City Manager Lane Nichols Asst . City Attorney -000- The Invocation was given by Reverend Daniel F. Schorlemer , Pastor of Bethlehem Lutheran Church . The Pledge of Allegiance was led by Mayor Meyers . -000- The following items on the Consent Agenda were considered : Approval of the Minutes of the regular City Council session held July 28 , 1981 . Resolution 81 -308 authorizing payment to Strand Book Store , in the amount of $1144 . 48, for books for the Beaumont Public Library. Resolution 81 -309 authorizing the execution of a Deed Without Warranty to Cora Lewis for the sale of property held by the City of Beaumont in trust for various taxing entities . Resolution 81 -310 accepting the bid of Vallen Corporation , in the amount of $1159 . 00 and authorizing payment for 20 cases of 20-minute red spikeless fuses ( flares ) for the Police Department . Resolution 81 -311 authorizing payment to Kinsel Ford , Inc . , in the amount of $1658 . 80 for the purchase and installation of a transmission in a 14-cubic yard dump truck used at the landfill . Resolution 81 -312 authorizing payment to Kinsel Ford, Inc . , in the amount of $5658 . 78, for the purchase and installation of a new diesel engine in a dump truck used at the landfill . Councilman Combs moved approval of the Consent Agenda ; seconded by Councilman Turner . QUESTION : AYES : All NAYES : None -000- - 119- AUGUST 4 , 1981 -000- Resolution 81 -313 accepting the bid of Gulf Coast Industrial , in the amount of $348 , 130 . 00 , for the Lindbergh Drive widening project - TIP Project , was approved on a motion made by Councilman Combs ; seconded by Councilman Lord . QUESTION : AYES : All NAYES : None -000- Resolution 81 -314 accepting the bid of Mar-Len , Inc . , in the amount of $83 ,868. 00 , for school sidewalk improvement program, was approved on a motion made by Councilman Turner and seconded by Councilman Combs . QUESTION : AYES : All NAYES : None -000- Ordinance No . 81 -61 was considered : ORDINANCE NO . 81 -61 ENTITLED AN ORDINANCE AMENDING CHAPTER 25 , SECTION 25-20( a ) AND 25-20( c) OF THE CODE OF ORDINANCES TO INCREASE THE HOMESTEAD EXEMPTION FOR PERSONS OVER SIXTY- FIVE YEARS OF AGE AND TO INCREASE THE HOMESTEAD EXEMPTION FOR THE DISABLED ; PROVIDING FOR SEVERABILITY ; AND PROVIDING FOR REPEAL . Ordinance No . 81 -61 was adopted on a motion made by Councilman Combs ; seconded by Councilman Lord . QUESTION : AYES : All NAYES : None Mayor commended Council on action taken in this matter ; that it will be appreciated by these people . -000- Resolution 81 -315 authorizing the purchase of three parcels of land for the Sarah Street Improvement Project was approved on a motion by Councilman Combs and seconded by Councilman Lord . QUESTION : AYES : All NAYES : None (Parcel l : 3369 . 25 sq . feet for $1677 . 00 ; Parcel 4 : 2 ,788. 58 square feet for $2076 . 00 and Parcel 7 : 461 . 8 square feet for $1071 . 00 . ) -000- Resolution 81 -316 authorizing the purchase of three parcels of land for right-of-way for Hebert Neighborhood street improvements under the Community Development Block Grant Program was approved on a motion made by Councilman Lord and seconded by Councilman Combs . QUESTION : AYES : All NAYES : None ( Parcel 3 : 6 , 224 . 40 sq . feet $6000. 00 ; Parcel 4A : 474 sq . feet for $120 . 00 , and Parcel 13 : 231 . 25 sq . feet for $70 . 00 . ) - 120- AUGUST 4 , 1981 -000- Resolution 81 -317 accepting the bid of Lear Petroleum Exploration , Inc . , in the amount of $50 . 00 a month per acre for a 3-year lease , plus a $55 ,088 lease bonus and 25% royalty interest for minerals discovered and authorizing a lease for drilling rights was approved on a motion by Councilman Combs ; seconded by Councilman Turner. QUESTION : AYES : All NAYES : None -000- Ordinance No . 81 -62 was considered : ORDINANCE NO. 81 -62 ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE CITY OF BEAUMONT FOR THE FISCAL PERIOD COMMENCING OCTOBER 1 , 1980 AND ENDING SEPTEMBER 30 , 1981 , BY ALLOCATING AND APPROPRIATING $7,152 . 00 FROM FUND 760 TO BE USED FOR THE LOCAL SHARE OF THE " BMT PASSENGER AMENITIES PROJECT" Ordinance No . 81 -62 was adopted on a motion made by Councilman Combs and seconded by Councilman Lord. QUESTION AYES : All NAYES : None -000- Resolution 81 -318 authorizing the purchase of property needed as an easement for the Sanitary Sewage System Improvements Project , Segment 70 Interceptor , from Elk Construction Company , Inc . , 6000 square feet , for the sum of $3000 , was approved on a motion made by Councilman Lord ; seconded by Councilman Combs . QUESTION : AYES : All NAYES : None -000- Resolution 81 -319 accepting heating and air conditioning improvements at the Harvest Club and authorizing final payment to Natkin Service Company in the amount of $19 ,612 , was approved on a motion made by Councilman Combs and seconded by Councilman Lord . QUESTION AYES : All NAYES : None -000- Resolution 81 -320 accepting the bids of Gifford-Hill Pipe Company and National Concrete Products , Inc . , for furnishing various sizes of con- crete pipe , ramneck primer and ramneck , for the Public Works Department was approved on a motion made by Councilman Combs ; seconded by Council - man Lord. QUESTION : AYES : ALL NAYES : NONE - 121 - AUGUST 4 , 1981 -000- Resolution 81 -321 authorizing the execution of an agreement with Atchison , Topeka and Santa Fe Railway Company and Southern Pacific Transportation Company for construction and maintenance of the pedestrian underpass from the Municipal Office Complex to Riverfront Park was approved on a motion made by Councilman Combs ; seconded by Councilman Lord . QUESTION : AYES : All NAYES : None -000- Mayor Meyers stated he had received correspondence relating to that section between Orleans and Park Street and Crockett Street which is one way going east and then coming into Park it is one way going west ; pointed out that an accident had happened where obviously some people have been traveling east where it is one way going west per- haps due to not having proper identification signs and suggested we take a look at this particular section . -000- Mrs . Maurice Harris , 5255 Allen Drive , reported excessive noise at a car wash located on Concord and asked that something be done to eliminate this condition . Mayor assured Mrs .
