beaumont v. Quintin J. Grogan — Resolution 14 - 034 B) Approve a resolution authorizing the settlement of the claim styled Firefighter James Williams vs. City of Beaumont — Resolution 14 - 035 Councilmember Samuel moved to approve the Consent Agenda. Councilmember Smith seconded the motion. AYES: MAYOR AMES, COUNCILMEMBERS COLEMAN, GETZ, PATE, SAMUEL AND SMITH NAYS: NONE MOTION PASSED COUNCILMEMBER COMMENTS COUNCILMEMBER COLEMAN - EXTENDED HIS DEEPEST SYMPATHY TO THE DAVIS FAMILY ON THE PASSING OF JUDGE JOHN PAUL DAVIS, ALSO STATED THAT IF CITIZENS WOULD LOG ONTO LET'S MOVE.GOV THE FEATURED STORY IS THE CITY OF BEAUMONT BEING THE FIRST CITY TO RECEIVE FIVE GOLD MEDALS FOR THE "LET'S MOVE" PROGRAM COUNCILMEMBER GETZ - EXTENDED SYMPATHY TO THE FAMILY OF JUDGE JOHN PAUL DAVIS, ANNOUNCED THE DOWLEN/WEST NEIGHBORHOOD ASSOCIATION MEETING AT 6:30 P.M. ON TUESDAY, FEBRUARY 11, 2014, AT ROGERS PARK COMMUNITY Minutes — February 11, 2014 CENTER, ALSO COMMENTED ON A MEETING HE ATTENDED WITH THE BEAUMONT CHAMBER BOARD OF DIRECTORS AND THE BISD SUPERINTENDED CONCERNING THE FINANCIAL ISSUES SURROUNDING THE SCHOOL DISTRICT, THE PURPOSE OF THE MEETING WAS TO BRIEF THE CHAMBER AND ITS BOARD ON THE PROBLEMS THAT EVERYONE IS AWARE OF IN ITS FINANCIAL ARENA AS WELL AS OTHER ISSUES MAYOR PRO TEM WRIGHT - ABSENT COUNCILMEMBER PATE - CONDOLENCES TO THE FAMILY OF JUDGE .JOHN PAUL DAVIS, ALSO CONGRATULATED DR. WAYNE MARGOLIS AND BISHOP CURTIS J. GUILLORY WHO WERE HONORED BY THE AMERICAN HEART ASSOCIATION OVER THE WEEKEND COUNCILMEMBER SMITH - CONDOLENCES TO THE FAMILY OF JUDGE JOHN PAUL DAVIS, HE WILL BE TRULY MISSED, HE WAS A GREAT FRIEND, NEIGHBOR AND FRATERNITY BROTHER COUNCILMEMBER SAMUEL - EXTENDED CONDOLENCES TO THE FAMILY OF JUDGE JOHN PAUL DAVIS WHO WAS A MENTOR TO HIM, HIS SPIRIT WILL LIVE ON, STATED THAT HE WAS A MUNICIPAL COURT JUDGE, AS WELL AS A JUDGE FOR JEFFERSON COUNTY COURT AT LAW No. 3 CITY ATTORNEY COOPER - NONE CITY MANAGER HAYES - NONE MAYOR AMES - CONDOLENCES TO THE FAMILY OF JUDGE JOHN PAUL DAVIS, WHO WAS A GREAT FRIEND OF HERS AND WAS HONORED ON LAST YEAR BY THE NAACP, HE ALSO SAT ON THE MUNICIPAL COURT BENCH AS WELL AS JUDGE FOR .JEFFERSON COUNTY, CONGRATULATED DEAN CONWELL, DIRECTOR OF THE CVB ON THEIR HALL OF FAME FUNCTION OVER THE WEEKEND, IT WAS WELL ATTENDED Mayor Ames read the announcement regarding Executive Session being held at the conclusion of the General Business portion of the meeting.
