CITY COUNCIL - CITY OF BEAUMONT HELD AUGUST 18 , 1981 BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met in regular session this the 18th day of August , 1981 , with the following present : HONORABLE : Maurice Meyers Mayor Tom Combs , Jr. Councilman , Ward I Evelyn M . Lord Councilman , Ward II Calvin Williams Councilman , Ward III Wayne Turner Councilman , Ward IV Ray Riley City Manager R. E . Platt Asst. City Manager Lane Nichols Asst . City Attorney Councilmen Williams and Combs arrived during the introduction of the Amelia West End Senior League All -Star team. -000- The Invocation was given by R . E . Platt , Assistant City Manager. The Pledge of Allegiance was led by Councilman Turner. -000- Mayor and Council recognized the Amelia West End Senior League All -Star team which came within one game of winning the Southern Regional Senior League title . Team members and Coaches were recognized individually -- All -stars include Adams Berzsenyi , Randy Collier , Damon Duran , Chuck Fiorenza , Dewey Gonsoulin , Trent Hanna , Craig Landor , Jerry Plaia , Gary Ray , Gary Stark , Bern Weinbaum and Bernice Wilson . The coaches for the local team being Bob Watkins , Marvin Earl Sterling , Mike Coy. The All -Stars were cited not only for an outstanding job in the play- offs , but for the fine manner in which they represented the City of Beaumont -- the community is extremely proud of these young men . -000- The following items on the Consent Agenda were considered : Resolution 81 -330 accepting the water, sanitary sewer , storm sewer and paving improvements in the Gulf Terrace Addition (Mapes and Calhoun Streets ) . Resolution 81 -331 accepting the bid of National Office Machines , in the amount of $3226 . 50 , for furnishing two (2 ) cash registers for use in the Municipal Court office . Resolution 81 -332 authorizing the execution of a deed to David Johnson and Pamela Johnson for the appraised value of $325 . 00 , for 1233 . 06 square feet of land out of City Tax Tract 108 , Plat "C" David Brown Survey . Tract is a remnant of right-of-way acquired for the widening of Stewart Street , Census Tract 17 project. Resolution 81 -333 accepting the pledge of $8 million in U . S . Treasury notes as collateral for city deposits in the Texas Commerce Bank . - 128- AUGUST 18 , 1981 Resolution 81 -334 authorizing payment to Strand Book Store in the amount of $1157 . 81 for books for the Beaumont Public Library. Resolution 81 - 335 accepting the bid of Vaughan and Associates , Inc . , in the amount of $1340 . 00 , and authority to pay , for basketball goals , with backboard , posts and nets for use in Cottonwood and Central Parks . Minutes of the regular City Council meeting held August 11 , 1981 . On a motion made by Councilman Turner ; seconded by Councilman Williams , the Consent Agenda was approved. QUESTION : AYES : All NAYES : None -000- Resolution 81 -336 accepting the bid of Excavators & Contractors , Inc . , in the amount of $1 ,881 ,091 . 25 , for street improvements and water line construction in Census Tract 23 , was approved on a motion made by Councilman Combs ; seconded by Councilman Turner. QUESTION : AYES : All NAYES : None Resolution 81 -337 accepting the bid of Richard Building & Contracting Company , Inc . , in the amount of $105 , 168. 25 , for paving , drainage and sidewalk improvements in Census Tract 20 was approved on a motion made by Councilman Lord and seconded by Councilman Turner. QUESTION : AYES : All NAYES : None -000- Resolution 81 -338 authorizing the purchase of various parcels of right- of-way for the Sarah Street TIP project was approved on a motion made by Councilman . Combs and seconded by Councilman Turner . QUESTION : AYES : All NAYES : None Includes Parcel 3 : 0 . 546 acre of land , North one-half of J . W. Bullock Survey for $4, 368. 00 ; Parcel 8: 705 . 7 square feet out of Lots 10 and 11 , Block 14 , Dixie Gardens Addition , J . W. Bullock Survey for $1574 . 00 and Parcel 6 :970 . 82 square feet out of Lots 7 and 8 , Block 14 , Dixie Gardens Second Addition , J . W. Bullock Survey for $1363 . 00. -000- Resolution 81 -339 authorizing an amendment to the contract with the Beaumont Housing Authority (March 24 , 1980) to include concrete pads and fencing , in the amount of $7309 . 00 and security lighting at two elderly projects in the amount of $18 ,000 , was approved on a motion made by Councilman Williams and seconded by Councilman Combs . QUESTION : AYES : All NAYES : None -000- Ordinance No . 81 -63 was considered. -129- AUGUST 18 , 1981 ORDINANCE NO . 81 -63 ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF BEAUMONT , TEXAS , AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF BEAUMONT , TEXAS , BY CHANGING PROPERTY DESCRIBED AS AREA "C" OF THE HIGHWAY 105 REZONING STUDY , BEAUMONT , JEFFERSON COUNTY , TEXAS , AS HEREINAFTER DESCRIBED, PRESENTLY ZONED RS (RESIDENTIAL SINGLE FAMILY DISTRICT) TO RM-H(RESIDENTIAL MULTIPLE DWELLING-HIGH DENSITY DISTRICT ) ; PROVIDING FOR SEVERABILITY ; AND PROVIDING A PENALTY . Ordinance No . 81 -63 was adopted on a motion made by Councilman Turner and seconded by Councilman Combs . QUESTION : AYES : Mayor Meyers Councilman Combs Councilman Williams Councilman Turner NAYES : Councilman Lord -000- Resolution 81 -340 accepting the bid of Trotti and Thomson , in the amount of $595 ,000 . 00 ; and accepting Change Order No . 1 , decreasing the amount of the contract by $106 ,691 . 00 , making the total contract in the amount of $488, 309 . 00 , for the construction of a pedestrian underpass to provide access to the Riverfront Park , was approved on a motion made by Councilman Combs and seconded by Councilman Turner. QUESTION : AYES : All NAYES : None -000- CITIZENS J . C . Leggitt , 1849 Washington Blvd . , suggested the City check for possible broken water and sewer lines before doing any paving jobs . Ed Sigee , 2695 Forrest , stated during a recent reunion of classmates of Charlton-Pollard School , . it was noted by those now residing in other locations the great improvements in the City and expressed their hopes of returning to Beaumont upon their retirement and Mr. Sigee complimented the City for this . Sallie Lee , 2346 Ashley , presented a petition to have cable television installed in her area . The matter will be investigated and a response will be forthcoming- Councilman Williams suggested that she reapply and if no response , she should contact Dave Tooley who can communicate with them. A. T . Lewis , 3880 Crow Road , stated there are drainage problems ; zon- ing problems in his area and asked the City to do something about the situation . - 130- AUGUST 18 , 1981 -000- City Manager introduced the new Traffic & Transportation Director for the City -- Joe Ternis . -000- Mayor Meyers recessed for five minutes to reconvene for Work Session . -000- I , Myrtle Corgey , City Clerk of the City of Beaumont , Texas , certify that the foregoing is a true copy of the minutes of the regular City Council . session held August 18 , 1981 .
