RECOMMENDATION GS HHS Belle Foret, L.P. has agreed to convey a ten foot (10') wide water line easement to the City of Beaumont. The Water Line Easement crosses Belle Foret Apartment property on FM 364 (Major) near Folsom Drive and will serve fire hydrants on the property (described as 0.93 acre of land out of the Daniel Easley League, Abstract 20). Administration recommends acceptance of the easement. BACKGROUND The easement is to be used to provide access to the water lines and fire hydrants for the property named above. It would also allow for the construction, alteration, operation and maintenance of the said water lines and appurtenances. BUDGETARY IMPACT None. PREVIOUS ACTION None. SUBSEQUENT ACTION None. At that time, there was a significant market advantage to issuing adjustable rate debt. • In today's interest rate environment there is not a significant difference between short- term rates and long-term rates. There is little market advantage for these bonds to remain in the adjustable rate mode. Based on the current interest rate market, it is our recommendation to fix out the interest rates on these bonds and to no longer have the bonds subject to adjustment. Based on the current market, we believe the bonds can be set a rate of approximately 5.00%. If these bonds were originally sold in a fixed rate mode in 2002, the estimated rate would have been 5.25%. BACKGROUND The Planning Division is requesting that the Zoning Ordinance be amended to allow wineries and brewpubs in the CBD(Central Business District), GC-MD(General Commercial-Multiple Family Dwelling)District and GC-MD-2(General Commercial-Multiple Family Dwelling-2)District with a specific use permit. Patti Standley recently contacted the Planning Division about opening a"personal winery" in the downtown area or in the West End. A personal winery involves selecting the type of wine someone would like to make. Then under supervision, the individual mixes the grape juice with several ingredients. The vintners nurture the wine through the fermentation process which takes four to eight weeks. The customer then returns to bottle and label their wine. In addition to the individual wine makings, there will be wine making classes, wine sampling and tastings and a gift shop featuring wine drinking accessories. Along with wineries, the Planning Manager decided to include brewpubs in this ordinance amendment. Under the current Zoning Ordinance, wine and beer making are classified as a manufacturing uses(SIC 2082 and SIC 2084). As such, wineries and brewpubs are not permitted in the CBD, GC-MD or GC-MD-2 Districts. Therefore, the Planning Manager recommends the following changes to the Zoning Ordinance: Sec. 30-4(b) Definitions - 6. BREWPUB:A retail establishment that manufactures,brews,bottles,cans,packages and labels malt liquor, ale and beer for sell or offer without charge, on the premises of the brewpub, to ultimate consumers for consumption on or off those premises, malt liquor, ale or beer produced by the holder, in or from a lawful container, to the extent the sales or offers are allowed under the holder's other permits and licenses and where food is sold on the premises of the brewpub as an accessory use. 59. WINERY: A retail establishment that manufactures, bottles, labels and packages wine containing not more than twenty-four (24) percent alcohol by volume for an adult in an amount not to exceed fifty (50) gallons annually for the personal use of the adult and where wine is dispensed for consumption on the premises of the winery. RECOMMENDATION Administration recommends the purchase of radio equipment from Motorola at a total cost of $262,450. BACKGROUND During Hurricane Rita, the City's VHF and UHF radio systems were damaged and out of service for what was an indeterminate period of time due to the extent of the damage. Motorola offered to loan a sufficient number of digital portable radios to allow the affected departments to communicate with other City personnel via the City's 800 MHz radio system until the VHF/UHF systems could be repaired or replaced. Motorola provided 118 digital portable radios for use by the following City divisions: • Building Services - (21) radios • Streets and Drainage - (62) radios • Traffic - (4) radios • Parks - (26) radios • Communications - (4) radios • (1) spare radio Subsequently, it has been determined that due to the age and type of equipment in the VHF and UHF systems, repair parts are no longer available. Replacement is not cost feasible, as it would effectively be to re-establish an antiquated mode of communication. Purchase of Radio Equipment July 6, 2006 Page 2 Motorola has offered to allow the City to purchase the radios it has had on loan since September, 2005 at a considerable discount off the Houston-Galveston Area Council (H-GAC) pricing for comparable new units. H-GAC is the cooperative purchasing program normally utilized by the City for radio purchases. The pricing schedule for the loaner radios is attached hereto, with the current H-GAC pricing for each unit also reflected. Upon the purchase of the radios, it has been determined that the best usage of the digital units purchased is to exchange them to the Police Department for a comparable number of analog radios the department is currently using. The digital technology allows for clearer reception and transmission on the 800 MHz frequency than the analog, and will be beneficial in the critical area of law enforcement. The analog units will be distributed to the affected divisions in the quantities listed above. BUDGETARY IMPACT Funding for this expenditure will be provided in the following manner: FEMA has agreed to cover the expense up to the full purchase price (at the 90/10 FEMA/local match ratio), less the amount paid by private insurance for the property loss of the previous radio equipment (the insurance