January 6, 1984 Council Letter 242 Honorable Mayor and Members of City Council Subject: Purchase of Sanitation Vehicles for Trash Collection Over the past two years, the City has initiated a concerted and expensive effort intended to improve the quality of the specialized vehicles used for residential garbage collection by purchasing heavy-duty chassis designed specifically for heavy commercial use. This addition of ten units to our fleet will mean that none of our 27 side-loader units for residential col- lection will be older than 1980. In addition, sufficient backup units, if needed, will be maintained by retaining certain older side-loaders or rear packers. This level of vehicles, given adequate and proper maintenance, should allow us to guarantee proper garbage service. In the 1984 Fleet Replacement budget for Sanitation, some $400,000 was budgeted for residential units and only $40,000 was allotted for one unit for trash and limb collection. It was decided at the time that our most immediate priority lay in improvement of the residential garbage collec- tion phase of this operation and that upgrading of trash collection vehicles could wait until subsequent budgets. In the recent goal-setting process by Council , one of the principal priorities identified related to the establishment of a sanitary service component with the capability to provide reliable garbage and trash service for the citizens. Our recent experiences with the aftermath of a very heavy and difficult period of collecting of trash has convinced us that this upgrading of this crucial component of the Sanitation Division needs to be addressed as quickly as possible and should be addressed in this budget year. Our current trash collection function has the following equipment: 2 - 1979 Grapplers with dump bodies 1 - 1981 Grappler with dump body 1 - 1982 Grappler unitary no dump body 9 - Trash dump trucks This amount of equipment, especially in the case of the specialized and totally essential grappler units, is simply not adequate during heavy periods of the year in maintaining a timely collection schedule. What is needed is enough equipment to allow the City to greatly increase, when needed, the number of units committed to trash pickup. While additional dump trucks can be secured from other line departments, it is crucial that additional grapplers with dump bodies be purchased. Purchase of this equip- ment will also insure that the Drainage Division of Urban Transportation can utilize this specialized equipment in cleaning out numerous large drainage ditches within its jurisdiction. Council Letter 242 January 6, 1984 Page 2 Bids were originally requested on two trash dump trucks and four grapplers with dump bodies. However, on review, we feel that purchase of the grap- plers with bodies will enable us to meet our service level requirements. Any temporary additional equipment needs can be secured from other areas. The bids for the four trash trucks with grappler bodies were: Tidelands International $264,800.00 Kinsel Ford 276,111.16 Sabine Machinery 290,752.00 Beaumont Truck & Trailer 303,504.40 The monies necessary for this additional expenditure can be secured in the following manner. The 1984 budget contains the provision that all General Revenue Sharing monies, some $1,500,000, will be transferred into the General Fund of the City. As you remember, this extraordinary action was necessary in the current budget to insure a positive fund balance of some $712,000. Adjustments to the General Fund could be made by Council during the year, dependent upon im- provements in our fiscal condition. While we budgeted as revenue some $1,500,000 from Federal Revenue Sharing, our estimate just received from the Office of General Revenue Sharing for fiscal year 1984 is $1,781,377. Some $225,000 of the additional $281,377 which was not included in our de- liberately conservative 1984 reserve estimates can be transferred to the Fleet Replacement Fund in order to purchase this equipment. Additionally, our most recent projections from sales tax show an encouraging upward trend, which if continued over the year, will greatly improve our fiscal position within the General Fund. It is recommended that the bid of Tidelands International be accepted with the understanding by Council that the budget will be amended in the near future. January 6, 1984 Council Letter 244 Honorable Mayor and Members of City Council Subject: Purchase of Light Bars for Police Vehicles On December 19, 1983, bids were received from eight vendors for the purchase of light bars for police vehicles. Eighteen light bars were originally bud- geted at an estimated price of $1,500 each. The Patrol Division of the Police Department tested a new aerodynamic type bar that proved to be ef- fective and less costly than the bars in service. For this reason, it is now recommended that 27 light bars be purchased. These light bars will be used to equip the new cars on order and replace some the the bars that are continually down for repairs. Bids were as follows: Vendor Unit Price Dallas Lite; Dallas $1,500.00 Barbee Fire & Safety; Wharton 1,014.00 Halprin Supply; Houston 1,148.42 Vallen Safety; Beaumont 1,084.10 Alamo Fire; San Antonio 1,016.47 Claude Wright; Houston 1,099.20 D & S Barricading; Beaumont 997.50 Emergency Products; Kemah 1,007.00 The apparent low bidder, D & S Barricading, failed to meet specifications. For this reason, the bid of Emergency Products, Inc. , of Kemah, Texas, is recom- mended for approval . The total purchase price of 27 light bars is $27,189, which compares favorably with the $27,000 in the 1983/84 budget. Reinspection of this property has revealed noncompliance with Council 's order. The Code Enforcement Department is requesting authorization from City Council to de- molish this structure in accordance with the City codes and charge the pro- perty owner with the cost of demolition. Reinspection of this property has revealed noncompliance with the Council 's order. The Code Enforcement Department is requesting authorization from the City Council to demolish this structure in accordance with the City Codes and charge the property owner with the cost of this demolition. 1241 Washington ORDINANCE NO. ENTITLED AN ORDINANCE FINDING CERTAIN STRUCTURES TO BE PUBLIC NUISANCES, AND ORDERING REPAIR OR DEMOLITION; PROVIDING A PENALTY; AND PROVIDING FOR SEVERABILITY. BE IT ORDAINED BY THE CITY OF BEAUMONT: Section 1 . That the City Council of the City of Beaumont hereby finds and declares the building located at: 1325 Bradley 1227 Broadway 2670 Lela 2155 Pope 650 Terrell each to be a public nuisance in that said building violates Chapter 14, Section 14-50 of the Code of Ordinances of the City of Beaumont and is for want of repairs, or by reason of age or dilapidated condition, likely to cause or promote fires that would endanger persons or property. Section 2 . In accordance with Article XVII, Section 2 , of the Charter of the City of Beaumont, Sections 10-2 and 14-52 of the Code of Ordinances of Beaumont, Texas and Section 103. 4 of the Standard Building Code, it is hereby ordered that the owner or owners of the following described buildings either repair or demolish and remove said structures within thirty ( 30) days of the date of the passage of this ordinance: 1227 Broadway 2155 Pope If such action is not taken, the owners of said buildings shall be deemed guilty of a misdemeanor and said buildings shall be demolished and removed at the expense of the City of Beaumont on the account of the owner thereof and such expense shall be assessed as a special tax against the property upon which said buildings are situated and a lien shall exist for such special tax, which lien shall be foreclosed and said expense be recovered by the City of Beaumont as in the case of any other debt and lien in favor of the City of Beaumont. Section 3 . The following structure was heretofore declared to be a public nuisance and violation of Chapter 14, Section 14-50 of the Code of Ordinances of the City: 1241 Washington Section 6 . That if any section, subsection, sentence, clause or phrase of this ordinance, or the application of same to a particular set of persons or circumstances, should for any reason be held to be invalid, such invalidity shall not affect the remaining portions of this ordinance, and to such end the various portions and provisions of this ordinance are declared to be severable. Section 6 . Any person who violates any provision of this ordinance shall, upon conviction, be punished as provided in Section 1-8 of the ii Code of Ordinances of Beaumont, Texas. January 6, 1984 Council Letter 243 Honorable Mayor and Members of City Council Subject: Purchase of Books for Beaumont Public Library System The Beaumont Library periodically has the opportunity to buy books from the Strand Book Store. These books are recently-published review copies sold at half of the Publisher's list price. Reviewer's copies are new books sent by Publishers to reviewers at magazines, journals and newspapers for publicity purposes. The reviewers then send them to the Strand Book Store in New York who in turn sells them to us. These are the same copies sold in bookstores at full price. The Library has purchased $1,096.53 worth of books from this source for the Public Library System. Payment is to be made from the Educational Materials line item of the Library's operating budget. This pipe is used for routine and emergency repair to the City's sanitary sewer system. The Health Department will utilize this computer along with some programs developed by the National Center for Disease Control for a health risk assess- ment of our work force. We received bids from six vendors for this computer. The lowest bid was submitted by Domino Computer Service of Arlington Heights, Illinois, for a Columbia Personal Computer. The next low bid was from IBM of Beaumont for an IBM Personal Computer. The programs to be used on this system were developed for the IBM Computer and use the IBM languages and operating system. Therefore, it is recommended that the bid of IBM in Beaumont be accepted as the best bid received. IBM's bid is approximately $280 more than the Columbia Computer, but this small price difference is more than outweighed by the advantages of local service representatives here in Beaumont. Funding for this purchase will come from grant monies received from the State with no match and the computer will be at no cost to the City. It is recommended that this resolution be approved.
