HomeMy WebLinkAboutMIN JUN 14 1983 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD JUNE 14 , 1983 BE IT REMEMBERED that the City Clerk of the City of Beaumont , Texas, met in regular session this the 14th day of June, 1983 , with the following present : HONORABLE : William E. Neild Mayor Bill Cox Councilman, Ward I Evelyn M. Lord Councilman, Ward II Joseph D. Deshotel Councilman, Ward III Wayne Turner Councilman, Ward IV Hugh Earnest Acting City Manager Kenneth Wall City Attorney -000- The Invocation was given by the Reverend William Bauer, Beaumont Inter- national Seamen' s Center. The Pledge of Allegiance was led by Councilman Deshotel. -000- Two proclamations were issued : "New Beaumont Retirement Hotel Day in Beaumont" - June 15, 1983 and "Flag Day in Beaumont" - June 14 , 1983. -000- The following items of the Consent Agenda were considered: Approval of the Minutes of the regular City Council session held June 7, 1983; Resolution 83-216 authorizing the purchase of a 6, 267. 5 square foot tract of land for a sanitary sewer easement in the D. Brown Survey from Joe O'Fiel in the amount of $4, 321 . 00; Resolution 83-217 authorizing payment in the amount of $1 , 190. 00 to Inter- coastal Electric Company for emergency repairs to a drainage pump motor at the College-Railroad underpass; and Resolution 83-218 authorizing purchase of a monitor test kit for traffic signal controllers from Doerr Associates of Texas, Inc. in the amount of $2,448. 00. The Consent Agenda was approved on a motion made by Councilman Turner and seconded by Councilman Deshotel. Question : Ayes : All Nayes : None 1 -000- Resolution 83-219 authorizing purchase of a 3. 15 acre tract of land for right-of-way for the landfill access road from J. L. Caldwell Company Trust in the amount of $35,305. 00 was approved on a motion made by Coun- cilman Deshotel and seconded by Councilman Lord. Question : Ayes: All Nayes : None -000- Resolution 83-220 authorizing execution of a contract with Maco Construc- tion, Inc. , for construction of the Willow Bend Drive participation paving project in the amount of $181 , 383. 00 (City's share including engineering - $73, 193. 34) was approved on a motion made by Councilman Lord and seconded by Councilman Cox. Question : Ayes : All Nayes: None -94- June 14, 1983 i Resolution 83-221 authorizing purchase of fire hose from Claude Wright & Associates in the amount of $10,455. 00 was approved on a motion made by Councilman Lord and seconded by Councilman Deshotel . Question : Ayes : All Nayes : None -000- Resolution 83-222 authorizing execution of an agreement with the Texas Department of Health for the funding of maternal and child health care services provided by the City Health Department in the amount of $29,400 was approved on a motion made by Councilman Deshotel and seconded by Councilman Lord. Question : Ayes: All Nayes : None -000- Resolution 83-223 authorizing a license to permit the continued use of a portion of the Tyrrell Historical Library site by owners of an adjacent building encroaching on the site to Alex Szafir, Jr. for the Szafir build- ing in consideration of a $1, 500. 00 payment to the City, an amount equiva- lent to the market value of the land, was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question: Ayes : All Nayes : None -000- Ordinance No. 83-62 amending the ordinance regulating consumption of al- coholic beverages on city parks to include Riverfront Park was considered: ORDINANCE NO. 83-62 ENTITLED AN ORDINANCE AMENDING CHAPTER 20, SECTION 20-10(H) OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO ALLOW THE SALE, CONSUMPTION AND POSSESSION OF ALCOHOLIC BEVERAGES IN RIVERFRONT PARK; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL AND PROVIDING A PENALTY. Section 20-10(h) : . . . . . . d) within Riverfront Park so long as the sale is to to, and possession and consumption is by, persons who are attending functions sponsored by groups or organizations and which are held in conjunction with the rental and use of facilities in the civic center complex. The ordinance was approved on a motion made by Councilman Lord and secon- ded by Councilman Turner. Question : Ayes : All Nayes : None -000- Councilman Lord requested consideration for covered eating areas in River- front Park. She also complained about the further deterioration of the Kyle Building in the downtown area and the weeds growing around it . In addition, Mrs. Lord requested a study of ordinances from other cities regulating helicopter usage so that the City can develop an ordinance be- fore there is a need or problems arise.
