City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Reverend James F . Mitchell , III , St . Mark' s Episcopal Church. The Pledge of Allegiance was led by Councilman Combs . -000- The following items on the Consent Agenda were considered : Approval of minutes of the regular City Council meeting held November 25 , 1980 . Resolution 80-442 accepting the bid of W. W. Grainger , Inc . , in the amount of $1885 . 20, for furnishing a floor model drill press for the Sanitation Department . Resolution 80-443 authorizing release of certain securities pledged as collateral by the city depository . Resolution 80-444 authorizing the purchase of one (l) 30-minute air mask cylinder and one (1) spare cylinder for the Police Department . The Consent Agenda was approved on a motion made by Councilman Lord ; seconded by Councilman Turner . All votes were favorable. -000- Resolution 80-445 accepting the bid of M & I Electric Company for furnishing 17 luminaires for $2352 . 95 ; Summers Electric Company for furnishing poles , transformers , lamps , bases, cable, for $6038 . 75 , and the bid of VePed Traffic Controls, Inc. , for furnishing arms , poles , transformers for $6525 . 00 , approved on a motion made by Councilman Combs ; seconded by Councilman Turner . QUESTION : AYES : All NAYES : None -000- -219- December 9 , 1980 -000- Resolution 80-446 authorizing final payment in the amount of $94 , 979 . 23 to Russ Miller Construction Company for construction of the Westchester Addition assessment paving project was approved on a motion made by Councilman Combs and seconded by Councilman Lord . QUESTION: . AYES : All NAYES : None -000- Resolution 80-447 authorizing the purchase of office furniture including replacement and additional furniture for various city departments , as well as for the new animal shelter from Lamb ' s Printing and Stationery Company, in the amount of $1219 . 50; Remex, Inc. , in the amount of $6290 ; Fernon ' s Office Outfitters , in the amount of $788 . 00, and Norwood Office Products for four credenzas , in the amount of $1398 . 40 , was approved on a motion made by Councilman Turner ; seconded by Councilman Lord . * Councilman Williams arrived. QUESTION: AYES : All NAYES : None -000- Resolution. 80-448 authorizing final payment to Hagan Fence Company for the construction of an 850 ' fence around Wiess Bluff Property , in the amount of $5476 . 00 was approved on a motion made by Councilman Lord and seconded by Councilman Combs . QUESTION: AYES : All NAYES : None -000- Resolution 80-449 authorizing renewal of a lease agreement with the Young Men' s Business League for use of 900 square feet of the southwest portion of the Y .M. B . L. Building located at Fair Park at a rate of $200 . 00 per month until December 31 , 1981 was approved on a motion by Councilman Turner ; seconded by Councilman Combs . QUESTION : AYES : All NAYES : None -000- Resolution 80-450 authorizing the City Manager to execute a contract with the South East Texas Arts Council to provide for payment of up to $67, 274. 00 of revenue derived from the hotel occupancy tax, in quarterly amounts of $16 , 818 . 50 was approved on a motion made by Councilman Combs and seconded by Councilman Lord . QUESTION : AYES : All NAYES : None -000- Resolution 80-451 authorizing the employment of Coopers & Lybrand and the United States Conference of Mayors to provide testimony on behalf of the City of Beaumont relative to arbitration proceedings between the City of Beaumont and the Firefighter ' s Local 399 ; Charles A. Kothe will act as the City' s appointed arbitrator , was approved on a motion made by Councilman Combs and seconded by Councilman Lord . QUESTION: AYES : All NAYES : None -220- December 9 , 1980 -000- Ordinance 80-117 amending Chapter 21, Section 21-7 of the Code of Ordinances of the City of Beaumont to provide an additional holiday was considered : ORDINANCE NO . 80-117 ENTITLED AN ORDINANCE AMENDING CHAPTER 21, SECTION 21-7 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO PROVIDE AN ADDITIONAL HOLIDAY ; PROVIDING FOR SEVERABILITY; AND PRO- VIDING FOR REPEAL. The Ordinance was adopted on a motion made by Councilman Combs and seconded by Councilman Lord. QUESTION: AYES : All NAYES : None The City Manager pointed out that back in September, Council authorized a 9th holiday -- being employee ' s birthday and, at this point , the gene- ral consensus of employees is that it would be much more beneficial to use this holiday on December 26th, the day after Christmas . Mr . Riley further pointed out that this is not an additional holiday but merely a substitution. Councilman Turner asked what impaction, if any , dollarwise. Manager stated there would be no additional money involved in the substitution. -000- Councilman Lord asked for an update on the sidewalk situation around the downtown areas . City Manager stated probably the poor condition of the sidewalks was due to cable installations and the matter would be .taken care of when installations were completed . Councilman Williams touched upon the malfunctioning of traffic lights . City Manager stated that each interesection would have to be looked at ; that it would be hard to give an across-the-board answer as to why the malfunction. . . Manager asked for specific locations . Mayor Meyers stated that he knew of two -- 4th and College and another one at the underpass and College. -000- Mayor Meyers read the following statement : "On the 17th of November , 1980 , the Beaumont Planning and Zoning Commission passed a comprehensive zoning ordinance and recommended it to City Council. This recommendation came after many months of tireless effort . Working with varying segments of our city, they submitted a document that "will protect the health, safety and welfare of the Community and at the same time promote the development and growth of the City of Beaumont . " It reflected recommendations , suggestions and criticism from builders and developers , the real estate and indus- trial community and all interested segments of Beaumont . Our deepest appreciation is extended to all of the citizens who provided the necessary input to the Planning and Zoning Commission. The high interest level of our citizens and their willingness to debate issues , is a reflection of a healthy, progressive environment . Were they not concerned enough to expend their time and energy towards a document as important as this , it would have been disappointing. -221- December 9 , 1980 "The Planning and Zoning Commission is to be commended for their valuable volunteer service to our city . Their concern for Beaumont is reflected in the draft they have passed on to City Council. Because their efforts were so massive and all encompassing , Council is now able to direct its attention to specifics within the ordinance . To assist Council in this effort a resource group is assembled that represents a cross section of opinions and knowledge of our city. They will provide input to Council relative to specific items within the proposed ordinance. Citizen input regarding specific areas of the proposed ordinance are also desired. This in- put will be a source of dialog for discussion by Council and the resource group . This open exchange of ideas and opinions will permit Council to make future decisions concerning further . amendments to the proposed ordinance before it would come for- ward for public hearing . These discussions with the resource group will take place at our regular Tuesday workshop sessions . The first discussion date will be announced shortly . The spirit of cooperation that exists in our city is reflected in the work done by our Planning and Zoning Commission, the valuable input from all special and individual interests from our citizens , and the following who have agreed to assist City Council as a resource . Wanda Grimes , 1756 Briarcliff Drive, presented a petition con- taining approximately 500 names asking for replacement of traffic lights on Gladys . Mrs . Dorthy Fontana, 3970 North. Street , concurred with Mrs . Grimes on traffic signals and further thanked Council for placing a school guard at 19th Street . Mrs . Delia Harrington, 815 Willow, thanked Council for the recent recognition given to all those serving on the Boards and Commissions for the City of .Beaumont . Mrs . Harrington asked if trash could be picked up on Saturday evenings . -000- There being no further business , the meeting was recessed before continuing with the City Council Workshop Session.
