Cooper, City Attorney Kyle Hayes,City Manager Tina Broussard,City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on September 11, 2012, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda items 1/Consent Agenda ' Consent Agenda Mayor Ames called the council meeting to order at 1:30 p.m. Pastor James Blackwell with South Park Baptist Church gave the invocation. Councilmember Wright led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Mayor Pro Tern Coleman, Councilmembers Getz, Wright, Pate, Samuel and Smith. Also present were Kyle Hayes, City Manager; Tyrone Cooper, City Attorney; Tina Broussard, City Clerk. Proclamations, Presentations, Recognitions "60th Celebration of the Symphony of Southeast Texas" - September 15, 2012 - Proclamation read by Mayor Ames; accepted by Chelsea Tipton 11, Craig Escamelia, Executive Director of the Symphony and Melanie Dishman, President of the Board of the Symphony "National Recovery Month in Beaumont" - September, 2012 - Proclamation read by Councilmember Wright; accepted by Fred Mitchell, Substance Abuse Division along with other members "Beaumont Police Department Cops and Kids Week" - September 9 - 15, 2012 - Proclamation read by Councilmember Smith; accepted by Chief Singletary and Captains Clay and Durst Mayor Ames read the announcement regarding Executive Session being held at the conclusion of the General Business portion of the meeting. None Minutes—September 11,2012 CONSENT AGENDA Approval of minutes - September 4, 2012 Confirmation of committee appointments - None A) Approve a resolution approving a contract with Legacy Community Development Corp for the Neighborhood Stabilization Program — Resolution 12 - 198 B) Approve a resolution authorizing the City Manager to receive additional funding through the Department of Homeland Security Supplemental 2007 Port Security Grant Program — Resolution 12 - 199 C) Approve a resolution authorizing the City Manager to amend the Management Agreement between Beaumont Transit Company and the City of Beaumont— Resolution 12 - 200 Councilmember Pate made a motion to approve the Consent Agenda. Councilmember Wright seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM COLEMAN, COUNCILMEMBERS GETZ, WRIGHT, PATE, SAMUEL AND SMITH NAYS: NONE MOTION PASSED GENERAL BUSINESS PUBLIC HEARING Receive comments on the 2012 (FY 2013) Proposed Tax Rate Open — 1:53 p.m. None Open — 1:53 p.m. WORK SESSION * Review and discuss funding towards a "minimum revenue guarantee" to American Airlines to secure air service to Dallas-Fort Worth International Airport Jim Rich, President of the Beaumont Chamber of Commerce discussed potential funding towards a "minimum revenue guarantee" to American Airlines to secure air service to Dallas-Fort Worth International Airport. Mr. Rich stated that American Airlines is willing to resume service to our area with three to four flights a day with 50 passenger jets taking Minutes—September 11,2012 effect on February 14, 2013. American airline will resume a service that ended in 2002 due to a labor dispute. American airline served the market for 17 years successfully before they pulled. Recently travelers have experienced being stranded and unreliable flights. American airline has a high rate of about 90%of completing their flights and being on time. There are 1600 flights in and out of our area every day, 98% use the Houston airport, the challenge for American airlines is to capture a portion of that driving public and directing travelers to their hub in Dallas-Fort Worth. American Airlines views our area as being right for them, that's why a two year contract was agreed upon for now. Mr. Rich mentioned that if the Convention and Visitors Bureau has to make a pitch to attract a state conference to be held here in Beaumont, Texas, the question would