HomeMy WebLinkAboutMIN JUN 15 1982 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD JUNE 15, 1982 BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 15th day of June, 1982, with the following present: HONORABLE: William E. Neild Mayor Bill Cox Councilman, Ward I Evelyn M. Lord Councilman, Ward II Joseph D. Deshotel Councilman, Ward III Absent: Wayne Turner Councilman, Ward IV Ray Riley City Manager Hugh Earnest Asst. City Manager Lane Nichols Asst. City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Stephen Sampson of Praise Christian Center. -000- The Pledge of Allegiance was led by Councilman Cox. -000- Mayor Neild issued a proclamation for the week of June 20th through June 26th proclaiming "Amateur Radio's week in Beaumont. The proclamation was received by Brenda Frazier, Sec. of the Beaumont Amateur Radio Club. -000- Minutes of the regular session held on June 8, 1982 were approved on a motion by Councilman Deshotel and seconded by Councilman Cox. Question: Ayes: All Nayes: None -000- ORDINANCE NO. 82-62 ENTITLED AN ORDINANCE AMENDING CHAPTER 30 ADOPTING A ZONING MAP; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL; AND PROVIDING A PENALTY. The City Manager explained that a current map would be adopted each year and on file in the office of the City Clerk. The map would be updated each year as adopted. The ordinance was adopted on a motion by Councilman Lord and seconded by Councilman Deshotel. Question: Ayes: All Nayes: None -000- Resolution No. 82-212 approving transportation improvement projects to include city projects and projects proposed by the States "Twenty Year Plan" of highway improvements was introduced and explained by the City Manager. The resolution passed on a motion by Councilman Lord and seconded by Councilman Deshotel. Question: Ayes : All Nayes: None -99- June 15, 1982 ORDINANCE NO. 82-63 ENTITLED AN ORDINANCE AMENDING CHAPTER 20, SECTION 20-2 (A) OF THE CODE OF ORDINANCES BY INCREASING THE MEMBERSHIP OF THE PARKS AND RECREATION ADVISORY COMMITTEE; PROVIDING FOR STAGGERED TERMS; PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. The ordinance was adopted on a motion by Councilman Deshotel and seconded by Councilman Cox. Question: Ayes: All Nayes : None -000- The City Manager introduced resolution R-82-213 authorizing an agreement between the City and Drainage District 6 to share the cost of construction of Phase One of the Cartwright-Corley Drainage Relief Program. This project would consist of an open channel outfall structure in the Terrell Street vicinity extending from a point about 300 feet west of Seventh Street westward to Old Hillebrandt Bayou. The resolution was passed on a motion by Councilman Deshotel and seconded by Councilman Cox. Question: Ayes: All Nayes: None -000- Resolution 82-214 was introduced authorizing the purchase of sign sheeting material, sign blanks, and miscellaneous marking materials from the following suppliers : Traffic Control. Products in the amount of $1,061.66, Hall Signs in the amount of $6,104. 10, Mid Ohio Markings & Traffic Signs in the amount of $3,461.25, Veped Traffic Controls in the amount of $3,275.33, Cataphote Div. Ferro Corp. in the amount of $1,206.30, and 3M Company in the amount of $2,957.05. The resolution was passed on a motion by Councilman Deshotel and seconded by Councilman Cox. Question: Ayes: All Nayes: None -000- A resolution, R-82-215, awarding an annual contract to Keown Supply of Beaumont for the r purchase of hot mix cold laid asphaltic concrete in the amount of $28.00 per ton was approved on a motion by Councilman Deshotel and seconded by Councilman Lord. Question: Ayes: All Nayes: None -000- A resolution, R-82-216, was introduced to authorize a payment in the amount of $11, 506. 14 to the developers of Bayou Bend .Addition for cost participation in an oversized water main. The resolution was passed on a motion by Councilman Lord and seconded by Council- man Deshotel. Question: Ayes: All Nayes: None -000- A resolution, R-82-217, appointing Katie Lane Duff to the Parks $ Recreation Advisory Committee for a two year term, expiring June 30, 1984, was passed on a motion by Councilman Cox and seconded by Councilman Deshotel. Question: Ayes: All Nayes: None -000- -100- June 15, 1982 Resolution 82-218 reappointed Ed Dix and appointed Shawney West to the Community Development Block Grant Citizens Advisory Committee with terms to expire May 31, 1984. (Mr. Dix--Position 19, Mr. West--Position 16) . Motion by Councilman Deshotel and seconded by Councilman Lord. Question: Ayes: All Nayes: None -000- Resolution No. R-82-219 appointed Shirley Yockey to the Transit Advisory Committee to fill the unexpired term of Shawney West, said term to expire April 30, 1983. Motion by Councilman Cox and seconded by Councilman Lord. Question: Ayes: All Nayes: None -000- Resolution No. R-82-220 appointed Lonnie Hood to the Airport Advisory Committee for a term expiring July 31, 1984. Motion by Councilman Cox and seconded by Councilman Deshotel. Question: Ayes: All Nayes: None -000- Councilman Cox stated that he had received comments concerning the striping job on Li.ndberji and the Lindbergh Overpass and suggested to the City Manager that the striping job be reviewed because of potential hazards. -000- Mrs . Delia Harrington, 815 Willow Street, addressed Council concerning the dirt cleaned from sewer lines remaining on the street and not being permanently removed, thus allowing it to reenter the sewer line. She suggested that it be immediately removed from the site. Mrs. Harrington also commented that she did want police officers allowed to take Police Dept. automobiles home at the end of their shift because of others using the vehicles and incurring injuries. She also voiced her opinion regarding low rent housing. She feels there should be specific rules and regulations relating to damage caused by the occupants; they should replace anything they break or destroy with their own funds. In her opinion, the housing should not be equipped with central air conditioning. Jean McFall, 2375 Taylor Street, addressed Council concerning what she feels to be terroristic tactics by individuals or groups in her area, and over other areas of the city, who steal from her and frighten her. Also, she stated that the Police is aware of her problem and told her they will assist her. -000- The Mayor announced that Beaumont is one of the five finalists out of over 200 cities being considered for the 11All-American City Award" based on our application submitted by the Parks and Recreation Department. -000- There being no further business, the meeting was recessed before continuing with the City Council Workshop Session. -000- I, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session held June 15, 1982.
