Cooper, City Attorney Kyle Hayes, City Manager Tina Broussard, City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on April 16, 2013, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda items 1/Consent Agenda Consent Agenda Mayor Ames called the council meeting to order at 1:30 p.m. Rabbi Joshua Taub of Temple Emanuel gave the invocation. Mayor Ames led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Mayor Pro Tern Coleman, Councilmembers Getz, Pate, Samuel and Smith. Absent: Councilmember Wright and Tyrone Cooper, City Attorney. Also present were Kyle Hayes, City Manager; Quentin Price, 1St Assistant City Attorney; Tina Broussard, City Clerk. Councilmember Wright was absent due to illness. Proclamations, Presentations, Recognitions "Day of Remembrance" - April 21, 2013 - Proclamation read by Councilmember Getz; accepted by Rabbi Joshua Taub "65th Neches River Festival"—April 15-21, 2013—Proclamation read by Mayor Ames; accepted by Will Leonard, President of the 65th Neches River Festival Presentation - Jane Nelson, President of Quota International made a presentation of $2,500 to Jon Reaud with the 100 Club along with other 100 Club members Public Comment: Persons may speak on scheduled agenda items 1/Consent Agenda. Beaumont TX Spoke regarding Item A on the Consent Agenda; funding for the Southeast Texas Auto Theft Task Force Minutes—April 16,2013 CONSENT AGENDA Approval of minutes - April 9, 2013 Confirmation of committee appointments - None A) Approve a resolution authorizing an application for, and acceptance of, new funding for the Southeast Texas Auto Theft Task Force — Resolution 13 - 084 B) Approve a resolution approving the renewal of a lease agreement with Bar C Ranch for the Southeast Texas Auto Theft Task Force building and the approval of an additional ease agreement with the same company for added warehouse space - Resolution 13 - 085 C) Approve a resolution authorizing the acceptance of a twenty foot(20')wide and a five foot (5')wide Hike and Bike Trail Easement; a Parking and Access Easement and a Temporary Construction Easement from Jefferson County Drainage District No. 6 for the purposes of accessing and constructing a hike and bike trail and parking area from Dowlen Road to Major Drive - Resolution 13 - 086 Mayor Pro Tern Coleman made a motion to approve the Consent Agenda. Councilmember Smith seconded the motion. AYES: MAYOR AMES,MAYOR PRO TEM COLEMAN,COUNCILMEMBERS GETZ,PATE, SAMUEL AND SMITH NAYS: NONE MOTION PASSED GENERAL BUSINESS 1. Consider a resolution approving a bid for renovations to the Beaumont Transit Bus Service Bays. As part of the American Recovery and Reinvestment Act of 2009 (ARRA), the Beaumont Transit System was awarded $2.3M for equipment and facility improvements. Included in the grant was $387,000 for renovations to the service bay. In 2008, the City purchased a fleet of Compressed Natural Gas (CNG) passenger buses. The existing service bays are not equipped with the proper ventilation, explosion proof electrical outlets, light fixtures and heating system. The bays will be renovated to meet all Fire and Building Codes regulating explosion proof facilities. The project also includes the installation of wall mounted electrical reels, painting of the service bay and renovations to the entrances to meet accessibility guidelines. The project will be completed in ninety (90) days. There is no MBE participation on this project Minutes—April 16,2013 The American Recovery and Reinvestment Act grant will fund this project. Approval of resolution. Mayor Pro Tern Coleman moved to APPROVE A RESOLUTION THAT THE CITY COUNCIL HEREBY APPROVES THE AWARD OF A CONTRACT TO MCINNIS CONSTRUCTION, OF SILSBEE,TEXAS, IN THE AMOUNT OF $302,260 FOR RENNOVATION TO THE BEAUMONT TRANSIT BUS SERVICE BAYS. Councilmember Samuel seconded the motion. AYES: MAYOR AMES,MAYOR PRO TEM COLEMAN,COUNCILMEMBERS GETZ, PATE, SAMUEL AND SMITH NAYS: NONE MOTION PASSED Resolution 13 - 087 COUNCILMEMBER COMMENTS MAYOR PRO TEM COLEMAN - EXTEND PRAYERS AND WISHES FOR THE WELLBEING OF THOSE INJURED IN THE BOMBING IN BOSTON, COMMENTED ON HIS SON JOHN WHO WAS MARRIED OVER THE WEEKEND, WISHED HIS WIFE, JULIE,A HAPPY BIRTHDAY COUNCILMEMBER GETZ- ANNOUNCED THAT THERE WILL BE AN ORGANIZATIONAL MEETING ON NEXT WEEK FOR THE DOWLEN/WEST NEIGHBORHOOD ASSOCIATION, A LETTER WILL BE MAILED OUT TO THOSE THAT ARE IN THE BOUNDARIES OF THE DOWLEN/WEST AREA, THE MEETING IS SCHEDULED FOR TUESDAY, APRIL 23, 2013, 7:00 P.M., AT ST. JUDE'S CATHOLIC CHURCH COUNCILMEMBER WRIGHT- ABSENT COUNCILMEMBER PATE - STATED IT IS MOST APPROPRIATE THAT THE CITY WOULD REMEMBER THE HOLOCAUST,MENTIONED A MEMBER OF THE TEMPLE, COLONEL NATHAN SWERDLOW, WHO WAS WITH GENERAL PATTON'S ARMY WHEN ONE OF THE CONCENTRATION CAMPS WAS LIBERATED, THOUGHTS AND PRAYERS ARE WITH THE VICTIMS OF THE BOMBING IN BOSTON, COMMENTED ON THE NECHES RIVER FESTIVAL, INVITED EVERYONE TO COME OUT AND ENJOY THE FUN,ALSO COMMENTED ON SEVERAL FUNDRAISERS THAT WILL BE HAPPENING OVER THE WEEKEND COUNCILMEMBER SAMUEL- ANOTHER GREAT DAY IN BEAUMONT,QUOTED A SCRIPTURE FROM THE BIBLE, HIS PRAYER IS THAT HATRED WILL BE PUT ASIDE AND MORE LOVE IS SHOWN ONE FOR ANOTHER Minutes—April 16,2013 COUNCILMEMBER SMITH - PRAYERS GO OUT TO THE FAMILIES AND VICTIMS OF BOSTON, THANKED THE MAYOR AND CHIEF SINGLETARY FOR ATTENDING THE 100 BLACK MEN SCHOLARSHIP BANQUET CITY ATTORNEY COOPER- NONE CITY MANAGER HAYES- NONE MAYOR AMES- NONE Public Comments (Persons are limited to three minutes) None There being no Executive Session, Council adjourned at 2:15 p.m. A 'o av ilable pon,reque t in the City Clerk's Office.
