Neild Mayor Bill Cox Councilman , Ward I Evelyn Al. Lord Councilman , Ward II Joseph D. Deshotel Councilman, Ward III Wayne Turner Councilman , Ward IV Hugh Earnest Acting City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Mayor Neild. The Pledge of Allegiance was led by Councilman Cox. -000- The following proclamation was issued : "Exceptional Children ' s Week in Beaumont" - February 28 - March 5, 1983 . -000- The Minutes of the regular City Council sessions held February 8 and 15, 1983 , were approved on a motion made by Councilman Cox and seconded by Councilman Lord. Question : Ayes : All Nayes : None -000- Resolution 83-71 authorizing the execution of a contract with Jay Garth, Inc. , in the amount of $48 ,266. 00 for construction of a new playground and renovation of the parking lot for Sprott Park under the CDBG pro- gram was approved on a motion made by Councilman Deshotel and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000 Resolution 83-72 approving schedule changes and route name and number changes for BMT bus routes, effective Monday, March 7, 1983 , was approved on a motion made by Councilman Lord and seconded by Councilman Cox. Question : Ayes : All Nayes : None -000- Resolution 83-73 accepting an easement for relocation of a sanitary sewer line on the west side of Interstate 10 north of College from Carl T. Bird- song (old line under I-10 collapsed) was approved on a motion made by Councilman Turner and seconded by Councilman Lord. Question : Ayes : All Nayes : None -000- Resolution 83-74 granting an electrical distribution guy and anchor ease- ment to Gulf States Utilities Company for an electric power pole on a 0. 32 acre tract of land south of Calder Road in the Charles Williams League was approved on a motion made by Councilman Deshotel and seconded by Councilman Cox. Question : Ayes : All Nayes : None -000- -28- February 22 , 1983 Ordinance No. 83-15 repealing the ordinance designating a portion of the Babe Zaharias Park property for the riding of motor bikes and banning motor vehicles from the park except for service and maintenance vehicles was considered: ORDINANCE NO. 83-15 ENTITLED AN ORDINANCE REPEALING CHAPTER 26 , SECTION 26-11 WHICH ALLOWED FOR MINIBIKE AND MOTORCYCLE USE OF A PORTION OF MULTIMAX; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Lord and se- conded by Councilman Deshotel . Question : Ayes : All Nayes : None -000- Resolution 83-75 authorizing purchase of a three months ' supply of fill sand for landfill cover from Beeco Dirt Pit at $1 . 40 per cubic yard to be picked up and MEH Materials, Inc. , at $3 . 43 cubic yard to be deliv- ered to the landfill was approved on a motion made by Councilman Deshotel and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 83-76 authorizing execution of a contract for a six months ' supply of cement-stabilized sand from Keown Supply Company at $11 . 85 per ton for 12 sack and $13 . 70 for 2 sack mixture was approved on a motion made by Councilman Lord and seconded by Councilman Cox. Question : Ayes : All Nayes : None -000- Resolution 83-77 authorizing a contract with Peat , Marwick, Mitchell and Company for professional services to conduct an Executive Search for the position of City Manager at a professional fee not to exceed $16, 000. 00 plus reimbursement of out-of-pocket expenses including staff and candidate travel , telephone, typing, administrative and simi- lar costs estimated to be approximately 25%, was approved on a motion made by Councilman Turner and seconded by Councilman Deshotel . Question : Ayes: All Nayes : None -000- Councilman Turner asked if areas of town where homes had flooded dur- ing recent heavy rains of January 31st had been identified. City Mana- ger responded this was being done. Councilman Lord expressed her concern for frequent truck accidents on freeways. -000- Mr. J. C. Leggett , 1849 Washington Blvd. , addressed Council to request better maintenance for the Steam Engine located on Central Park and to express his opposition to the hiring of Consultants for selection of City Manager. -000- There being no further business , the meeting was recessed before continu- ing with the City Council Workshop Session . -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas, certify that the above is a true copy of the Minutes of the regular City Council ses- sion held February 22 , 1983 .
