Lord Councilman , Ward II Wayne Turner Councilman, Ward IV Absent : Calvin Williams Councilman, Ward III Ray Riley City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk R. E. Platt Asst . City Manager -000- The Invocation was given by the Reverend W. J. Treece, Amelia United Pentecostal Church. The Pledge of Allegiance was led by Councilman Turner. -000- The "Minutes of the regular City Council session held July 1 , 1980, were approved on a motion made by Councilman Combs and seconded by Councilman Lord. Question : Ayes : All Nayes : None -000- Resolution 80-229 authorizing the City Attorney to intervene in the Gulf States rate case suspending the schedule of rates for a period of 120 days from July 22nd, 1980, authorizing the retention of Touche , Ross and Com- pany, and assessing all rate case expenses against Gulf States Utilities Company was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 80-230 authorizing acceptance of a deed and easement from Amoco Production Company for a 60-foot right-of-way for the construction of Regina Lane from Howell to Belvedere (easement at no cost to City) was ap- proved on a motion made by Councilman Lord and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 80-231 authorizing the purchase of two lots at Avenue C and Milam Street for use as a "vest pocket" park from M. A. & Margarette Widner at a cost of $4 , 500. 00 (funded by C.D.B.G. program) was approved on a motion made by Councilman Lord and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- Resolution 80-232 appointing John Paul Davis and Wendell C. Radford as Magistrates for Municipal Court for two-year terms and John Paul Davis as Chief Magistrate was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- -111- July 8 , 1980 Resolution 80-233 appointing William E. Neild to the Planning and Zoning Commission to fill the unexpired term of Marne Meynig and for a three-year term ending July 31 , 1983 was approved on a motion made by Councilman Lord and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- Resolution 80-234 authorizing advertisement for bids on the Elinor Street (from 11th to Iola Streets) Assessment Paving Project was approved on a motion made by Councilman Lord and seconded by Councilman Turner . Question : Ayes : All Nayes : None -000- Resolution 80-235 accepting the bid of E. R. Dupuis Concrete Company for the construction of two tennis courts on Carroll Street Park at a cost of $17 ,408. 00 was approved on a motion made by Councilman Turner and se- conded by Councilman Combs. Question : Ayes : All Nayes : None -000- Resolution 80-236 accepting the bid of Automatic Pump and Equipment , Inc. for a sewage lift station at Beaumont Municipal Airport at a cost of $3 ,450. 00 was approved on a motion .made by Councilman Lord and seconded by Councilman Combs. Question: Ayes: All Nayes : None -000 Resolution 80-237 accepting a bid for the sale of 2 .23 acres of land known as the former Pennsylvania School site located in the 1900 block of Penn- sylvania to I .L.A. Locals 1610, 325 and 1306 jointly for $48 ,000. 00 was approved on a motion made by Councilman Combs and seconded by Councilman Lord. Question: Ayes : All Nayes : None -000 Resolution 80-238 rejecting the only bid received on the sale of 1 . 03 acres in the 5900 block of College Street near Langham Road was approved on a motion made by Councilman Combs and seconded by Councilman Lord. Question: Ayes : All Nayes : None -000- City Manager Riley reported that daily water consumption has increased from 27. 5 to 29. 5 million gallons per day - one-third above normal usage and near the continuous operating capacity of 30 million gallons per day (top limit of 33 million gallons per day for short periods) . Mr. Riley asked Council to support a suggestion to citizens for voluntary conservation measures by observing an odd-even yard watering schedule (even- numbered addresses water lawns on even-numbered days and odd--numbered ad- dresses water on odd-numbered days) . Council endorsed the Manager 's plan for voluntary compliance on a motion made by Councilman Lord and seconded by Councilman Combs. Question : Ayes: All Nayes : None -000- Mr. J. C. Leggett , 1849 Washington Boulevard, addressed Council to complain about poor drainage on Washington from Avenue A to Railroad Avenue - espe- cially from Avenue D to Railroad.