carrier has approved the upgrade to the digital radios as an agreeable settlement of the loss, but has not yet stated the amount to be paid). BACKGROUND Five (5) bids were received for construction of a new 5.22 acre stormwater retention basin to an average depth of five (5) feet just outside the footprint of the landfill in accordance with the requirements of the landfill's permit from the Texas Commission on Environmental Quality (TCEQ). The permit defines the City's ongoing obligations to meet TCEQ guidelines, one of which is the construction of the basin. Construction of the retention basin will consist of the clearing of extensive brush currently on-site, appropriate excavation work, backfilling to a perimeter berm, and subsequent surveying of the grade to ensure compliance with the engineer's design. The project is scheduled to begin in July, with an estimated completion time of forty-five(45)days. BUDGETARY IMPACT Funds are available for this expenditure in the Solid Waste Fund. RECOMMENDATION The administration requests approval of a resolution authorizing payment to Infrastructure Services, Inc. d/b/a Water Company of America(WCA)in the amount of$162,176.82. BACKGROUND The City established a contract with WCA in July, 2004 to in order to enhance the City's revenue by locating and identifying situations where customers were not being billed or were being underbilled. Under the Contract, WCA would collect 44 percent of the increased revenue resulting from their operation for a three year period. WCA has identified 260 accounts which will result in increased revenue for the City. Due to a conversion in water billing software, it will be more difficult to track these accounts where the level of service indicated in the system has changed. Also the revenue potential was not as great as originally expected so WCA is proposing a lump sum payment of $162,176.82 to settle the contract now rather than over a three year period. WCA's 44 percent share of the increased revenue is estimated to be $189,996.87. They calculated a present value discount of 13,241.81, offered an additional 10,000.00 discount for a lump sum payment and deducted an amount previously paid of 4,578.24 to come up with a net amount due of$162,176.82. The proposal and method used to calculate the amount due was reviewed and approved by both Finance and Water Utilities staff. BUDGETARY IMPACT Payment will be made from the Water Utilities Fund. Findings by WCA will result in increased revenue of approximately $12,000 per month or$432,000 over the three year period. PREVIOUS ACTION City Council approved a resolution on November 18, 2003 authorizing the City Manager to execute a Contract for a Revenue Enhancement Program with WCA. SUBSEQUENT ACTION None. BACKGROUND The current firing range house was constructed in 1985, along with a separate piered building which houses restroom facilities. At the same time, a portable building was placed adjacent to these structures to accommodate storage and weapon cleaning areas. Hurricane Rita destroyed the portable building, the restroom building floor deck is rotted and deteriorated to the point of replacement, and the main building's design limits the efficiency of training and firearm qualification trials at the facility. The new range house will consist of one(1)3,072 square foot pre-engineered metal building. The structure will contain a fire-resistant ammunition vault(ammunition is currently stored at the main police building), a classroom for training, two offices, two restrooms with shower in each, vending and snack area, garage and covered porch. RECOMMENDATION Administration recommends that the City Manager be authorized to execute a contract with Jamail Construction of Houston, Texas through the Texas Association of School Boards (TASB) Buyboard cooperative purchasing program. The Texas Local Government Purchasing Cooperative, administered by TASB, complies with all State bidding statutes. Membership with Buyboard allows municipalities to purchase items from their contracted vendors. BACKGROUND Buyboard has contracted with Jamail to provide job order contracting services for participating governmental entities. Job order contracting is a fixed-unit-price contract that provides contract management services for the repair, renovation, and alteration of facilities. Jamail provides a contract manager to assess the damage, develop a scope of work, prepare cost estimates, select contractors, and oversee construction. The job order contract awarded to Jamail includes a discount from the fixed unit prices of the 2006 R.S. Means Facility Construction Cost Data publication, adjusted by the "Weighted Average, City Cost Indexes" for the applicable Texas city, and adjusted by the coefficients listed based on regions of the State. For the Beaumont area served, Jamail's "normal hours" coefficient is 0.680 (32% discount), and "other than normal hours" coefficient is 0.698 (30% discount). Job Order Contracting June 30, 2006 Page 2 The R.S. Means pricing schedule contains unit costs for more than 23,000 building components which will be used to prepare job costs for each project. These prices will be discounted per the contract and the total cost of each project will be determined prior to commencement of work. The contract manager will work closely with City staff to contain cost and remain within the City's budget and/or insurance settlement. The City will have the final decision determining the extent of work to be performed. Upon acceptance of the proposed work schedule, payments will be made as work is completed. For all projects in excess of $25,000, Jamail will furnish performance and payment bonds. Due to extensive damage caused by Hurricane Rita, many of the City's buildings need minor repairs or renovations. Building Service's staff is not currently sufficient to make these