CITY OF BEAUMONT, TEXAS Dote July 8, 1983 To Mayor and Council From: City Manager Subject Committee Appointments COMMENT: This resolution would make the following reappointments: - Hilda Lopez and Joe Wilson to the CDBG Citizens Advisory Committee for terms ending May 31, 1985. - Elmer Ashcraft to the Airport Advisory Committee for a term ending May 31, 1985. The same resolution would appoint Marilyn Johnson as a member of the Senior Citizens Advisory Commission to succeed Gordy Nesom, who resigned. The appointment would be for a period ending September 30, 1985. t INTER-OFFICE MEMORANDUM b CITY OF BEAUMONT, TEXAS Dote July 8, 1983 To Mayor and Council From City Manager Subject" Sanitary Sewer Easements COMMENT: This resolution would accept two utility easements for the "- sanitary sewer lines serving Office Park Plaza. One is a five-foot-wide easement along the south side of Phelan Boulevard and the other, a 15-foot-wide easement extending into the de- velopment. Six-and eight-inch sewer lines have been installed in the ease- ments by the developers, Patrick Henry Phelan and Michael Arthur Phelan. As shown on the attached map, the street improvements include a 355-foot extension of Taft from Ridgeland Drive westward to a cul de sac and a 175-foot extension of Ridgeland southward from Taft, as well as short sections of Taft on each side of Crow Road. Crow Road was constructed as a residential collector street in a city participation paving project. Residential street sections for Taft were constructed by the developer extending from the in- tersection westward about 185 feet and eastward about 355 feet. Informal bids were solicited from five suppliers but the Crawford bid was the only bid received. The five included two other local suppliers. One failed to bid by oversight. The other did not wish to bid. The new heavy duty door will replace an old garage door at the 10-by=12 foot opening to the shop area of the building. The door will complete the program of security improvements at the plant, including unbreakable glass for the computer control room of the main pump station building and door and window bur- glar bars and an alarm system for the main pump station and ad- ministration buildings. The bars and alarm system are in the process of being installed. The $1,480 bid on the overhead door exceeded the budget estimate by $280, but the cost of the overall program would be $7,205 - compared to a budgeted $8,500 - because of the lower than ex- pected bids on the alarm system and burglar bars .and the com- puter room security glass. H. Construction Co. for the removal of two condemned vacant dwellings, at 805 DeVilleneuve and - 2065-67 Leiper, for $2,038.80. Bids were received from five contractors on June 29, with the F.E.H. bids being the the lowest. A $100,000 special services appropriation in the current budget included an estimated $60,000 for contract demolition of dilapidated structures. The program has been running well below the budget estimates, which were based on an estimated average cost of $2,500 per structure demolished. The contract to be considered Tuesday would make a total of 20 structures demolished for $25,000, or an average cost of $1 ,300. CITY OF BEAUMONT, TEXAS Dote July 8, 1983 To Mayor and Council From City Manager Subiect Purchase of Traffic Citations COMMENT: This resolution would authorize the purchase of 50,000 citation forms for moving traffic violations from Control Graphics Corp. of Houston for $2,279.50. The Control Graphics bid was the lowest of 13 received on the order for an estimated 10-to-12-month supply of the tickets. Other bids ranged up to $3,742. CITY OF BEAUMONT, TEXAS Dote July 7, 1983 i° Mayor and City Council From City Manager Subject: Parking Area Paving Contract COMMENT: Troy Dodson Construction Co. was low bidder at $56,235 on a contract for applying an asphalt surface on parking areas at the new Service Center being constructed on Lafin Drive. Bids were received from eight contractors ranging up to $112,125. The areas to be surfaced include a parking lot for employes -- measuring about 180 by 435 feet -- near the administration building and strips flanking the maintenance facilities for parking equipment brought in to be serviced. City forces are placing a limestone base on these areas. The contract would provide for the application of a 12-inch thick sur- -Face of asphaltic concrete on the base. An estimated °1,725 tons of asphalt would be required. August 15 would be specified as the deadline for completion. The preliminary estimate for the surfacing contract was $85,000. The Shepherd unit price bids were low on all of the 10 items in the letting including long-and-short-sleeved shirts, trousers, jumpsuits, coveralls and smocks. Bids were received from four suppliers on June 15 with the totals ranging up to $58,032.50. Proposals were solicited from four firms and individuals offer- ing appraisal services. The three who responded were evaluated and ranked in order of preference by the Director of Urban Transportation as follows: 1. M.L. Lefler, Jr. 2. Jack C. Aulbaugh, Inc. 3. Cook and Associates Copies of their proposals are attached. Separate ballots will be used and the votes cast in the two elections will be canvassed separately. Adoption of the proposed ordinance would provide for the two elections to be conducted by the same voting judges at the same polling places with the cost to be apportioned between the city and the county. The request came from Kohler and Kohler, consulting engineers for the developer, W. T. Little. The participation policy provides for the city to pay the additional cost when a developer is required to construct a 37-foot-wide re- sidential collector street to serve the needs of through traffic. A collector is 10 feet wider than a 27-foot residential street and requires 10-inch concrete pavement - four inches thicker than the residential street standard. The Crow Road project is estimated to cost $152,724.03 - $60,838.83 more than the cost of building a standard residential street of the same length. Financing for the city's participation would come