Presentation of retirement plaques was made:
Paula LaBrie presented Ellen Perkins who retired from the Finance Department with 20 years
of service.
Assistant Police Chief Cecil Rush presented former Police Chief Willie E. Bauer who retired
with 45 years of service.
Fire Chief Pete Shelton presented Lewis K. Bryan, 22 years of service, and E. C. Hill, 43
years of service, retiring from the Fire Department.
Joe Ternus presented Wallace Dugas, Jr. , 25 years of service, and Alton Routt, 24 years of
service, retiring from the Landfill Division of the Urban Transportation Department.
Assistant City Manager Hugh Earnest presented Judson M. Tatum who retired from Building
Maintenance with 26 years of service with the City.
Curtis Dickson presented Angelo Gallio, 16 years of service, Jean R. Tumblin, 10 years of
service, and Lucille Wolfe, 40 years of service, retiring from the Health Department.
Hank Englebrecht presented Prent Craig, 15 years of service, retiring from the Parks and
Recreation Department.
Charles Ross introduced Bernard Wood, Jr. , son of Bernard Wood, who accepted a retirement
plague in behalf of his recently deceased father who retired from the Sanitation Department
with 23 years of service.
The regular session was recessed for a reception honoring these retired employees.

Mayor Neild inquired about citizen response at the public hearing regarding the zoning
change, since he was unable to attend the hearing. Mr. Torres reported that the consensus
of the property owners present was that the area south of
Gladys should be zoned RnlIi or NC
with an OP District.
Mrs. Weisbach made a motion, seconded by Councilman Samuel, to defer action on this proposal
for two weeks to allow staff to work with citizens to be sure they understood meaning of an
OP zone compared to a NC zone.
Councilman Turner expressed a desire to give clear direction to the staff if a change of
course of action is to be requested.

motion made by Councilman Deshotel and seconded by Councilman Weisbach.

Councilman Brumley suggested that a copy of this resolution be sent to Vice-President Bush
as well as the Congressional Delegation and our State Representatives.

Resolution 84-232 amending the contract with the State Department of Health executed on
January 3, 1984 to add $37,2.12 to fund two additional nursing positions to enable the city to
increase its maternal and child health service to indigent populations was approved on a
motion made by Councilman Weisbach and seconded by Deshotel.

for the Rental Rehabilitation Program in the amount of $96,400 to the Department of Housing
and Urban Development and any other information needed to secure these hederal monies was

ment Cornoration and the Beaumont Multi-Family Housing Finance Corporation to increase the
board size from .five to seven members and amending the Articles of incorporation of the
Beaumont Industrial Development Cornoration, the Beaumont Housing Finance Cornoration, and
the Beaumont Multi-Family Housing Corporation to reflect that the board of directors shall
consist of the members of the City Council and they shall serve so long as they are members

OF THE CITY OF BEAUMONT REGARDING THE SIZE
OF CERTAIN BOARDS AND COMMISSIONS; PROVIDING
FOR SEVERABILITY AND PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Deshotel and seconded by Councilman
Turner.

Resolution 84-235 accepting the $31,824 bid of Texas Coatings Anplication & Waterproofing
for waterproofing two city buildings was approved on a motion made by Councilman Deshotel
and seconded by Councilman Brumley.

City Manager Karl Nollenberger announced that subsequent to the Work Session an Executive
Session will be conducted to discuss personnel and reported back to Council regarding the
trash collection process. All four vehicles authorized for puchase in January, 1984 are in
operation and trash collection is totally up-to-date.

Mayor Neild complimented Council and the Planning and Zoning Commission for their actions
taken on the zoning items on today's long agenda. With such tough zoning cases, Mayor Neild
felt it would have been easy to acquiesce to the need of business growth and new business,
but Coucil and the Planning and Zoning Commission recognized the importance. to continue to
protect the neighborhood.
Mayor Neild reported that he has just returned from the Conference of Mayors and the Advisory
Meeting of the National League of Cities. Monies will not be as available to cities in the
future as an effort to correct the Federal budget deficit. We will receive smaller funds
each year until the correction is made. Housing matters will be addressed along with
infrastructures. Stepping up of the private sector and the public sector in a joint effort
to correct our own problems from within is encouraged. Compared to other cities, Beaumont
has a lot of pluses. Decentralization of Federal government to States and Cities is
becoming more important. Good things are happening even though we are dealing with smaller
dollars.
Mayor Neild welcomed Mr. Leggett back to Council meetings.

Councilman Moore expressed appreciation to the Urban Transportation Department for their
memo. He is concerned with the severity of controlling traffic in our community and feels
we should take as much action as possible to prevent situations .f.rom occurinq rather than
reacting to them. Even though State law indicates there must be about five accidents within
a twelve-month period before another course of action can be justified, Mr, ,.Moore _feel,a-;that
another criteria should be considered.

Councilman Deshotel mentioned that the memo from Urban Transportation Department stated the
road has ben striped for cross-over traffic and an overhead flashing light (red at Corley
and yellow at 23rd) is to be installed and inquired of Mr. Ternus if there was a time table
on that action. Mr. Ternus reported work is in process at this time. Both Mr. Ternus and
Councilman Deshotel expressed willingness to discuss the issue with citizens.

Tommie Grant, 3620 Evalon, addressed Council, regarding zoning of the Property south of Gladys
and expressed concern that more business would increase traffic Problems and devalue Property.

Paul Brown, 4370 Cartwright addressed Council to request placing two stop signs, one at _
Corley and 23rd Street and one at Cartwright and 23rd Street, to reduce sneedinq rather
tfidn a flashing light.

Cleveland Nishy, 4520 Corley, addressed Council to request that the speed limit be reduced
to 30 miles per hour between College and Washington Blvd. and a means to stop traffic, not
slow it down and complained of an inadequate traffic time study conducted in his neighborhood.

Councilman Deshotel requested that the issue of Placing stop signs on 23rd Street he placed
on the agenda for Council consideration since an amicable solution has not been reached.

Councilman Turner concurred with Councilman Deshotel and asked that the Project of installing
caution lights cease Pending the outcome of the Council vote.

Councilman Moore inquired of Mr. Ternus about the normal time length of a traffic count and
the count on 23rd Street. Mr. Ternus reported the normal length of time is 24 hours and to
his knowledge a 24-hour time study was conducted on 23rd Street.

Council Workshop Session in the 3rd floor Conference Room.