repairs nor develop specifications for bidding within a reasonable time frame. Continued deterioration, compounded with the threat of any future wind damage, makes it imperative that the City move forward with the necessary repairs. Upon approval of this contract, the first project to be assigned is the repair of the north hangar building located at the Beaumont Municipal Airport. The building received extensive damage from the hurricane limiting the Fixed Based Operator's ability to rent space for aircraft storage. Jamail Construction is a member of the local Association of General Contractors (AGC)and plans to subcontract work with local construction companies. PURPOSE, COMMUNITY TIES AND EXPERIENCES _ Statewide Consolidated Community Development Corporation, Inc. (Statewide), is a private non-profit, tax-exempt, state certified Community Housing Development Organization (CHDO), charitable organization which began operations in 1996 helps individuals and class members who are low and moderate income achieve the American Dream of home ownership. One of our purposes is to provide decent, safe and sanitary housing throughout the State and primarily in the City of Beaumont for families of low and moderate income who otherwise would not be able to find or afford a suitable place to live. Statewide is focused on improving the self-sufficiency status of the city's indigent residents, improving the community's housing conditions, and the community's physical appearance. Statewide services are fundamentally necessary for low income class members and individuals to assist them in the procurement of homes, in maintaining the value of their properties and the City's tax base and to help homeowners prevent foreclosure. On any given day, people with developmental disabilities will attend day program for individualized training in the areas of work, academics, social, and living skills. Individuals can receive training in all or some of the areas. Adult Day Training uses real work as a tool to teach useful work habits. From assembly work to mail stuffing Statewide clients will work diligently every day to make sure a job is well done. The pride the clients take in their work will be evident in the quality of the end products. While working on a variety of jobs, clients can earn a paycheck based on their own productivity. During this time, Counselors help them build or refine skills such as time management, concentration and problem solving. Adult Day Training meets a range of clients' needs including personal care, eating and physical management. Training activities are provided on-site or in community settings. At Statewide, we know that a job is not only the key to a person's self-sufficiency, but it plays a major role in a person's self-esteem and identity. We will work in conjunction with the experts in helping people with disabilities find the right employment situation. We will help each participant achieve his or her highest level of successful, meaningful employment. We will work with MHMR professionals to offer an Employment Preparation Course. This twelve-hour course includes interview preparation, written applications, resume preparation, reference preparation, social skills at the work place, identifying work skills, employer expectations and a self-directed job search. The course is ideal for people who are entering the competitive job market for the first time, as well as for people who have found it difficult to find the right job or keep a job once they have been hired. A comprehensive placement program will be administered through network partners designed for workers needing assistance in finding a job and/or train at the job site. The program will include a fully assisted job search, placement, on-the-job training (if needed) and support for a finite period of time. The service provider for the job placement will also serves as a liaison between the employee and the employer. Statewide intends to provide our clients with services designed to integrate them into natural community roles. Adults are given a sense of belonging and gain a better understanding of their community. Community inclusion services will be individualized for one person or for a group, depending on interest and need. Services include: • Shopping • Dining • Using community services (the library, for example) • Finding employment • Banking • Voting • Finding recreational opportunities The Supervised independent living facility units in which Statewide intends to provide for individuals with developmental disabilities, who are working towards greater independence through daily activities, work experience, day programs, and community involvement will be a facility that will provide the client with their own personal space. Currently, the facilities in this area group the individuals' two persons to a room or in dormitory style. This arrangement provides the individual with no privacy. Demographic description The property located at 1005 East Lucas which compose the site location for the Independent Living Facility is within a 5 mile area of retail shopping, job opportunities, movie theater and restaurants. Public transportation is accessible on East Lucas. The demographic statistics for the site area is approximately 95% African American. The area is zoned Residential Multifamily and the area South of the property is Residential Single Family. The resident would be capable of obtaining transportation to their work site. The city of Beaumont is 4!r.8% African American and 46.4% White. This site offers a great advantage to development for housing for 811 in a residential community, with the provision of a quiet area with sizable growth potential and an establish area primarily populated with minority community. NEED AND PROJECT INFORMATION Evidence of need for supportive housing. (Taken from State Of Texas