HomeMy WebLinkAboutRES 09-265 RESOLUTION NO. 09-265 WHEREAS, on November 25, 2008, the City Council of the City of Beaumont, Texas, passed Resolution No. 08-317 awarding a contract in the amount of$819,500 to McInnis Construction, Silsbee, Texas, for all labor, materials and equipment necessary to construct EMS Station No. 2 at 3020 Municipal Drive; and WHEREAS, Change Order No. 1 in the amount of $84,175 was required for additional work to include installation of a fire sprinkler system, landscaping and irrigation, drainage improvements, privacy fence, knox box, and additional plumbing related to the fire suppression system, as well as a deduction for 353 square feet of paving, thereby increasing the contract amount to $903,675; and WHEREAS, Change Order No. 2 in the amount of $2,277 was required for the installation of one 4" PVC conduit 105' from the service meter to Entergy's pole-mounted transfer, said amount being subtracted from the $20,000 Contingency balance, thereby leaving a balance of $17,723 and resulting in no change to the total contract amount of $903,675; and WHEREAS, Change Order No. 3 in the amount of $18,375 is required for the installation of the electrical and data connections necessary to operate the station's emergency alert communication system,said amountto be deducted from the Contingency balance of$17,723, thereby depleting said fund, and increasing the total contract amount by $652 for a revised contract amount of $904,327; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Manager be and he is hereby authorized to execute Change Order No. 3 in the amount of $18,375 for additional work described above, thereby depleting the Contingency balance and increasing the contract amount by $652 for a total contract amount of $904,327. Attached for your review and approval are three (3) copies of the Change Order. Change Order No. 3 provides for the installation of the electrical and data connections necessary to operate the station's emergency alert communication system. The system includes intercom speakers in all rooms of the facility and 225' of underground conduit that connects the EMS facility alarm system to that of the Fire station next door. The total cost of Change Order No. 3 is $18,375, representing approximately 2.2%of the original contract amount of$819,500. Previous Change Orders have increased the contract amount to $903,675. The cost of Change Order No. 3 will exhaust the Contingency balance of$17,723 and increase the contract amount by $652 for a revised contract amount of$904,327. The wires need to be run to the phone room,preferably away from other equipment, where they«rill be terminated on separate 66 blocks by the radio shop. 13. We need room to put up several shelves to accommodate the equipment. 14. All speakers(ceiling or horn)need to be spec'd with volume controls. 15. Specs need to state that no wiring is to run parallel to or be connected(tie wrapped)to any electrical conduit. It may cross the conduit but not be connected. Also,wiring needs to avoid all fluorescent light if possible. 16. Telephone wire will be installed and punched to S66M150 telephone block in data/phone room. 17. All other data cabling will be terminated and punched down to the patch panel in data/phone room 18. All telephone(voice)cabling will be CATS E and white in color 19. All Data cabling will be CAT5 E and blue in color 20. Data and Telephone Wiring to be Cat 5E plenium(Data will be Blue and Telephone/voice will be White) 21. Data Jacks and wall plates will take 8 pin RJ45's 22. Telephone/voice jacks and wall plates will take 6 pin RJ45's 23. Data wall jacks will be orange in color. 24. Telephone/voice wall jacks will be the same color as wall plates. 25. Data and telephone wire will be punched to wall jacks. 26. Wall plate will need to have plastic cover for paper label to slide behind. Sticky labels placed on the front of the wall plate will not be accepted. Use CommScope wall plate part#M14L-246 ivory. 27. All data v ill be labeled at block/patch panel and on paper label for wall plate. No stick on labels allowed. 28. All telephone face plates will be labeled to match cable runs. 29. Wiring diagram will be provided by contractor at the end of the job. 30. Use of cable ties or cable management mill be done to provide neat appearance. 31. Wall plate cover color will be provided at pre-bid conference. Testine and Certification Procedures Contractor shall provide both soft and hard copy of test results within 7 working days upon completion of project. Testing of cabling shall be performed prior to system cutover, 100 percent of the UTP horizontal and riser pairs shall be tested for opens,shorts,polarity reversals,transposition and presence of AC voltage. UTP voice, data and building control device horizontal wiring pairs shall be tested to TIA/EIA 568-B from the information outlet to the TC and from the TC to the information outlet.In addition,all assigned circuits shall be tested from the information outlet/building control device to the MDF. I Mgh speed unshielded twisted pair(UTP)data cable shall be performance verified using an automated test set. This test set � shall be capable of testing for the continuity and length parameters defined above, and provide results for the following test: Near End Cross Talk(NEXT) Attenuation Ambient Noise Attenuation to Cross Talk Ratio Line Mapping Cable Length Return Loss Equal Level Far-End Cross Talk(ELFEXT) Propagation Delay Delay Skew Test results shall be automatically evaluated by the equipment,using the most up-to-date criteria from the TIA/EIA Standard, and the result shown as pass/fail. Test results shall be printed directly from the test unit or from a download file using an application from the test equipment manufacturer.
