HomeMy WebLinkAboutMIN FEB 08 1983 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD FEBRUARY 8 , 1983 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met in regular session this the 15th day of February , 1983, with the following present : HONORABLE : William E. Neild Mayor Bill Cox Councilman , Ward I Evelyn M. Lord Councilman , Ward II Joseph D. Deshotel Councilman , Ward III Wayne Turner Councilman , Ward IV Hugh Earnest Acting City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Mayor Neild. The Pledge of Allegiance was led by Councilman Cox. -000- The following proclamations were issued : "Scouting Anniversary Week in Beaumont" - February 6-12 , 1983 and "Occupational Health Nurse Week in Beaumont" - February 13-20 , 1983. -000- Members of the Executive Committee of the Kelly High School Student Coun- cil - Kathy Noble, Vice-President ; Scott Berdelle, Treasurer; Jennifer Philmon , Corresponding Secretary and Laura Linn , Recording Secretary - presented Council with trays of pastries in recognition of Catholic Schools Week. -000- Resolution 83-48 conditionally awarding a contract with John Bankston Construction and Equipment Rentals, Inc. , in the amount of $455,500. 00 for construction of the Lawrence Drive Lift Station and Force Main Project of the grant assisted sewer improvement program (Grant #C-481254-04, Con- tract 8B/9B - subject to approval by the Environmental Protection Agency and the Texas Department of Water Resources) was approved on a motion made by Councilman Deshotel and seconded by Councilman Turner. Question: Ayes: All Nayes : None -000- Resolution 83-49 conditionally awarding a contract with Saucier & Sons Enterprises, Inc . in the amount of $197,273. 00 for lift station improve- ments as a project of the grant-assisted sewer improvement progra (Grant #C-481254-04 , Contract 7 - Astor , Charles, Pine & Florida Lift Stations subject to approval by the Environmental Protection Agency and the Texas Deaprtment of Water Resources) was approved on a motion made by Councilman Lord and seconded by Councilman Cox. Question : Ayes : All Nayes : None -000- Resolution 83-50 authorizing the purchase of a rescue tool for the Fire Department from Ferrara Firefighting Equipment of Louisiana in the amount of $9 ,680. 00 was approved on a motion made by Councilman Cox and seconded. by Councilman Lord. Question : Ayes : All Nayes : None -000- -20- February 8, 1983 Resolution 83-51 authorizing the purchase of Parcel 3A, right-of-way needed for the Phelan Boulevard Extension Project, from Sam Parigi , Jr. ; Mark J. Kubala; R. T. Fertitta, Jr. ; Ed Culotta and Rose Ann Fertitta in the amount of $1 , 293. 00 was approved on a motion made by Councilman Turner and secon- ded by Councilman Lord. Question : Ayes : All Nayes : None -000- Resolution 83-52 authorizing withdrawal of $125,000. 00 in securities and accepting a pledge of $4 , 500,000. 00 as collateral for city bank deposits (total amount pledged by Texas Commerce Bank of Beaumont - $47, 535,000. 00) was approved on a motion made by Councilman Deshotel and seconded by Coun- cilman Cox. Question : Ayes : All Nayes : None -000 Resolution 83-53 authorizing the purchase of 150 dozen restricted-flight softballs for the Parks and Recreation Department from Bruce Wiggens in the amount of $5,850. 00 was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 83-54 authorizing the purchase of a high-pressure hot water washer and steam cleaner for fire fighting equipment from Triangle Equip- ment Company in the amount of $1 , 995. 00 was approved on a motion made by Councilman Lord and seconded by Councilman Deshotel. Question : Ayes : All Nayes : None -000- Resolution 83-55 authorizing the filing of an application for funding for prescription medication for the Community Health Clinic from the South East Texas Regional Planning Commission under the Human Services Community Block Grant Program was approved on a motion made by Councilman Cox and seconded by Councilman Lord. Question : Ayes : Mayor Neild Abstained: Councilman Councilman Cox Deshotel Councilman Lord Councilman Turner -000- Mayor Neild announced the reappointment of Councilman Lord to the National League of Cities' Committee on Community and Economic Development . Mayor Neild, quoting from a letter he had received and various citizen com- ments, complimented police, fire, various city departmental field crews , utility companies and the Red Cross , for the quick and efficient response to Monday ' s flooding of the City and the tornado at Towne Oaks Apartments. Councilman Turner mentioned a recent article in the Fire Engineering Maga- zine complimenting Chief Pete Shelton and the Beaumont Fire Department and its service to the community. Councilman Lord questioned the possibility of marking drainage ditches as a safety precaution for motorists and pedestrians during flooding, etc. -000- Mr. Charles Gibbs, 830 Stacewood, president of the Citizens Opposed to the Forced Consolidation of the School Districts, addressed Council to re- state reasons for opposition to the school districts ' consolidation . -000- -21- February 8, 1983 There being no further business, the meeting was recessed before continu- ing with the City Council Workshop Session. -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas , certify that the above is a true copy of the Minutes of the regular City Council ses- sion held February 8 , 1983.
