BACKGROUND The administration building, due to the information available in it and the warehouse due to the materials stored in it,are assets that must be protected. The existing security camera system is inefficient, outdated, and unserviceable. The proposed system would provide the necessary measures to ensure that these valuable assets are monitored on a 24 hour basis. Water Utilities staff investigated several security systems and concluded that the proposed purchase from Micro Integration in the amount of$57,036.36 will furnish all necessary labor, materials, and equipment to replace the existing security system with a reliable system(See attached). Additionally, the City of Beaumont Technical Services Division will be installing a new server, switches, and licenses in the amount of$19,849.38. The total project cost is $76,885.74. This new system will include cameras, wiring, and computer software. The existing entry door cameras will also be integrated into this system. FUNDING SOURCE Water Utilities Fund. In June, 1994,Fredrick Joubert, Jr. received a specific use permit to allow the construction of the duplex. At the time of the request there was a single family structure on the property. The site plan showed that the house was to be demolished. According to the June 20, 1994 Joint Public Hearing Minutes,Mr. Joubert was asked if he was going to demolish the structure and he stated he was when he got the duplex finished in about a year. However, the demolition was not made a condition of approval of the specific use permit. Upon receiving a complaint in the summer of 2010 about having three residences on the property, Troy Joubert, the new property owner and son of Fredrick Joubert, was given four weeks to correct the violation. The structure was not demolished and charges were filed. When the rase went to Municipal Court,the City's Municipal Court Attorney felt that the appropriate action was to revoke the specific use permit. The Zoning Ordinance states that a SUP may be revoked or modified, after notice and hearing, for either of the following reasons: 1. The specific use permit was obtained or extended by fraud or deception; or 2. That one or more of the conditions imposed by the permit has not been met or has been violated. At a Joint Public Hearing held November 19, 2012, the Planning Commission recommended approval 7:0 of revoking the specific use permit and granting a ninety(90)day extension to move or demolish the single family structure. FUNDING SOURCE Not applicable. RECOMMENDATION Approval of a ninety(90) day extension to move or demolish the single family structure. Policies and procedures for the hearing process were discussed. 1) File 1242-P: Consider an application for a specific use permit to allow a two family dwelling (duplex) on property zoned RS(Residential Single Family Dwelling District). Location: 255 Pollard Avenue Applicant: Fredrick Joubert, Jr. Mr.Richardson told the Commission that the applicant states that he received a building permit for the duplex in 1983. In May, 1984, he did receive approval on a building inspection for the plumbing and on the structure itself. Due to a lack of time and money, the applicant did not complete the structure. He now wishes to complete the building and use it as a duplex. Staff recommended approval of the specific use permit subject to one condition. The site plan shows a handicapped parking space. The required number of parking spaces for the duplex would be four spaces, however, Traffic Engineering stated that the width of the handicapped space as shown on the site plan does not meet the standards. Traffic Engineering also stated that for a duplex, a handicapped space is not required, and as the applicant stated that he has no desire to provide a handicapped parking space, staff is recommending that the fourth parking space not be shown as a handicapped parking space. There were 35 notices sent to property owners within 200' of the subject property with none received in favor or opposition. Mr. Richardson called for slides of the property. Mr. Fredrick Joubert, Jr., 2635 Burgundy St., applicant, stated that the building had been started a number of years ago. Due to the lack of time and finances, he couldn't complete it. Now that he has time he would like to complete it. Commissioner Nisby asked Mr. Joubert if he was planning to demolish the building in front of the duplex. Mr. Joubert stated that he was, but in the future. Commissioner Nisby asked Mr. Joubert at what point in his plans was he -�"—� planning to do that. 2 PlanningCommission Joint Public Hearing June 20, 1994 —� Mr. Joubert stated that when he finished the building; in about a year. Commissioner Nisby asked that if the permit is granted, what would be the time limitation on completing this work. Mr. Richardson answered that building permits are good for one year and extensions can be requested. Mr.Willie White,335 Pollard(home-3645/55 Maida),asked the Commission why he received a letter of notification from the Planning Division and other property owners in the area did not. Chairman Clark asked Mr. Richardson if he could find out why the other property owners did not receive notification. Mr. Richardson said that he would. Chairman Clark asked Mr.Joubert if he had any final comments. Mr.Joubert asked when he would hear the results. Chairman Clark stated that the Planning Commission would make a recommendation to City Council and they would meet on June 28 for a final decision. A portion of this pipeline will be installed across the City of Beaumont. Crosstex has acquired agreements with the owners of all the properties through which the pipeline is crossing and are zoned RS. It is those properties that require a specific use permit. Crosstex states that the company and its subcontractors will take all necessary precautions during construction to prevent any offensive odor,fumes,dust,noise and vibration from affecting any properties in the immediate vicinity. Crosstex and its subcontractors do not plan to work during night time hours. Once the pipeline is laid underground,Crosstex will return the right-of-way to the condition prior to construction and will maintain the right-of-way after construction. At a Joint Public Hearing held November 19,2012,the Planning Commission recommended approval 7:0 of the specific use permit subject to the following conditions: 1. Maintain and/or improve the existing natural storm water drainage in the construction zone after construction is completed. 2. A Pipeline License Agreement and a Utility Crossing Agreement must be submitted and approved prior to any work being performed within the City right-of-way. A map shall be submitted to Water Utilities showing where the pipeline will be crossing any City of Beaumont water and sanitary sewer mains,both within and outside the City. In addition to the overall map,plan and profile drawings must be submitted for each crossing. The pipeline must be installed a minimum of 5 feet below the bottom of the lowest pipe crossing. 3. All traffic control shall comply with the Texas Manual on Uniform Traffic Control Devices,Part 6(2049 edition). 4.
