HomeMy WebLinkAboutRES 07-361 RESOLUTION NO. 07-361 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Manager is hereby authorized to execute a Memorandum of Understanding (MOU) between the City and the Beaumont Chapter of the American Red Cross to provide food and refreshments to first responders and evacuees at West Brook High School and the Beaumont Civic Center during evacuation operations. The agreement is substantially in the form attached hereto as Exhibit "A" and made a part hereof for all purposes. PASSED BY THE CITY COUNCIL of the City of Beaumont this the 6th day of November, 2007. ,�� .�.�.,'�e Num Mayor Becky Ames - Statement of Understandine between the American Red Cross and the City of Beaumont This is a Statement of Understanding entered into by the City of Beaumont on bed of the Off-ice of Emergency Management, Beaumont.Texas and the Beaumont Chapter of the American Red Cross as of the signatory date. This statement shall not be supplemented, amended, or modified except on the express written agreement of both parties. Mission of the American Reel Cross The American Red Cross, a humanitarian organization led by volunteers and guided by its congressional charter and the Fundamental Principles of the International Red Cross and Red Crescent Movement, will provide relief to victims of disaster any help people prevent,prepare for and respond to emergencies. Purpose When an emergency arises, there tyre many and various agencies required in maintaining the well being of the community. With this agreement, the Ar ic. n lied Cross will partner with the efforts of the Emergency Management of Beaumont,TX as they respond to an evacuation and or catastrophic event of the city. Expectations from the Emergency Management of Beaumont, TX The Emergency Management of Beaumont,Texas will notify the American Red Crams when the need arises for evacuation centers to be cantee ned. A projected estimate of the number of people, who will need assistance will he given to the Red Cross along with any particular in&rmat on which might be required to fully stock a camte+ . The Emergency Nolanagernent of the City of Beaumont will also procride security to each American Reel Crass location which has been established by request of Emergency Maa[ageaxment. Provide phone numbers and name; of point of contact that can be reached 24/7. .Provide a listing of locations for Emergency Operation Centers and evacuation sites. Expectations of the American limed Cross, Beaumont Chapter When called upon by the Emergency Management of Beaumont,Texas to assist in an evacuation, the American Red Cross will respond by making light foods (not meals)and water available to emergency personnel at the evacuation centers to which ARC members are deployed and-NN ter available to the evacuees at these same centers. `lam food and water shall be maintained by the -,olunteers and staff of the American Red Cross. It is understood that the current plan is to have two evacuation centers, one at Westbrook High School and one at the Beaumont Civic Center. The A-merican Red Cross will canteen either or both Daces as needed. 'l`he American Red Cross, Reauniont Chapter will also provide qualified members to be stationed within the Emergency Operation Center of the Emergency Management of Reaurrio,nt, Texas. 1 EXHIBIT "A" nw ECG;` will provide its own food and water. In a worst case scenario, should that food and water not be available the American Red Cross will provided food and water to emergency personnel within the EEC. Periodic Review Representatives of American Red Cross Disaster Services and the Emergency Management of Beaumont,Texas will, on an annual basis, on or around the anniversary date- of this agreement, jointly evaluate progress in the implementation of the Statement of Understanding and revise and develop new plans or goals as appropriate. Term of Statement of Understanding This Statement of Agreement is effective immediately upon signature by all parties and will remain in effect until November 30,2812. Early tamination ,%ill occur only after one party notifies the other party in writing 30 days in advance requesting termination. Six months prior to scheduled termination, the parties shall meet to review the progress and success of the SOU and determine whether it shall be extended for an additional five years. In no event shall any extension of the SOU be for a period exceeding five years.