from the $89,090.56 remaining from a $200,000 participation paving appro- priation in the FY 83 budget. An ordinance being prepared for Council consideration Tuesday would allow the increase to become effective August 1 by operation of law. Amoco Gas Company sells natural. gas to Amoco Production Company for operation of machinery. The rate increase on sales in Beaumont would amount to about $1,000 a month and would apply only to Amoco Production Company. Council action is required because the city retained jurisdiction over natural gas rates within its corporate limits as an alternative to relinquishing it to the Public Utilities Commission. INTER-OFFICE MEMORANDUM CITY OF BEAUMONT, TEXAS Dote July 8, 1283 To Mayor and Council From City Manager Subject- Fannett Road Outfall COMMENT: A contract for construction of Phase I of the Fannett Road Outfall drainage project has been completed by Mar-Len, Inc, at a cost of $446,300.90 - $22,807 less than the $469,107.90 contract total . The savings resulted from field changes reducing the quantities of materials required. The project consisted of construction of a 7-by-7-foot drainage box along the Fannett Road right-of-way from 11th to Ethel and a storm sewer along Ethel from the Fannett Road to Waverly. Inspections have been made to determine that all the work was performed satisfactorily. A resolution being prepared for Tuesday's agenda would accept the project as completed and authorize final payment to the con- tractor in the amount of $22,315.05. This project will eliminate a drainage pocket in the vicinity of Ethel and Waverly and improve drainage in areas on both sides of Waverly. The outfall box on Fannett Road will be continued in subsequent phases eastward to east of Fourth Street. The contract, dating to last October 1, allows for annual adjust- ments by agreement of both parties. Although the increase would not become effective until next fis- cal year, starting October 1-, the Council is being asked to con- sider the request now for an agreement which may be used in pre- paring the FY 84 budgets. The increase is being sought to cover increases in parts costs, salaries and management fees and additional responsibilities attendant upon the move to the new Service Center on Lafin Drive in August or September. From a fiscal standpoint, the operation is close to projections (Attachment 1) . Operationally, we are still experiencing some problems with excessive downtime, poor record keeping and work quality even though significant progress has been made in all areas. The contract also allows for yearly adjustment of charges for ser- vices provided. Attachment 2 details the 1984 request from ARA covering those portions of Fleet costs for which they are directly responsible. The requested increase of some $270,000 is attributable to (1) sharply higher parts cost based on current year experience and assumption of additional maintenance responsibilities concurrent with the move to our new service center, (2) salary increases neces- sary for personnel upgrading and (3) a higher management fee coupled with additional , more realistic, cost projections for general sup- plies. The request from ARA should be considered against the projected 1983 city expenditure for Fleet Maintenance. Taken in this light, the ARA request is reasonable and generally reflects a more realistic cost of business. I recommend approval of the request. CITY OF BEAUMONT, TEXAS Date July 8, 1983 10 Mayor and City Council From City Manager Subject Private Industry Council COMMENT: This resolution would ratify an agreement by which Beaumont joins with Jefferson, Hardin and Orange Counties in establishment of a Private Industry Council for a South East Texas Service Delivery Area under the Jobs Training Partnership Act. The agreement provides for a 21-member council composed of representatives of business , labor and education in the three-county area. The function of the council would be to provide policy guidance and over- sight for job training programs in the area. Some $750,000 is expected to be available for financing such programs in this area from the $4 million in training funds to be distributed in the state. The Council earlier joined. with the three county governments in an agree- ment designed to retain local control of the administration of Partnership Act training funds. A copy of the Private Industry Council agreement is attached. Also attached is a list of names of nominees for appointment to the council . { PRIVATE INDUSTRY COUNCIL SELECTION AGREEMENT This Agreement, made this 30 day of June, 1983, by and between the Cite of — —Tz and the Counties of Hardin, Jefferson and Orange, is entered into for the purpose of implementing the Job Training Partnership Act (JTPA) . CITY OF BEAUMONT, TEXAS Date • July 8, 1983 10 Mayor and City Council From City Manager Subject: Request for Utility Service COMMENT: Troy Dodson and his attorney, Thad Heartfield,- have requested a work session discussion with the Council concerning Mr. Dodson's request _ for extension of water and sewer service to a proposed mobile home park on Tram Road about a quarter of a mile west of the city limits. The Planning Commission voted 3-2 to recommend denial after considerinq the application at its June 20 meeting. The developer's request for a work session appointment was granted after a determination that it would not set a precedent that might be construed to apply to matters subject to scheduled public hearings at which all interested persons are given an opportunity to speak. The Dodson request was not reviewed at a public hearing although it was considered by the Commission on a day when hearings were held on several other matters. The issue of extension of utility lines was addressed by the Planning Commission for the first time in this instance and has a significant impact on future actions of the city. There are valid reasons for viewpoints on both sides of this discussion which have Policy ramifications for this request and future developments. For this reason, it was felt that the issue deserves Council discussion in greater depth.
