RECOMMENDATION Administration recommends Council's approval. BACKGROUND The Texas Department of State Health Services(DSHS) requires all Local Health Departments to provide assistance to Correctional Facilities with developing and updating policies and procedures for (TB) control, access to expert TB medical consultation, and training in testing and identifying signs and symptoms of TB disease. BUDGETARY IMPACT None. i Memorandum of Understanding Between City of Beaumont Public Health Department And Correctional Facilities in Jefferson County The Beaumont Public Health Department will provide the correctional facilities in Jefferson County with the following: • Assistance with developing and updating policies, procedures, and record systems for Tuberculosis (TB) control; • Access to expert TB medical consultation; • A specific contact to provide management assistance; • Training in the following: • Performing, reading, and recording TB skin tests; • Identifying signs and symptoms of TB disease; • Initiating and observing therapy; • Monitoring medication side effects; • Collecting diagnostic specimens, and • Educating inmates. The Beaumont Public Health Department is responsible for maintaining a registry with updated medical information on all current TB patients in Jefferson County, including persons in correctional facilities. The correctional facilities in Jefferson County will be responsible for the following: • In-facility screening, containment, and assessment; • Follow-up of symptomatic inmates and inmates who have abnormal chest x-rays; • Contact investigation within the facility for reported TB cases; • Designation of a person to work with the Beaumont Public Health Department; • Execution of TB control activities according to current guidelines; + r • Collaboration and consultation with the Beaumont Public Health Department for training and education; Provide Beaumont Public Health Department with monthly reports of TB related activities; • Coordination of discharge planning of TB patients with the Beaumont Public Health Department to ensure completion of therapy. RECOMMENDATION Administration recommends the purchase of three (3)natural gas-fired boilers for installation at the Police building for$15,996 each from J. L. Powell and Associates, Inc. of Houston. BACKGROUND The Kewanee boiler currently installed at the Police building was installed in May 1998. The manufacturer is out of business and parts are no longer available for repairs. The boiler is not functional at this time and cannot provide heat during the upcoming winter season. Prior to its final failure,the large boiler was the sole source of heat at the Police building and main Library, and it provided approximately half of the Julie Rogers Theatre with heat. The boiler also provided domestic hot water for the Police building. The new system consisting of three (3) compact boilers will be much more efficient at providing heat to the same facilities. For the past two (2) years, the natural gas cost for heating during January and February averaged $4,000 each month. The City should realize significant savings in heating costs for these facilities. The older Kewanee boiler was rated at approximately 4 million BTU. Each time any amount of heat or hot water was required, the entire unit was called into service. The three (3)new compact boilers are rated at approximately 1.4 million BTU each. The new boilers are managed through a central control package. Each boiler can be called into service individually, either at full or at half power as required, based on demand. In this way,natural gas consumption is conserved by using only the heating assets that are necessary to meet demand instead of firing up a 4 million BTU boiler regardless of the actual demand. Purchase of three(3)Boilers November 13, 2007 Page 2 A new natural gas on-demand hot water system has been installed at the Police building. The new hot water system has already significantly reduced the natural gas consumption at the facility. For the months of March through July of last year using the old boiler to provide hot water, the natural gas cost was approximately$5,174. During the same time period this year after the on-demand hot water system was installed,the cost was approximately$293. Bids were solicited from six(6)vendors. J. L. Powell and Associates, Inc. of Houston submitted the sole bid of$15,996 each for three(3) P-K Thermific boilers, Model D-1700 as manufactured by Patterson-Kelley. The Building Services staff has reviewed the specifications for the boilers submitted by J. L. Powell and has determined they meet all performance requirements. Installation will be provided by vendors with whom the City has electrical and plumbing service contracts in force. The boilers are warranted by the manufacturer for one(1)year. Additionally, the burner and heat exchanger parts are warranted for five(5)years while the heat exchanger is warranted for ten(10)years specifically against thermal shock. Delivery is expected within three (3) weeks. BUDGETARY IMPACT Funds are available in the Capital Reserve Fund. RESOLUTION NO. WHEREAS, bids were solicited for the purchase of three(3)natural gas-fired boilers for installation at the Police building; and, WHEREAS, J. L. Powell and Associates, Inc. of Houston, Texas, submitted a bid in the amount of $15,996 each for a total expenditure of $47,988; and, WHEREAS, City Council is of the opinion that the bid submitted by J. L. Powell and Associates, Inc. of Houston, Texas, should be accepted; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the bid submitted by J. L. RECOMMENDATION Administration recommends acceptance of the above named easement. BACKGROUND RI Beaumont Property, L.P., has agreed to convey an