City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend J. R. Johnson , Northwood Christian Church. The Pledge of Allegiance was led by Councilman Lord. -o00- The following proclamation was issued: "Buddy Poppy Days in Beaumont" - May 22 & 23, 1981 . -000- The following items of the Consent Agenda were considered : The approval of the Minutes of the regular City Council session held May 12, 1981 ; Resolution 81-211 authorizing the granting of a 16-foot-wide easement to Gulf States Utilities Company across property at Municipal Airport to pro- vide service to facilities occupied by Donald Born; and Resolution 81-212 authorizing payment of $2 ,536 . 81 to Strand Book Store for books furnished to the library. The Consent Agenda was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question: Ayes : All Nayes : None -000- Resolution 81-213 authorizing execution of a contract for construction of .23rd Street for a distance of 136 feet under the Assessment Paving Program with Russ .Miller Construction Company at a cost of $10,780. 00 was approved on a motion made by Councilman Turner and seconded by Councilman Lord. Question : Ayes : All Nayes : None -000- Resolution 81-214 authorizing final payment to TWR Telecom ($61 ,054 . 15) on construction of a 400-foot radio communications tower at the site of the main water treatment plant on Pine Street was approved on a motion made by Councilman Lord and seconded by Councilman Turner . Question: Ayes : All Nayes : None ,000 -72- May 19, 1981 Resolution 81-215 rejecting the only bid received (from Lupton Painting Company in the amount of $36,450. 00) on the cleaning and painting of the one-million gallon elevated water storage tank at Liberty Avenue and 13th Street because the bid exceeded the budgeted amount was approved on a motion made by Councilman Turner and seconded by Councilman Lord . Question : Ayes : All Nayes : None -000- Resolution 81-216 letting a contract for the cleaning and painting of the exterior of the five-million gallon water storage tank at the Loeb Well Pump Station to Industrial Coatings of Beaumont , Inc. , at $12 ,853 . 00 was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Ordinance No. 81-37 amending Chapter 23 of the Code of Ordinances by the addition of a new Article III regulating street cuts and barricades was considered: ORDINANCE NO. 81-37 ENTITLED AN ORDINANCE AMENDING CHAPTER 23 OF THE CODE OF ORDINANCES BY REPEALING CERTAIN SECTIONS ; PROVIDING PROCEDURES FOR THE PERMITTING OF EXCAVA- TIONS, CUTTINGS, OR TUNNELINGS OF CITY STREETS OR RIGHTS-OF-WAY; PROVIDING STANDARDS ; PROVIDING FOR BARRICADE AND SIGN REQUIREMENTS ; PROVIDING FOR DEFINITIONS; PROVIDING, FOR SEVERABILITY; PROVIDING FOR REPEAL; AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Turner and se- conded by Councilman Lord. Question: Ayes : All Nayes : None -000- Resolution 81-217 awarding a contract for construction of water line im- provements and fire hydrants to John Bankston Construction Company at a cost of $73, 113 . 25 (660' extension of water line on 13th Street , 1294 ' extension of 6" line on N. 10th, 1515`• extension of 8" water line on Lafin Drive southward from Highland, 950' extension of 6" on Audree , and. 895 ' of 6" line on Hurley Drive from Voth Road to Bordages) was approved on a mo- tion made by Councilman Lord and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 81-218 awarding a contract to Merrill Construction Company for construction of two covered play areas on Central Park and Cottonwood Park (funded by UPARR grant ) at a cost of $75,613 . 00 was approved on a motion made by Councilman Turner and seconded by Councilman Lord. Question: Ayes : All Nayes None -000- Resolution 81-219 awarding a contract for construction of a 25 x 50' wad- ing pool on Liberia Park to Coastal Swimming Pools at a cost of $27, 884.00 (funded by UPARR grant) was approved on a motion made by Councilman Lord and seconded by Councilman Turner . Question : Ayes : All Nayes : None -000- 73 May 19, 1981 Mayor Meyers announced that an Evening Workshop Session of the Beaumont City Council has been scheduled for 7 :30 p.m. , June 9th at Marshall Middle School. -000- Mr. Eugene Whittington, 1368 Doucette, and Mrs. Mary Wilson , 915 Madison , addressed Council to complain that rehabilitation work on their homes authorized by the Community Development Block Grant Rehabilitation Loan Program (Mr. Whittington ' s since August , 1980 and Mrs. Wilson ' s since September, 1979) had never been completed and that the contractors were no ,'longer to be found. Mayor Meyers responded that he would investigate and visit with them. -000- There being no further business , the meeting was recessed before an Ex- ecutive Session pursuant to Section 2 of the Texas Open Meetings Law was called. -000- I , Myrtle.
