Mayor Pro Tem - Coun- cilman , Ward I Evelyn Al. Lord Councilman , Ward II Calvin Williams Councilman , Ward III Wayne Turner Councilman, Ward IV Absent : Maurice Meyers Mayor Ray Riley City Manager R. E. Platt Asst . City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend James M. Tolle , South Park Church of Christ . The Pledge of Allegiance was led by Councilman Lord. -000- The following proclamations were issued : "Bruce Lietzke Day in Beaumont" April 27 , 1981 ; "Law Day U. S .A. in Beaumont" - May 1 , 1981 ; and "Sally French Day in Beaumont" - April 26 , 1981 . -000- Mr . Alton Routt , Driver in the Sanitation Department , was introduced and named "Outstanding Driver of the Year" for the City of Beaumont . He was presented a Certificate of Appreciation , a Pen Set and a $100. 00 Savings Bond . -000- The following Consent Agenda items were considered : Approval of the Minutes of the regular City Council session held April 14 , 1981 ; Resolution 81-185 authorizing the purchase of furniture for the new No. 1 Fire Station from Nielson ' s Stationary Company at a cost of $1 , 152 . 00; Resolution 31-186 authorizing payment for repairs to the Irving Street Underpass drainage pump to Westinghouse Electric Company at a cost of $1 , 748 . 00; and Resolution 81-187 authorizing purchase of 95 tons of 3/8" pea gravel for Fletcher Park (CDBG program) from Transit Mix Concrete at $1 ,615. 00. The Consent Agenda was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Ordinance No. 81--25 closing East Virginia Avenue between Callaghan and University Drive was considered. Mr . Oscar Baxley of Lamar University addressed Council to explain the University ' s need for the closing of this portion of the street and its inclusion in their master plan . -52- April 21 , 1981 ORDINANCE NO. 81-25 ENTITLED AN ORDINANCE VACATING AND ABANDON-- ING A PORTION OF EAST VIRGINIA FROM CALLAGHAN TO UNIVERSITY DRIVE IN THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS , AS DESCRIBED HEREIN PROVIDING THAT PART OF SUCH STREET BE RETAINED AS A GENERAL UTILITY EASEMENT. The ordinance was approved on a motion made by Councilman Turner and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000-- Resolution 81-188 authorizing final payment to Mar-Len , Inc . at $24 ,405 . 93 and Preload Technology, Inc . at $24 , 200.00 for construction of a five-mil--- lion gallon water reservoir and installation of tank yard piping at the site of Well No . 1 in Loeb was approved on a motion made by Councilman Lord and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Ordinance No . 81--26 requiring connections to the sanitary sewer system (ordinance omitted in error in the recodification of the City Code of Ordinances adopted July 18 , 1978) was considered : ORDINANCE NO. 81-26 ENTITLEDD AN ORDINANCE AMENDING CHAPTER 28 ; ADDING A NEW SECTION 28-55 REQUIRING CON- NECTION TO THE SANITARY SEWER SYSTEM; THE WATER SYSTEM; PROVIDING REQUIREMENTS ; PRO- VIDING FOR A PERMIT ; PROVIDING FOR SEVERA- BILITY; PROVIDING FOR REPEAL; AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Williams and seconded by Councilman Lord. Question : Ayes : All Nayes : None -000- Resolution 81-199 approving a $51 , 300. 00 budget of 1981 activities pro- posed by the Economic Development Foundation was approved on a motion made by Councilman Lord and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Resolution 81-190 authorizing the execution of a contract with Matrix Construction, Inc. for construction of sidewalks and deck at Fletcher Park at a cost of $10,755 . 00 was approved on a motion made by Councilman Turner and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Resolution 81-191 authorizing the purchase of limestone base materials for street work from Davidson Materials , Inc . at $2 . 10 per ton plus rail freight at $9. 50 ($11. 60) was approved on a motion made by Councilman Turner and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000-- -53 April 21 , 1981 Resolution 81---192 rescinding an action authorizing a contract with Dexel Leasing Corporation for second-quarter financing of fleet equipment and authorizing execution of a contract with First Continental Leasing Cor- poration for equipment deliveries between April 1 and June 30, 1981 at an effective interest rate of 9.450ilo was approved on a motion made by Councilman Lord and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Mrs . Cooper and students from Victory Christian School were welcomed to today' s meeting. -000- Mr . Preston Green , 3045 Hebert , addressed Council to again complain about the residential street light not working at Hebert and 5th Streets . The City Manager responded that Gulf States Utilities Company would be called today and hopefully the light would be fixed by the end of the week. Mr . J. C. Leggett , 1849 Washington Boulevard, addressed Council to express concern for the drainage in his area and to complain about the poor con- dition of sidewalks in the 1600-1700 blocks of Washington Boulevard. -000- There being no further business , the meeting was adjourned. -000- I , Myrtle Corgey , City Clerk of the City of Beaumont , Texas , certify that the above is a true copy of the Minutes of the regular City Council ses- sion held April 21 , 1981 .