exclusive water line easement to the City of Beaumont. The easement is located across Residence Inn property off Clearwater Court and will provide mandatory access for fire prevention services for the Residence Inn. It would also allow for the construction, alteration, operation and maintenance of the said water line and appurtenances: 1. Being a ten foot(10') wide exclusive water line easement, [0.1808 acre of land] out of and part of TRACT III of Ferguson Development Park [Clearwater Court]. RECOMMENDATION The Administration recommends approval of Change Order No. 2 in the amount of$23,588.19 for data and phone cabling in the 2'floor offices. BACKGROUND A contract was awarded to Bruce's General Construction in the amount of$457,000 for renovations to the 2nd and 3'floors of City Hall. Cabling and data wiring was not included in the construction cost. Previously, City crews furnished and installed telephone and data cabling but due to staff shortages and the number of projects currently underway, it was requested that the work be outsourced. The City's Technology Services Department and Communications Division designed the layout and requested a cost from the general contractor to furnish all materials, equipment and supplies to install the data and telephone cabling. Also, included in this change order is additional electrical work that was required to accommodate the data and cabling installation. New data boxes as well as receptacles and power poles were required. The total cost of Change Order No. 2 is $23,588.19. The base bid of$457,000 will be increased by 5%. To date, the contract total is $515,391.06. Change Order No. 1 provided for the installation of carpet on the V floor. Staff is working with the Technology Services Department to include all data connections for future construction prior to bidding. This should reduce the cost since it can be planned and provided for in the base bid. RECOMMENDATION The Administration recommends City Council authorize the City Manager to execute a contract with the Beaumont Community Housing Development Organization(BCHDO) in the amount of $100,000 for the purchase of one pre-existing scattered-site home that will be retained as lease property for no more than thirty-six months and sold to an eligible low/moderate income family. BACKGROUND The City of Beaumont receives an annual allocation of HOME Investments Partnership funds from the U. S. Department of Housing and Urban Development (HUD) and has previously awarded contracts to the Beaumont Community Housing Development Organization(BCHDO) for acquisition of housing to be sold to eligible low/moderate income families under lease-purchase agreements. Federal regulations require that a minimum of$113,282 of the $755,215 total allocation be contracted to Community Housing Development Organizations (CHDOs) for eligible CHDO activities, including acquisition of housing, new housing construction and related project delivery costs. Such costs may include site preparation, acquisition, home buyer assistance and other related soft costs. Acquired properties must meet the City's Affordable Housing Program requirements. Upon execution of a contract, The CHDO will identify properties currently on the market and submit them for the Administration's review process which includes satisfying the program's lot specifications, environmental review, and code compliance. City Council approval prior to identifying the property will allow the CHDO to purchase a property in a timely manner. The Beaumont Community Housing Development Organization (BCHDO) successfully implemented lease-purchase agreements with low/moderate income families under prior contracts. All properties were conveyed to the lessors within 12 months,well in advance of the federal requirement to convey such properties within thirty-six months. BUDGETARY IMPACT Funding is available from the 2007 HOME Program. RESOLUTION NO. The estimated total annual expenditure is $129,657.80 BACKGROUND Bids were solicited for an annual contract to supply American Flo Control fire hydrants to be installed by the Water Utilities Department throughout the City as needed. Sixteen(16)vendors were notified, with three (3)responding with bids as indicated in the attached bid tabulation. Specifications required vendors to maintain firm pricing for the entire contract period. Due to price fluctuations in the cost of raw materials used in the production of various contract items, particularly brass, some vendors are wary of guaranteeing prices for a full year. Conditional bids that included escalation clauses were not considered. H. D. Supply Waterworks of Lufkin submitted the lowest qualified bid. The apparent low bidder withdrew their bid prior to contract award. BUDGETARY IMPACT Finds are available for this expenditure in the Water Utilities Department's operating budget. BACKGROUND Jessie Haynes is requesting historic preservation loan monies in the amount of$25,795. Work done to the house includes a new roof and windows, painting and general repairs to the exterior of the house. The terms of the loan will be $537.50 per month for 48 months. The Historic Preservation Loan Program was created to assist property owners of historic structures with renovations to those structures. The loans are interest free and must be used only for renovations done to the exterior of the building. The maximum payback period is ten years. The properties must be insured and free of back taxes. The request for a loan is initially reviewed by the Historic Landmark Commission which then makes a recommendation to City Council. BUDGETARY IMPACT The Historic Preservation Loan program is funded with CDBG money. Currently,there is$119,000 in the Preservation Loan Account. RESOLUTION NO.
