RECOMMENDATION Administration recommends award of a one (1)year contract to Stockhausen, Inc. for purchasing polymer at a unit cost of $1.02 per pound, with an estimated total contract expenditure of $51,000. BACKGROUND Bids were requested for a one (1) year contract for polyacrylamide cationic emulsion liquid polymer for use by the Public Works Department, Water Utilities Division. The chemical is used in the dewatering of municipal sewer waste sludge produced by the City's filter plant at Water Reclamation. Six,(6) vendors were notified with three (3) responding with bids. The bids received were as follow: Vendor Price Nalco Co. $0.98/lb. Naperville, Illinois Stockhausen,Inc. $1.02/lb. Greensboro,North Carolina Ciba Specialty Chemicals $1.25 /lb. Suffolk, Virginia One(1)Year Contract for Waste Treatment Polymer June 2,2005 Page 2 Prior to the bid opening, field trials are held in the City's Water Reclamation Plant to determine the actual dosage of each bidder's product is necessary to adequately dewater the sludge. The trials yielded a dosage of 9.8 pounds of Nalco product per ton of sludge, and 6.9 pounds of Stockhausen product per ton of sludge. These dosages yield a total polymer cost per ton of sludge of$9.2904 for Nalco, and $7.0380 per ton for Stockhausen, therefore, Stockhausen is the recommended award. The product bid by Stockhausen has been utilized previously in the plant and meets all performance requirements. BUDGETARY IMPACT Funds are available for this expenditure in the Water Utilities Fund. RECOMMENDATION Administration recommends award of a one(1)year contract for purchasing air, oil and fuel filters to Mott Supply at the unit costs reflected in the attached bid tabulation, with an estimated total expenditure for the contract period of$27,188.99. BACKGROUND Bids were requested for an annual contract for air, oil and fuel filters for use by the Fleet Management Division to maintain city-owned vehicles and equipment. Eleven (11) vendors were notified with six (6) responding with bids as reflected in the attached bid tabulation. The local sales tax impact formula was applied to local vendors' bids, but did not alter the bid standings. Each bidder met all product requirements specified. Mott Supply has previously held the filter contract. BUDGETARY IMPACT Funds are available for this expenditure in user Departments' operating budgets. PREVIOUS ACTION None. SUBSEQUENT ACTION None. BACKGROUND Mike Dubea with Red Simpson,Inc.,the applicant,is requesting a zone change from RS(Residential Single Family Dwelling) District to GC-MD-2 (General Commercial-Multiple Family Dwelling-2) District and a specific use permit to allow the expansion of its electrical contractor business. The company installs power lines. Mr.Dubea states that the company is wishing to expand its current facility at 1255 Lindbergh. With the proposed expansion, Red Simpson, Inc. will employ 230 people at its Beaumont facility. The subject property will be used as a maintenance shop and storage facility for equipment. In 1998,the City Council granted a specific use permit to allow Red Simpson, Inc. to operate at its current location. The property, at the time, was zoned GC-MD. In 1999, all of that area east and west of Lindbergh and north of Washington and south of College was rezoned to C-M(Commercial- Manufacturing) District. BUDGETARY IMPACT None. RECOMMENDATION The Administration recommends approval of a specific use permit to allow a mortgage broker in an RCR (Residential Conservation and Revitalization) District at 2630 North Street subject to the following condition: • Modification to the landscaping/screening requirements along the south edge of the front parking lot(no 6' landscape edge) and along the north, east and west property lines (no 8' fence and 10' landscape strip). BACKGROUND Lawrence D.Bland,III,the applicant,is requesting a specific use permit to allow a mortgage broker in an RCR (Residential Conservation and Revitalization) District at 2630 North. Mr. Bland was made aware that he would be required to get a specific use permit after Planning staff notified him of the need. Mr. Bland's company gathers information from prospective clients via the telephone. Once the information is gathered, it is then processed by a loan processor by way of the telephone, fax and mail. After all information has been fully processed and verified, the loan package is then sent to an approved lender for their approval. Once all closing documents have been signed at the Title Company, the loan is then closed and funded. The subject property has been used for commercial uses in the past. There are several other businesses in the same block. At the Joint Public Hearing, the Planning Commission expressed a desire to configure the rear parking so as to save the large tree located in the rear yard. The Planning Manager and the Transportation Manager met with Mr.Bland and have developed a plan to provide two extra parking spaces at the rear of the property. This parking layout will have minimal impact on the tree. BUDGETARYIMPACT None. PREVIOUS ACTION At a Joint Public Hearing held May 23, 2005, the Planning Commission voted 9:0 to approve a specific use permit to allow a mortgage broker in an RCR District at 2630 North Street subject to the following conditions: • Reconfigure the existing parking lot to resemble Parking Plan `B". • Modification to the landscaping/screening requirements along the south edge of the front parking lot (no 6' landscape edge) and along the north, east and west property lines (no 8' fence and 10' landscape strip). • The granting of a variance by the Board of Adjustment to the paving requirement for the rear parking lot. • Allow the applicant to come back within six months. RECOMMENDATION Administration recommends award of an annual contract for purchasing fittings, pipes and couplings to various vendors at the unit costs reflected in the attached bid tabulation, with an estimated total annual expenditure of$403,617.70. BACKGROUND Bids were requested for an annual contract for couplings, brass fittings, plastic tubing and other water-related materials for use by the Water Utilities Department. The materials are used in the repair of existing water lines, installation of new water service lines, and in the maintenance of existing water mains and meters. The materials are utilized to maintain adequate water service throughout the City. Fifteen(15)vendors were notified, with three (3)responding with bids. Specifications stated that the contract would be awarded to the low bidder per section. The low bidder per section is shaded for identification in the attached bid tabulation. The local sales tax impact formula was applied to the local bidder's total for each section, but failed to alter the bid standings. The estimated annual expenditure to each vendor under the contract is as follows: $156,379.65 to Coburn Supply of Beaumont, $227,426.55 to Golden Triangle Pipe of Beaumont, and $19,811.50 to Rural Pipe of Jasper. Among these initiatives are the Citizens on Patrol program, the Citizens Police Academy program, Probation Ride Along program, Holiday/Special Event Bicycle patrol and Sunday in the Park patrol. The Citizens on Patrol initiative utilizes citizen volunteers to patrol various neighborhoods to increase the police department's"eyes and ears". Volunteers report any crimes or suspicious activity to the police communications unit via cellular phone. The Citizens Police Academy initiative educates citizens about police procedures and practices through presentations and hands-on demonstrations. This program increases the participant's knowledge and cooperation with the police department through understanding the role of police in the community. The Probation Ride Along initiative allows police officers to accompany probation officers on client visits. This increases the safety of the probation officer and increases cooperation between the probation officer and the client. The Holiday/Special Event Bicycle patrols are implemented at shopping centers during the holiday season in order to prevent crime. Bicycle patrols are also used for special events such as festivals and parades. The Sunday in the Park patrols provides security for city parks that are hosting events on Sundays in order to prevent crime and to reduce citizens' fear of crime thereby increasing participation in the events.
