H. Langham Estate Subdivision to Drainage District 6; Resolution 84-138 authorizing necessary title work by Neches Title Company for needed right-of-way for the College Street T. I.P. Project at an esti- mated cost not to exceed $6,500. 00; Resolution 84-139 amending the contract with Mental Health Mental Retarda- tion of Southeast Texas for gounds maintenance of the area bounded by College, Calder, Main and Neches Street at a cost of $10,000.00 for a five-month period from May 1 , 1984 through September 30, 1984; and Resolution 84-140 authorizing execution of a contract with Brackenbr. idge Hospital for training and instruction in administering a wellness program for the City of Beaumont . After a brief discussion, Councilman Turner made a motion to change the zoning to RCR (Residential Conservation and Revitalization) which is a -65- April 24, 1984 less intense but more restrictive zoning classification.
