E . Platt Asst . City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000 The Invocation was given by Dr . Bill, Scales , Trinity United Methodist Church. The Pledge of Allegiance was led by Councilman Comes . -000- Mayor Meyers issued the following proclamations : "Week of the Young Child in Beaumont" - March 22-28 , 1981 and "Hebert Panther Day in Beaumont" - Tuesday , March 24 , 1981 . Mayor Meyers welcomed Coach Williams , his staff , members of the Hebert Panther Basketball Team Class 4-A State Champions for the second year - Cheerleader Sponsor and Asst . Principal Rose Williams , School Counselor Julia Levy and cheerleaders . -000- The following Consent Agenda items were considered : Approval of the Minutes of the regular City Council session held March 17 , 1981 ; Resolution 81-132 authorizing American National Bank to release $130 ,000. 00 in securities pledged as collateral for city bank deposits (total pledged - $34 , 865 , 000. 00) ; Resolution 81-133 accepting street and utility improvements in Units XX and XXI of Dowlen West -(portions of Westgate, Galway , Limerock, Shanahan and Glen Willow Drives ) ; Resolution 81-134 accepting street and utility improvements in Unit II of Evangeline Meadows (portions of Mea.dowridge and Crossmeadow) ; Resolution 81-135 authorizing purchase of a video recorder/player for the library from Video Mart at a cost of $1 , 095. 00 (Altrusa Club to pay $995 of the cost ) ; and Resolution 81-136 authorizing execution of a contract with Herman Myers , Inc. for enclosing an open storage shed at the water utilities service center at a cost of $8 , 036. 00. The Consent Agenda was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- -39- March 24 , 1981 Resolution 81-137 authorizing execution of a construction contract with Watkins Construction Company for a new facility to house the Carroll Street Nursery at a cost of $268 ,800 and authorizing execution of lease agreements providing for use of the property for this purpose subject to availability of' funds and approval by the Department of Housing and Urban Development (HUD) under the Community Development Block Grant (CDRG) program was ap- proved on a motion made by Councilman Lord and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 81-138 authorizing execution of an industrial district contract with Olin Corporation - #8 - (Payment schedule : 1981 @ $38 ,823 ; 1982 @ $41 , 153 ; 1983 no $43 , 62.2 ; 1984 @ $46 , 239; 1985 @ $51 ,788 ; 1986 @ $54 , 895 ; and 1987 @ $58 , 189) and Resolution 81-139 authorizing execution of an industrial district contract with Texasgulf , Inc . - #2 - (1981 @ $65 ,761 ; 1982 @ $69,707 ; 1983 @ $73 ,889 ; 1984 @ $78 , 322 ; 1985 @ $87 , 721 ; 1986 OQ $92 , 984 ; and 1987 @ $98 , 563) were approved on a motion made by Councilman Combs and seconded by Councilman Turner . Question : Ayes : All Nayes : None -000- Resolution 81-140 authorizing final payment of $19,462 . 26 to ADCO, Inc . on the construction contract for Elinor Street Assessment Paving Project was approved on a motion made by Councilman Combs and seconded by Councilman Lord. Question : Ayes : All Nayes : None -000-- Resolution 81-141 authorizing final payment of $24 ,701 . 20 to E. R. Dupuis Concrete Company on the construction contract for the Dowlen West , Unit XX Westgate Drive extension participation project (Developer share - $13 ,656 and City share - $11 , 045) was approved on a motion made by Councilman Combs and seconded by Councilman Lord . Question : Ayes : All Nayes : None -00n- Resolution 81-142 approving an amendment to the contract with American Indicator Marketing Services , Inc, concerning the Fair Park Coliseum scoreboard and authorizing execution of related agreements with AIMS and scoreboard advertisers (replacement of scoreboards and extension of lease to December 31 , 1989) was approved on a motion made by Councilman Combs and seconded by Councilman Turner . Question : Ayes : All Nayes : None -000- Ordinance No. 81-19 amending charges for closed-container refuse collection service (cost factor of cost + 150) effective May 1 , 1981 , was considered : ORDINANCE NO. 81-19 ENTITLED AN ORDINANCE AMENDING CHAPTER 28 , SECTION 28-31(a) AND SECTION 28-31(b) OF THE CODE OF ORDINANCES TO PROVIDE RATES FOR CLOSED CONTAINER REFUSE COLLECTION?S : PRO- VIDING FOR SEVERABILITY; AND PR.OVTDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilman Turner. Question : Ayes : Mayor Meyers Nayes : Councilman Williams Councilman Combs Councilman Lord Councilman Turner -000- -40- March 24, 1981 Resolution 31-143 authorizing purchase of tires for fleet vehicles and equipment from Goodyear Service Stores , General Tire Service , and Sears , Roebuck and Company was approved on a motion made by Councilman Turner and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- A resolution authorizing purchase of limestone base material was tabled one week on a. motion made by Councilman Turner and seconded by Council- man Williams. !question : Ayes : All Nayes : None -000- A resolution authorizing purchase of ready-mix concrete was tabled on a motion made by Mayor Meyers and seconded by Councilman Williams . Question : Ayes: All Nayes : None -000- Ordinance No . 81-20 amending transit fares was considered : ORDINANCE NO. 81-20 ENTITLED AN ORDINANCE AMENDING CHAPTER 28 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO PROVIDE A SCHEDULE OF BUS FARES FOR THE BEAUMONT TRANSIT SYSTEM; PROVIDING AN EFFECTIVE DATE ; PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Turner and seen- ded by Councilman Williams. Question : Ayes : All Nayes : None New fares are : Adult - 40�; Young Person (age 5 to 18) - 15�; Transfers - 10�, ; regular monthly fare card - $10. 00 (remained the same) and a. new Youth/Elderly/Handicapped Reduced Fare monthly card - $5. 00. -000- Councilman Combs requested an ordinance be considered at next week ' s Workshop abolishing residency requirement for Police and Fire Departments . -000- Delia Harrington , 815 Willow Street , addressed Council to request 4-way stop signs be placed at the intersection of Avenue A & Pi,pkin Streets . Alice Ramsey , 3440 Goliad, Executive .Director of the Carroll Street Nursery , and Ida Foreword, Chairman of the Board for the Day Care facility , addressed Council to express appreciation of today ' s action for construction of the new facility for the Carroll Street Nursery , Tom Settle , 5010 Idlywood, addressed Council to complain about the poor con- dition of the public boat ramp at the end of Pine Street . J. C.