Analysis of Impediments to Fair Housing Choice) Person with Disabilities The U. S. Census Bureau, HUD and TDHCA agree that the number of persons with disabilities in Texas has been severely underestimated. The Texas Department of Human Services estimates that in 2000, there were 3,836.014 persons in Texas with some sort of disability, 812,313 of whom lived under the poverty level. However, the estimations do not differentiate types of disabilities. According to the 2000 U. S. Census data, there are approximately 2,725,120 disabled, civilian, non-institutionalized persons over the age of 5 in Texas. Unfortunately, detailed statistics on the disabled population were not available at publication, thus information is based on 1990 finding. According to 1990 census data, there were a total of 2,968,362 persons in Texas with a disability. While disability information was stratified by such categories as "uses a wheelchair" and "difficulty lifting/carrying," the disability definitions used were not sufficiently comprehensive and precise to effectively determine disability status or housing needs. For example, the 1990 Census estimated that 812,848 persons in Texas between the ages of 16 and 84 had a "work disability," which was defined as a physical or mental condition that had existed for more than six months and which limited the kind or amount of work that an individual could do at a job or business. The problem with this definition was that it implied that the only factor affecting the ability of the individual to work is his or her condition. The reality is that fewer than one set of environmental factors a given condition, may prevent or hinder work, but if physical or social barriers are removed the same condition may have no effect on the person's ability to work. The 1990 U.S. Census estimated that there were 831,145 total non-institutionalized persons 16 years or older in Texas in 1990 with mobility or self care limitations, or both. This figure represents 5 percent of the State population. The 1990 Census estimated that there were 812,848 persons in Texas from 16 to 64 years with a work disability. Of this population 407,819 or approximately 50 percent were prevented from working due to a work disability. Because specific housing programs and services at the State level target persons with severe mental illness and persons with developmental disabilities mention must be made about these two subgroups of the population. Persons with severe mental illness have a long-term mental or emotional impairment that makes it difficult to compete effectively for limited housing and social service resources. Persons with developmental disabilities are defined as individuals who have a severe chronic disability that is attributable to a mental or physical impairment or a combination of mental and physical impairments that manifests itself before the individual reaches age 22 and is likely to continue indefinitely. The condition results in substantial functional limitations in three or more of seven area of major life activity. Such individuals need a combination and sequence of special interdisciplinary, generic services, supports or other assistance that is lifelong or extended duration and is individually planned and coordinated. According to Texas Mental and Mental Retardation Agency (TMHMR), in 2000 there were nearly 3 million persons in Texas with some form of mental illness. Of these 558,518 persons had a mental illness that constituted a physical impairment. According to 2001 data by the TMHMR approximately 565,067 persons have some form of mental retardation. Of these 22,768 have profound or severe mental retardation. THE SEARCH FOR HOUSING The search for housing for persons with disabilities is complicated by poverty The Texas Department of Health estimates that in 2000 there were 812,313 disabled Texas living below poverty level. For 2001, the average Fair Market Rent (FMR) for a one bedroom apartment unit in Texas is $455. A unit is considered affordable if it costs no more than 30 percent of the renter's income. An individual receiving Supplemental Security Income (SSI) of $303 monthly can afford a monthly rent of no more that $91. A survey conducted by American Disabled for Attendant Programs Today (ADAPT) a grassroots disability rights organization found that the majority of people who require accessible housing would prefer to live in housing which integrates people with and with out disabilities. This has been a criticism of HUD's Supportive Housing for the Elderly Program (Section 202 Program) which was designed to create accessible multi-family housing for elderly persons with disabilities. It was found to isolate people with disabilities from the rest of the general population. HUD's Supportive Housing for persons with Disabilities (Section 811 Program) allocates funds for nonprofit organizations to provide a range of housing types, including multifamily housing complexes, condominiums, cooperative or group homes for disabled persons between the ages of 18 and 62. Up to 25 percent of Section 811 funds can be used as Tenant based Rental Assistance through the Section 8 Mainstream Housing Opportunities for Persons with Disabilities Program. There is a significant shortage of housing that is physically accessible to persons with disabilities and an even greater shortage of accessible housing that has multiple bedrooms. Many persons with disabilities require larger housing units because they live with family, roommates or attendants. This lack of multi-bedroom housing furthers their segregation. Moreover, accessible housing is an urgent and present need for not only citizens who currently have disabilities but for the aging population in the U.S., which will likely develop disabilities as time goes on. Accessible housing will become increasingly more important as the ability for self-care and mobility decreases with age. According to Toward Independence, providing appropriate housing options for persons with disabilities is highly cost effective because of the significant savings that result from enabling such persons to live in the community, secure employment and pay taxes. Furthermore the continuing existence of unfair and unnecessary discrimination and prejudice cost the United States billions of dollars in unnecessary expenses resulting from dependency and unproductivity. 