HomeMy WebLinkAboutMIN JAN 12 1982 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD JANUARY 12 , 1982 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met in regular session this the 12th day of January, 1982 , with the following present : HONORABLE : Maurice Meyers Mayor Evelyn M. Lord Councilman, Ward II Calvin Williams Councilman, Ward III Wayne Turner Councilman, Ward IV Absent : Tom Combs , Jr. Councilman, Ward I Ray Riley City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend E. J . Rhodes , West Tabernacle Missionary Baptist Church. The Pledge of Allegiance was led by Councilman Turner . -000- Miss Laxmi Chouylai, foreign exchange student from Bangkok, Thailand , at- tending Forest Park as a senior, was introduced and made an honorary citi- zen of Beaumont . Miss Chouylai has been here since July 16th and is living with the Gary Sroka family. Mayor Meyers issued the following proclamation: "Dr . Martin Luther King Day in Beaumont" - January 15 , 1982 . -000- The following Consent Agenda items were considered : Approval of the Minutes of the regular City Council sessions held Decem- ber 29 , 1981 and January 5 , 1982 ; Resolution 82-8 authorizing the purchase of twenty ( 20) city directories from R. L. Polk and Company at a cost of $1 ,840 . 00 ; Resolution 82-9 approving payment for the installation of a rebuilt trans- mission in a 1975 International rear loader refuse truck, Unit 6053 , to Kinsel Ford, Inc . at $1, 824 . 75 ; Resolution 82-10 approving payment of $1 , 500 . 00 for replacement of the core in the engine of a 1978 GMC dump truck, Unit 3064 , to Kinsel Ford , Inc. , and Resolution 82-11 authorizing payment not to exceed $3 , 000 . 00 for replace- ment of an upper bearing on a pump motor at fresh water Well No. 3 to Layne Texas Company. The Consent Agenda was approved on a motion made by Councilman Turner and seconded by Councilman Williams . Question: Ayes : All Nayes : None -000- Ordinance No. 82-3 changing the zoning from RS to RM-H for property on the north side of Calder Avenue in the 7900 and 8000 Blocks , requested by Don Streety, was considered : r4� January 12 , 1982. ORDINANCE NO. 82-3 ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS , AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF BEAUMONT , TEXAS , BY CHANGING THE ZONING FROM RS (RESIDENTIAL SINGLE FAMILY) DISTRICT TO RM-H (RESIDENTIAL MULTIPLE DWELLING - HIGH DENSITY) DISTRICT AND BEING LOCATED IN THE 7900-8000 BLOCKS OF CALDER ON THE NORTH SIDE; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL; AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Lord and se- conded by Councilman Turner. Question: Ayes : All Nayes : None -000- Ordinance No. 82-4 changing the zoning from A-R to GC-MD for approximately 244 acres on the east side of Major Drive between Brooks Road and Inter- state 10 (requested by Patrick Phelan) was considered : ORDINANCE NO. 82-4 ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS , AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF BEAUMONT , TEXAS , BY CHANGING PROPERTY DESCRIBED ON EXHIBIT "All FROM A-R (AGRICULTURAL RESIDENTIAL) DISTRICT TO GC-MD (GENERAL COMMERCIAL - MULTIPLE DWELLING) DISTRICT; PROVIDING FOR SEVERABILITY; PRO- VIDING FOR REPEAL; AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Williams and seconded by Councilman Turner. -000- An ordinance granting a specific use permit for two radio broadcasting towers on property situated 105 feet south of Pollard Street in the 700 and 800 Blocks was considered : AN ORDINANCE ENTITLED AN ORDINANCE FOR THE ISSUANCE OF A SPECIFIC USE .PERMIT TO BUILD TWO RADIO TRANS- MISSION TOWERS IN MODIFIED TWO-FAMILY MULTIPLE DWELLING DISTRICT ON PROPERTY LOCATED 105 FEET SOUTH OF THE 700-800 BLOCKS ON POLLARD STREET. Councilman Williams made a motion .to table this item one week for review of the location; motion was seconded by Councilman Turner. Question : Ayes : All Nayes: None -000- Ordinance No. 82-5 amending Sections 28-50 and 28-53 of the Code of Ordi- nances establishing water and sewer rates (to be effective February 1 , 1982 ) was considered : ORDINANCE NO. 82-5 ENTITLED AN ORDINANCE ESTABLISHING NEW RATES FOR WATER AND SANITARY SEWER SERVICES BY AMENDING SECTIONS 28-50 AND 28-53 OF THE CITY CODE ; PROVID- ING FOR SEVERABILITY; PROVIDING FOR REPEAL; PROVID- ING A PENALTY; AND PROVIDING AN EFFECTIVE DATE. r5, January 12 , 1982 The ordinance was approved on a motion made by Councilman Lord and secon- ded by Councilman Williams. Question: Ayes : All Nayes : None -000- Resolution 82-12 authorizing the purchase of brass pipe fittings for the Water Utilities Department from Golden Triangle Pipe 9 Water Supply Com- pany @ $14 ,274 . 00 was approved on a motion made by Councilman Williams and seconded by Councilman Turner. Question: Ayes : All Nayes : None -000- Resolution 82-13 authorizing the purchase of a 15-foot utility easement and permission to use a 30-foot temporary construction easement across property in the J. W. Bullock Survey for the Segment 70 Interceptor from the Bar C Trust was approved on a motion made by Councilman Turner and seconded by Councilman Lord. (Cost of easement - $2 ,000 . 00) Question: Ayes : All Nayes : None -000- Resolution 82-14 approving a project for the replacement of 360-feet of 36-inch storm sewer on Broadmoor Drive at an estimated $12 ,500 . 00 was approved on a motion made by Councilman Lord and seconded by Councilman Turner.
