Conners and Richard Daigle , Jr . , with the Sanitation Department . --000 The following Consent Agenda items were considered : Approval of the Minutes of the regular City Council session held May 29, 1984 ; Resolution 84-191 authorizing the South East Texas Arts Council. as the primary coordinating representative of the Arts Organizations in South east Texas for the City of Beaumont for funding projects, for this area.; Resolution 84-192 authorizing the City Manager to enter into a one-year agreement with the City of Bevil Oaks for Emergency Medical. Services to Bevil. Oaks for the payment to the City of Beaumont of $1 , 959.00; and Resolution 84-193 authorizing execution of a license agreement for a subdivision identification wall in Gri:ffing Place at a one-time fee of $250. 00. The Consent Agenda was approved on a, motion made by Councilman Deshotel_ and seconded by Councilman Weisbach. Question : Ayes : All Nayes: None -000- -83- June 5, 1984 A public hearing for consideration of the issuance of bonds by the Beau- mont Industrial Development Corporation of $1 . 5 million in Industrial Development Bonds to finance the St . Charles Plaza. Project , located at Phelan Boulevard at Prutzman (developers : Sam Parigi, Jr. ; Frank L. Messina.; Frank G. Messina; Joseph R. Messina; Jude T. Messina; Vincent M. Messina; Thomas L. Messina. and James M. Messina) was held. Mr. Scott Sheldon, attorney with Moore, Landry, Garth and Jones, 285 Liberty, Suite 1900, bond counsel for the project & Mr. Sam Parigi , Jr. , 445 14th Street , representing developers, spoke in support of the pro- ject . Mr . Jimmy Nettles, 6690 Calder , spoke in opposition of the project . There being no one else to address the hearing, it was closed. -000- Resolution 84-194 approving the issuance of bonds by the Beaumont Indus- trial. Development Corporation of $1 , 500, 000. 00 in Industrial Development Bonds to finance the St . Charles Plaza Project was approved on a motion made by Councilman Deshotel and seconded by Couricilma.n Turner. Question : Ayes : All Nayes; None -000 Resolution 84-196 authorizing payment for rental of a Caterpillar D-6 bulldozer at $8, 153 . 95 to Mustang Tractor and Equipment Company used at the new landfill was approved on a motion made by Councilman Turner and seconded by Councilman Deshotel . Question : Ayes : All Nayes : None -000- Resolution 84-197 endorsing the formation of a Regional Rarketing Organi- zation for coordination of regional marketing of the Beaumont-Orange--Port Arthur area for purposes of economic development and jobs was approved on a motion made by Councilman Weisbach and seconded by Councilman Deshotel . Mr. Guy Lavinghouzez, Houston, Texas , addressed Council to request addi- tional time for the rehabilitation or demolition of the two-story structure located at 2289 Broadway, Mrs. Vanessa Bridges, 2205 Euclid (Rear) , addressed Council to request ad- ditional time be granted so that a clear title can be obtained for the structure. If the title question can be cleared, the structure qualifies for a loan for rehabilitation under the Community Development Block Grant program. Mrs . Elona Bridges Kelly, 3259 W. Euclid, addressed Council to request additional time to raze, repair , or sell the structure which. had been slightly damaged by fire. Mrs. Eula Simon, 1165 Powell , addressed Council to request additional time to .rehabilitate the structure and that a City inspector walk through the structure with her to explain the needed repairs. Mr. John T. Moore, 2725 Pine, addressed Council to say that the cost of the repairs for the structure was much more than he wanted to commit him- self to and that he would try to demolish the structure himself. There being no one else to address the public hearing, it was closed. The following structures were pulled for later consideration : 2289 Broad- way, 1180 Powell , 2205 Euclid, 3259 W. Euclid and 1227 Broadway. The recommendations for the remainder of the structures were approved on a motion made by Councilman Turner and seconded by Councilman Deshotel . Question : Ayes : All Nayes: None After a discussion, it was generally agreed that 2289 Broadway would be granted a 60-day extension; 2205 Euclid (House) would be granted 90-days ; 3259 W. Euclid would be granted 60 days to raze, repair or sell ; 1180 Powell would be taken off the agenda. for consideration at a later date; and 1227 Broadway was removed from consideration at this time. -85- June 5, 1984 These recommendations were approved on a motion made by Councilman Deshotel and seconded by Councilman Samuel . Question : Ayes : All Nayes : None ORDINANCE NO. 84-70 ENTITLED AN ORDINANCE FINDING CERTAIN STRUC- TURES TO BE PUBLIC NUISANCES, AND ORDERING THEIR REPAIR OR DEMOLITION; PROVIDING FOR SEVERABILITY AND PROVIDING FOR PENALTY. The ordinance was approved on a motion made by Councilman Samuel and seconded by Councilman Deshotel. . Question : Ayes : A11 Nayes: None Council requested information on form letters sent to property owners and questioned the possibility of changing terms such as raze to tear down or demolish. -000- Councilman Moore asked that attention by someone from the Parks and Recrea- tion Department be given to the restrogm facility at Roberts Park. He says he has been told it needs to be cleaned and corrected. Councilman Moore also asked that "'the audience and Council to indulge us for a. second. I would like to give due recognition to one of our own Coun- cil members who was recently put in a national publication - Jet Magazine, that ' s Councilman Deshotel . It acknowledged him for his being elected to . Council as well as being selected as a Regent . '' Councilman Deshotel said he had been contacted by a family with a handi- capped member to request signs worded "No Parking between these Signs" depicting the handicapped chair on the street in front of their home. They had had a sidewalk constructed to the street but neighbors are parking on the street blocking the sidewalk. The Urban Transportation Department will respond to the request . Mayor Neild requested Workshop discussion next week in connection with Inducement Resolutions- issued by the Beaumont Industrial Development Cor- poration that are currently outstanding and requested copies of such. -000 Mrs. Sue Wallon, 1370 Fenwick, addressed Council t0 complain that Terra Company is using the Drainage District 6 as access to their construction site. Mrs. Wallon was told that permission had been granted by DD6 and that the City had no jurisdiction. Dr. Bettye Smith, 3380 Worcester, addressed Council to request help in eliminating the dumping of trash. on Warren Street between Sarah and Car- dinal. . Mr. Don Born, FBO at Municipal Airport addressed Council to complain of inequities at the Airport . Mr. Paul Brown, 4370 Cartwright , and Mr. Cleveland Nisby, 4520 Corley, addressed Council to express their concerns for speeding traffic on 23rd Street between Washington Boulevard and College Street .