be asked as to what type of airline service is offered the answer would have to be none that is very embarrassing for a city and county of this magnitude. If we don't take advantage of this guarantee now it may not occur again until 2013 or 2014 if at all. 1. Consider approving funding towards a"minimum revenue guarantee"to American Airlines to secure air service to Dallas-Fort Worth International Airport. Councilmember Pate made a motion to APPROVE A RESOLUTION THAT THE CITY COUNCIL HEREBY AUTHORIZE THE CITY MANAGER TO EXECUTE AN AMENDMENT TO A CONTRACT WITH THE BEAUMONT CHAMBER OF COMMERCE WHICH WAS APPROVED BY CITY COUNCIL ON NOVEMBER 15, 2011 AND EXECUTED DECEMBER 1,2011,TO PROVIDE AN ADDITIONAL$250,000 TO BE USED AS REVENUE GUARANTEE IN AN EFFORT TO ATTRACT AMERICAN AIRLINES TO THE SOUTHEAST TEXAS REGIONAL AIRPORT. Councilmember Smith seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM COLEMAN, COUNCILMEMBERS GETZ, WRIGHT, PATE, SAMUEL AND SMITH NAYS: NONE MOTION PASSED Resolution 12 - 201 COUNCILMEMBER COMMENTS MAYOR PRO TEM COLEMAN - COMMENTED ON THE LOSS OF TERRY BOURDLER AND HIS LEADERSHIP WITH UNITED WAY, HE WILL BE TRULY MISSED COUNCILMEMBER GETZ- THANKED THE PARKS AND RECREATION DEPARTMENT AS WELL AS THE POLICE DEPARTMENT FOR THEIR HELP TO SPONSOR A SUCCESSFUL COMMUNITY IN THE PARK AT ROGERS PARK,APPRECIATED EVERYONE THAT CAME OUT COUNCILMEMBER WRIGHT- COMMENTED ON THE COMMUNITY IN THE PARK AT ROGERS PARK, ALSO ON THE SALUTE TO AMERICAN HERO'S ON THURSDAY, CHIEF SHELTON WAS HONORED, HAS BEEN A BEAUTIFUL WEEK OF REMEMBERING PEOPLE THAT HAVE BEEN A GREAT HELP Minutes—September 11,2012 COUNCILMEMBER PATE - COMMENTED ON THE LOSS OF TERRY BOURDLER AND WHAT A FINE GUY HE WAS,STATED THAT HE DID MAKE SOUTH EAST TEXAS A BETTER PLACE TO LIVE,THANKED THE PARKS AND RECREATION DEPARTMENT ON THE EVENT AT ROGERS PARK, AS WELL AS THE WIN FOR LAMAR UNIVERSITY, THANKED THE MAYOR, CITY MANAGER AND JIM RICH FOR THE HARD WORK ON GETTING AIR SERVICE BACK IN JEFFERSON COUNTY COUNCILMEMBER SAMUEL- "ANOTHER GREAT DAY IN BEAUMONT" MAYOR PRO TEM SMITH - NONE CITY ATTORNEY COOPER- NONE CITY MANAGER HAYES - NONE MAYOR AMES- COMMENTED ON THE RIDE TO REMEMBER, ON SATURDAY MORNING AT COWBOY HONDA, THERE WERE SEVERAL OFFICIALS THERE,THE SPEAKER WAS JUDGE JEFF BRANICK WHO DID A GREAT JOB,AS WELL AS THE PROGRAM TODAY BY THE CITY OF BEAUMONT'S FIRST RESPONDERS AT FIRE STATION#1 Public Comments (Persons are limited to three minutes) Ricky Jason 1074 Magnolia Beaumont TX Stated that he was in attendance in humbleness, as Dr. King stated that one day we would all be sitting together, to the families of 9/11 God bless them, also stated that when you work with someone you should know who you are working with, gave handouts to Council, with comments, requested an apology from Councilmember Getz in regards to the racist remarks that he made against Dr. Martin Luther King Rev. J. D. Roberts 5475 Landry Ln. Beaumont TX Stated it is another Great Day in Beaumont,wanted Council to know that there was prayer for them on today, stated that everybody goes through adversity, when adversity comes Council has always joined together, it's not about who's right or who's wrong it's about how right or how wrong you are,wanted to let them all know that they are being prayed for, God knows how to humble, change is going to come because God wants it to come, stated that each of them have a task and that task is to represent the City of Beaumont Open session of meeting recessed at 2:28 p.m. Minutes—September 11,2012 EXECUTIVE SESSION Consider matters related to contemplated or pending litigation in accordance with Section 551.071 of the Government Code: City Manager— Kyle Hayes City Attorney—Tyrone Cooper City Clerk—Tina Broussard There being no action taken in Executive Session, Council adjourned.