1. Approximately two-thirds of working-age persons with disabilities do not receive Social Security or other public assistance income. 2. Federal disability programs reflect an overemphasis on income support and an under emphasis of initiatives for equal opportunity, independence,prevention, and self-sufficiency. 3. More emphasis should be given to Federal programs encouraging and assisting private sector efforts to promote opportunities and independence for-individuals with disabilities Our nation's current annual Federal expenditure on disability benefits and programs exceeds $60 billion. This report proposes some fiscally responsible approaches for spending disability-related dollars more prudently and productively. The Council is strongly convinced that present and future costs of disability to the Nation are directly related to the degree of success we attain in reducing existing barriers, both structural and attitudinal, and in providing appropriate services to individuals with disabilities so that they may realize their full potential and become more independent and self-sufficient. The Council has focused in detail upon ten major topic areas of particular importance to individuals with disabilities. They include the following: Equal Opportunity Laws: The Council recommends the enactment of a comprehensive law requiring equal opportunity for individuals with disabilities, with broad coverage and setting clear, consistent, and enforceable standards prohibiting discrimination on the basis of handicap. Employment: To increase employment among people with disabilities-a drastically underemployed segment of the population-the Council recommends several legislative changes, concerning the transition from school to work, supported employment, private sector initiatives,job training,job development, and placement. Disincentives To Work Under Social Security Laws: The Council outlines several ways in which provisions of existing Social Security laws--Supplemental Security Income (SSI), Social Security Disability Insurance(SSDI), Medicaid, and Medicare-serve to discourage and penalize people with disabilities if they seek to become employed and self-supporting. In response to these work disincentives, the Council recommends corrective amendments to the problematic provisions. - Prevention of Disabilities. To promote the prevention of disabilities and to assure that individuals having disabilities do not suffer unnecessary secondary disabilities or exacerbation of their impairments, the Council recommends that the Federal Government mount a national program for the prevention of disabilities. Transportation: The Council recommends amendments to Federal transportation legislation to achieve the Nation's established policy that "disabled people have the same right to use public transportation as non-disabled persons. " Proposals relate to urban mass transit, air transportation, intercity and interstate buses, and private vehicles. Housing. To permit people with disabilities an opportunity to obtain appropriate housing, which is an important prerequisite to obtaining employment, living independently, and avoiding costly institutionalization, the Council makes several recommendations designed to prohibit housing discrimination and to promote increased appropriate and accessible housing for persons with disabilities. - Community-Based Services for Independent Living: To achieve productivity and independence, people with disabilities require a range of support services according to the nature and degree of their disabilities. The Council proposes a variety of measures, including amendments and funding support under Parts A and B of Title VII of the Rehabilitation Act, to promote the availability of community-based services for independent living. Educating Children With Disabilities: The Council makes legislative recommendations regarding educational opportunities for children with disabilities. These recommendations respond to: the need for special education and related services during infancy; the need to educate children with special needs in regular education facilities; and the need to assess progress made since the enactment of the Education for All Handicapped Children Act. Personal Assistance:Attendant Services, Readers, and Interpreters: Because of the critical importance of such services in fostering independence and avoiding expensive institutionalization, the Council recommends a national commitment to developing a quality system of attendant services, readers, and interpreters. Coordination: The Council recommends that all Federal and Federally supported disability- related programs be authorized and required to develop a joint plan for the systematic coordination of services and benefits. Description of Target Area Statewide CCDC will offer services to a wide range of clients, and will not discriminate on the basis of race, color, religion, sex national origin, disability or familial status. Our clients will include developmentally disabled persons seeking individualized housing assistance. Statewide CCDC will seek to provide support services such as education, pre and post counseling services in Southeast Texas. The clientele we intend to serve will be representative of the low income community which is rural and urban African American, Hispanic, Asian and the homeless