RECOMMENDATION The Administration recommends authorizing City Council approve a resolution for the acquisition of properties for the Concord Road Pavement Widening Project. BACKGROUND As part of the Concord Road Pavement Widening Project, approximately sixty-three(63)parcels of land from East Lucas to Highway 105 are being acquired. The owner of the property listed below,has agreed to convey his property to the City: Parcel#49 0.0798 acre out F. Bigner Survey Abstract No. 1 (6030 Concord Road) Value: $13,499.00 Owner: Barbara Nebgen The acquisition of the right of way is recommended for approval by the City Manager and Public Works Director. BUDGETARY IMPACT Funds are available in the Capital Program. RESOLUTION NO. WHEREAS, an agreement has been negotiated for the acquisition of property described below in Exhibit"A" and shown on Exhibits"B" and "C," attached hereto, for the Concord Road Pavement Widening Project: Parcel #49: 0.0798 acre out of F. RECOMMENDATION Administration recommends Council authorize the City Manager to submit an application and to accept a grant from the Assistance to Firefighters Fire Prevention and Safety Grant program for the purchase of fire and life safety equipment and materials. BACKGROUND The Fire Department has used "Pluggie," a remote-controlled fire hydrant robot, for over 20 years to support fire safety education programs for children. The Pluggie program provides an active learning experience that supports retention of fire and life safety messages. The current Pluggie has had repair issues due to its age, and improvements in technology since the current unit was purchased will enhance program effectiveness. Updated education support materials will also be included. The Fire Department also believes strongly that every household that is equipped with a working smoke detector improves the overall fire and life safety profile of our community. Last year, Firefighter's Local 399 donated smoke detectors to kick off a City-wide campaign to provide a free smoke detector to every household. Grant monies would allow continuation of this program. BUDGETARY IMPACT The total grant request is $15,000, with the City being responsible for a 20%match of$3,000. RESOLUTION NO. The joint early voting shall be conducted between the hours of 8:00 a.m. to 5:00 p.m. including any extended or weekend hours, at the early voting place or places at which the early voting clerk regularly conducts early voting for the City. Preparation of necessary bilingual materials and notices will also be the responsibility of each participating entity. i) The judges and clerks shall be compensated at a rate of$8.00 per hour. No judge or clerk shall be paid for more than one hour of work before the polls open and no period of time subsequent to two hours after voting is concluded by all voters offering themselves for voting during regular voting hours. The election official who delivers the returns of the election shall be paid an additional $25.00 provided he/she also returns unused ballots, elections supplies, and ballot boxes when he/she makes delivery of the returns of the election. Section 4. Legally qualified voters residing within the corporate limits of the City of Beaumont shall be entitled to a vote at said election for the respective candidate(s). Section 5. That said election shall be held in the City of Beaumont between the hours of 7:00 a.m. and 7:00 p.m. at the places listed in Exhibit "A" attached hereto and made a part hereof for all purposes. The persons whose names appear in the Exhibit"A"are appointed presiding judges and alternates for the respective polling places with authority to select and appoint clerks. BACKGROUND Eleven(11)bids were received on January 13,2011 for furnishing all equipment,materials and labor for the construction of a parking lot adjacent to the new Downtown Event Center. The parking lot will provide a total of 375 parking spaces for the new event center and park. The parking area will be located south of Crockett and north of Bowie Streets and east of Jefferson and Archie Streets. RECOMMENDATION The administration recommends approval of the purchase from Trantex, Inc., of Houston, in the amount of$109,950. BACKGROUND Bid were solicited for a thermoplastic pre-melter trailer package with two (2) operator-propelled applicators and two (2)gasoline-powered line erasers. The equipment will be used to apply striping to newly constructed streets and to replace faded markings throughout the City. Thermoplastic material is the latest, most visible type of marking available. Pre-melters maintain heated material for refilling the smaller, maneuverable applicator pots. Heated material and reflective glass beads are applied in a single pass. The new equipment will replace Unit 9768 which is a 1996 model and does not handle the thermoplastic marking materials. The old unit will be disposed of according to the City's surplus equipment disposal policy. Bid were requested from three(3)vendors, with two(2)vendors responding. The lower of the two bids offered alternate equipment which was not satisfactory to the City. RECOMMENDATION Administration recommends approval. BACKGROUND Recently, the City applied for funds from the Severe Repetitive Loss(SRL)Flood Buyout Program. This program provides funding to purchase properties that have flood insurance, but repeatedly flood, resulting in claims. The program provides 90%of the funding for the acquisition, demolition and relocation, with the a required 10%local match. During consideration of this application, the City Council indicated that the 10%local match should come from the owner's proceeds from the purchase of the properties. As any buyout program is voluntary, a survey was sent out to all of the owners on the SRL list to determine the level of interest in a buyout program, with a majority responding favorably. Following this, each resident was further evaluated for eligibility, according to FEMA guidelines. RECOMMENDATION The Administration recommends that the base rate for taxicab service be increased by $0.75 to $2.75 for the first one-tenth mile. BACKGROUND The City Manger received a request from a taxicab company that recently began operations in Beaumont asking that consideration be given to increasing allowable fares. This operator also operates in Port Arthur and brought to our attention that taxi rates and fares have not been revised in a number of years. The last changes to the rates were made in 2005. A survey of comparable and nearby cities was conducted of allowable taxi fares. A copy of the survey is attached for your review. This survey reflects that the fares allowed by the City are generally lower than in our comparison cities. Staff is recommending that consideration be given to approving a$0.75 increase in the base rate. There are three taxicab companies in town each operating one cab. Taxicab services and licensing are regulated by the Traffic Division of the Police Department. No issues related to taxicab service were cited during our discussions. BUDGETARYIMPACT None.
