Cooper, City Attorney Kyle Hayes, City Manager Tina Broussard, City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on April 12, 2011, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda items 1/Consent Agenda Consent Agenda Mayor Ames called the council meeting to order at 1:30 p.m. Tyler Warren Director of Children's Ministry Triumph Church gave the invocation. Councilmember Wright led the Pledge of Allegiance. Roll call was made by Tina Broussard, City Clerk. Present at the meeting were Mayor Ames, Mayor Pro Tern Pate, Councilmembers Coleman, Wright and Samuel. Absent: Councilmember Smith. Also present were Kyle Hayes, City Manager; Tyrone Cooper, City Attorney; Tina Broussard, City Clerk. Proclamations, Presentations, Recognitions "National Crime Victims' Rights Week" -April 10-16, 2011 -Proclamation read by Mayor Ames; accepted by Misty Craver with Jefferson County Victims' Assistance Center and Chairman of the Jefferson County Coalition for Victims of Crime Recognition -Memorial Dedication - Fire Chief Anne Huff along with Carol Gray, Director of the Fire Museum announced the Memorial Dedication thatwill be held on Saturday,April 16, 2011 at 9:00 a.m. Public Comment: Persons may speak on scheduled agenda items 1/Consent Agenda. None Mayor Ames read the announcement regarding Executive Session being held at the conclusion of the General Business portion of the meeting. Page 1 of 5 Minutes—April 12,2011 CONSENT AGENDA Approval of minutes — March 29, 2011 - Removed Confirmation of committee appointments - Resolution 11 - 126 Frank Messina would be reappointed to the Convention and Tourism Advisory Board. The current term would expire February 15, 2013. (Mayor Becky Ames) Ann Rothkamm would be reappointed to the Convention and Tourism Advisory Board. The current term would expire February 10, 2013. (Mayor Becky Ames) Frank Messina, Jr. would be appointed as an alternate to the Planning and Zoning Commission. The term would commence April 12, 2011 and expire April 11, 2013. (Mayor Becky Ames) A) Authorize the City Manager to increase the Cattail Marsh Constructed Wetland Rehabilitation Project amount— Resolution 11 - 127 B) Approve an application for, and acceptance of, new funding for the Southeast Texas Auto Theft Task Force — Removed C) Authorize the City Manager to execute a Lease Agreement with the State of Texas for coastal public lands on the Neches River— Resolution 11 - 128 D) Authorize the City Manager to execute an agreement to participate in the Summer Food Service Program — Resolution 11 - 129 Councilmember Wright made a motion to approve the Consent Agenda with the removal of Item B and the Minutes. Mayor Pro Tern Pate seconded the motion. AYES: MAYOR AMES, MAYOR PRO TEM PATE, COUNCILMEMBERS COLEMAN, WRIGHT, SAMUEL AND SMITH NAYS: NONE MOTION PASSED GENERAL BUSINESS 1. Consider authorizing the City Manager to execute a contract for the Sanitary Sewer System Improvements 60-Inch Trunk Outfall Rehabilitation Phase II Project. Administration recommended approval of executing a contract with Allco, Ltd., Beaumont, Texas, in the amount of$2,662,466.00. Page 2 of 5 Minutes—April 12,2011 The Sanitary Sewer System Improvements 60-Inch Trunk Outfall Rehabilitation Phase II Project will install approximately 7,225 linear feet of 54-inch Pipe, remove and replace twenty (20) manholes, furnish and install two (2) new manholes, clean and televise the existing 60-inch reinforced concrete pipe before construction and televise the new pipe after installation. The existing sanitary sewer line extending from Lafin Road to Washington Boulevard was installed in 1953. The existing line has deteriorated and requires major rehabilitation. The primary goals of the project are to restore the integrity of the sanitary sewer line, restore the carrying capacity, provide customers with uninterrupted and adequate service and meet the requirements of the Texas Commission on Environmental Quality. The MBE participation will be with All American Construction Supply of Beaumont, Texas for $903,125.00, which represents 33.90 percent of the total bid. The project was designed by Lloyd Engineering, Inc., with an Engineer's Estimate for the project of$3,700,000. Funds for the project are available in the Department of Water Utilities Capital Programs Budget. Mayor Pro Tern Pate made a motion to APPROVE A RESOLUTION THAT THE BID BYALLCO,LTD., OF BEAUMONT,TEXAS, FOR A CONTRACT FOR THE SANITARY SEWER SYSTEM IMPROVEMENTS 60 INCH- TRUNK OUTFALL REHABILITATION PHASE II PROJECT IN THE AMOUNT OF $2,662,466 BE ACCEPTED BY THE CITY OF BEAUMONT. Councilmember Samuel seconded the motion.
