City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Stephen Sampson , Praise Christian Center . The Pledge of Allegiance was led by Councilman Combs . -000- Mayor Meyers issued the following proclamations : "Altrusa Club Day in Beaumont" - October 23 , 1980; "United Nations Week in Beaumont" - October 24-30 , 1980 with special emphasis for "United Nations Day" - October 24 , 1980; "Pilot Club Week in Beaumont" - October 17-24 , 1980; and Lamar University ' s "Free Enterprise Week in Beaumont" - October 20-24 , 1980 . -000- The Minutes of the regular City Council session held October 14 , 1980, were approved on a motion made by Councilman Turner and seconded by Coun- cilman Combs . Question : Ayes : All Nayes : None -000- Resolution 80-363 authorizing purchase of Parcel #250 (Lots 26-30, Block 3 , Crary Addition , located at Railroad and Franklin) for the Spur 380/Lamar Freeway Project , Phase II (720-183-475 - State to reimburse for acquisi- tion of right-of-way) at a cost of $42 , 500. 00 was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 80-364 authorizing the City Manager to enter into an agreement with Billy J. Howell , Consulting Engineer , for engineering design of streets, sidewalks , drainage, and water line improvements in the Hebert Addition , under the Community Development Block Grant Program was approved on a mo- tion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 80-365 authorizing an agreement with the National Center for Municipal Development for the services of a Washington assistant for one year at $25, 000 plus reimbursible expenses was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Mr . Martin Zoller , 655 Zavalla, addressed Council in opposition to the employment of the Washington assistant . Question : Ayes : All Nayes : None -195- October 21 , 1980 Resolution 80-366 cancelling the concession contract for City parks with Charlie ' s Port-a-Rental for failure to make payments as required by the contract was approved on a motion made by Councilman Williams and secon- ded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 80-367 authorizing the City Manager to execute a contract with the Beaumont Art Museum for janitorial and grounds maintenance services at the Wilson Memorial Art Museum at a cost of $20,200. 00 was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 80-368 appointing Gordy Nesom to serve as a member of the Sen- ior Citizens Advisory Commission for a three-year term was approved on a .motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 80-369 approving Change Order No. 2 to the Regina Street Pav- ing Project for the extension of the underground storm sewer to Regina- Howell. School (additional cost of $5 , 793 . 50 to be paid by South Park In- dependent School District) was approved on a motion made by Councilman Turner and seconded by Councilman Combs . Question : Ayes - All Nayes : None -000- Resolution 80-370 accepting the bid of Davidson Construction Materials for furnishing 5, 000 tons of limestone base at $1 . 80 per ton plus freight to be used for street repairs was approved on a motion made by Councilman Turner and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 80-371 authorizing the purchase of street materials from Keown Supply Company (1 , 800 tons of Hot Mix Cold Laid Asphaltic Concrete at $27 . 50 per ton, 1 , 800 tons of Oyster Shell at $13 . 85 per ton , and 300 tons of limestone screenings at $14 . 75 per ton) was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question .- Ayes : All Nayes : None -000- Resolution 80-372 authorizing purchase of a 12 x 22 ' aluminum portable building at a cost of $1 , 282 . 00 for the Police Department Pistol Range to be used for cleaning and storing of firearms from United Portable Build- ings was approved on a motion made by Councilman Turner and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Public hearing for the proposed Gulf States Utilities Company rate in- crease was held. Those addressing the public hearing in opposition to the rate increase were : Mrs. Geraldine Gibson , 3050 S. Major Drive; Martin Zoller, 655 Zavalla; L. P. Kinnear, 2395 Park Street ; Steven Ross , East Texas Legal Services ; J. C. Leggett , 1849 Washington Boulevard; Lee Langston , 4840 Wyatt ; and J. D. Warren , 4130 Park. Gulf States Utilities Company representatives addressed the public hear- ing to respond to questions concerning the company and the rate increase request : Arden Loughmiller, Director and Vice-President , and William Jefferson , Vice-President of Rates . The public hearing was closed. -196- October 21 , 1980 Ordinance No. 80-101 setting electric utility rates of Gulf States Utili- ties Company within the City limits of the City of Beaumont was considered: ORDINANCE NO. 8.0-101 ENTITLED AN ORDINANCE SETTING RATES TO BE CHARGED BY GULF STATES UTILITIES COMPANY IN THE CITY OF BEAUMONT, TEXAS ; PROVIDING FOR AN EFFECTIVE DATE FOR SUCH RATES; PROVIDING CONDITIONS UNDER WHICH RATES MAY BE CHANGED, MODIFIED, AMENDED OR WITHDRAWN; AND AUTHORIZING THE CITY ATTORNEY TO COMPROMISE AND SETTLE PUBLIC UTILITIES COMMISSION DOCKET NO. 3298 . The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilman Williams. Question : Ayes : All Nayes : None -000- Mrs . Delia Harrington , 815 Willow Street , addressed Council to complain that a major problem with poor drainage is trash build-up in the storm sewers and encouraged citizens to be more responsible.
