HomeMy WebLinkAboutMIN OCT 20 1981 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD OCTOBER 20, 1981 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas, met in regular session this the 20th day of October, 1981 , with the following present : HONORABLE: Maurice Meyers Mayor Tom Combs, Jr. Councilman , Ward I Evelyn M. Lord Councilman, Ward II Wayne Turner Councilman , Ward IV Absent': Calvin Williams Councilman, Ward III Ray Riley City Manager R. E. Platt Asst . City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Robert M. Griffen, Westside Church of Christ . The Pledge of Allegiance was led by Mayor Meyers. -000- Mayor Meyers issued the following proclamations : "Pilot Club International Week" - October 18-24, 1981 and "United Nations Day in Beaumont" - October 24, 1981 . -000- The Minutes of the regular City Council session held October 13 , 1981 , were approved on a motion made by Councilman Combs and seconded by Councilman Lord. Question : Ayes : All Nayes : None -000- Resolution 81-424 providing for preliminary steps necessary for the annex- ation of 49. 5440 acres west of the corporate limits at the end of Manion Drive, including development of a service plan by the City Planning De- partment and the scheduling of two (2) public hearings, one on site and one at a regular City Council meeting, (requested by H. G. Nichols , Jr. ) was approved on a motion made by Councilman Turner and seconded by Coun- cilman Combs . Question : Ayes : All Nayes : None -000- Resolution 81-425 authorizing an agreement for the arbitration of unre- solved labor contract issues with Local 399 of the International Associa- tion of Fire Fighters, appointing Charles Kothe as a member of the arbi- tration board, authorizing employment of Coopers and Lybrand for account- ing services, authorizing the hiring of expert witnesses and authorizing payment of arbitration expenses in a combined total amount not to exceed $70, 000 was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- -165- October 20, 1981 f Resolution 81-426 authorizing acquisition of four parcels of right-of-way for the Dowlen Road TIP Project - Parcel #5 from S. H. & Alice Marks at $3 , 780. 55; #6 from Peer & Elizabeth Brems at $1 ,811 . 55 ; #10-A from Laurali L. Lucas at $2, 962.40 and trade of property for Parcel #7, the appraised value of $5, 826. 00, with remnants of Lots 21 and 38 of the Thurlow Court Addition which were "originally acquired for the overpass to cross the tracks at that location , was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question: Ayes : All Nayes : None -000- Resolution 81-472 awarding a contract to Simien Construction Company at $21,200. 00 for the demolition of the Magnolia Park Swimming Pool was ap- proved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 81-428 authorizing the sale of a 50-by-100-foot tract of land consisting of the north 50 feet of Lots 113 and 114, Block 11 , Herring Addition (acquired for relocation under the Community Development Block Grant Program) to the adjacent landowner, J. W. Wright , at $1 ,250. 00 was approved on a motion made by Councilman Lord and seconded by Council- man Combs. Question : Ayes : All Nayes : None -00©-Resolution 81-429 authorizing purchase of a heating system from Efficient Systems of Beaumont at a cost of $1 , 195. 70 for the Fleet Maintenance Of- fices on the second floor of the Street Department Building was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question : Ayes: All Nayes : None -000- Resolution 81-430 authorizing a contract with Peat , Marwick, Mitchell and Company of Houston to make a water and sewer rate study (cost of $20,000 for the study, $3 , 000 for travel , combined cost not to exceed $23 ,000) was approved on a motion made by Councilman Combs and seconded by Council- man Lord. Question : Ayes : All Nayes : None -000- Mrs. Delia Harrington, 815 Willow Street , addressed Council to complain about vehicles driving over flowers planted along Freeways and about signs being attached to utility poles. -000- There being no further business, the meeting was recessed before continu- ing with the City Council Workshop Session. -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas, certify that the above is a true copy of the Minutes of the regular City Council ses- sion held October 20, 1981.