community. We anticipate the ultimate benefit of our services will be provision of independent living for disable persons. Our services will ultimately mean the revitalization of a community, the new tax paying citizen and the ultimate integration of the disable into the community Present housing for disable. Present housing conditions and availability as expressed by Spindletop MHMR staff in housing indicates that all group housing facilities in this area are at capacity and that they don't like the way the people are housed. They site a strong demand for good independent housing. Presently the current group homes house the developmentally disable in dormitory style or shared bedroom facilities which does not offer the individual any privacy. Statewide facility will be a 15 unit facility that will give each person their own unit for privacy. South East Texas Transit PROJECT BENEFIT The construction of the Independent Living Facility will benefit the target population by providing the opportunity for independent living. For example: Cathy is 25 years old. Although born with certain developmental disabilities, she has completed her education, obtained a job that she enjoys very much and made her way in the world with the support of her parents, her brothers and sisters and her extended family. Throughout this process she lived with her parents. Cathy wants very much to have an independent living environment, to live in a home that is hers, in a supportive environment in which she will continue to grow, but also in which she will have opportunities for privacy and independence. Her family wants to find a living environment that will provide suitable support at a location that permits Cathy to go to her current workplace by public transportation as she has done in the past. They also hope that the living environment will encourage and permit Cathy to continue to grow and develop as a person and to make new friends. They want Cathy to have a home. Cathy and her family are an example of the many families and persons who are striving for an independent living environment with the support that will permit its residents to grow and develop as individuals and members of the community. Although Cathy and others similar to her have limitations on the things they can do, they have the skills and the willpower to live independently in a properly supportive environment.'They seek a living arrangement that is structured in a self-perpetuating fashion, designed to meet their needs and accompanied by a support program that enables them to make the most of their lives and to participate in their community. This project benefits people like Cathy. They may have mild learning disabilities ranging from the learning disabled, mentally retarded, autism, traumatic brain injuries, Down's syndrome, cerebral palsy and minimal brain damage from birth. In all cases their disabilities are mild and permit them to be involved actively in their neighborhood and community through work and other activities. The community benefits in that it becomes a major spectrum in the life of the developmentally disabled. In order for independent living to be successful for disabled persons their must be four elements working together they are: contribution, connection, celebration and community. Contribution involves the residents finding ways to contribute to society through work, community activities, volunteer activities and helping others. Connection refers to making positive connections with others that are meaningful, mutually supportive and life enriching. Celebration involves tlW residents in recognizing and celebrating their accomplishments and the achievements ofiheir friends. Community involves the participation in the community of their peers, in particular their home and the encouragement of participation in the larger community, the neighborhood and beyond. A supportive living environment for persons with disabilities in which all people are treated as equal and worthy of respect are encouraged to live lives that are full and complete in every case benefits the community because the community becomes the recipient of a contributing member of society. Description of building The facility is a large 15 unit facility in a duplex design to house 14 developmentally disable residents and one resident manager in, with facilities such as kitchen, dining room and living room plus living unit for resident staff. Each resident has his/her private unit. The facility also contains a small office area for staff to meet with residents and perform their functions. The physical structure will be duplex one bedroom 512 square feet each large enough to accommodate 14 resident units with full bathrooms, kitchen, dining room, living room, staff office and one two bedroom unit for resident staff living areas including private bathrooms and kitchenettes in the resident staff areas. The facility will have approximately 15 units with approximately 8,080 square feet of space. Experienced staff will be available to provide supervision and consultation on a wide variety of topics, including scheduling, planning, shopping, meal preparation, budgeting, use of leisure time, personal grooming and household maintenance. In addition staff residents live on the premise to provide services on an on-call basis in the evenings, the early morning and on weekends. Residents will have the freedom to engage in activities on their own in small groups with other residents or other friends, These are activities are of their own choosing. Through living together in a share environment that will include private spaces of their own, the residents will learn to respect individual differences and the interest of others. The goal here is to develop a living environment and build a community of peers that-support, care about and give affirmation to each other.
