D. Bracken , Westfield Church of the Nazarene . The Pledge of Allegiance was led by Councilman Combs . -000- Mayor Meyers issued the following proclamation : "Management Week in Beau- mont" - June 1-7, 1980. -000- Mayor Meyers introduced Miss Kim Myers , recent honor graduate of Forest Park High School , as "Miss Texas Junior Bowler of the Year" and congratu- lated her on many other achievements. -000- The following items were considered as part of the Consent Agenda : Resolution 80-177 authorizing the execution of Change Order No. 3 to the contract with Signal Engineering Company for the Central Business District Traffic Signal System requiring the use of telephone cable for communica- tion cable rather than traffic signal cable (no price change) ; Resolution 80-178 authorizing release of $50, 000. 00 in pledged securities by the American National Bank (total amount pledged —$38 , 385, 000. 00) ; Resolution 80-179 appointing Clyde Vincent as Chairman and Larry Porter as Vice-Chairman of the Parks Advisory Committee; and Resolution 80-180 accepting the bid of VePed Traffic Controls, Inc. for furnishing stop sign faces for use in the Traffic and Transportation Depart- ment at a cost of $1 , 008 . 00. The above items of the Consent Agenda were approved on a motion made by Councilman Combs and seconded by Councilman Lord. Question : Ayes : All Nayes : None -000- Ordinance No. 80-54 changing the zoning from R-2 to LR-1 for 1 . 8 acres at 6700 Phelan Boulevard (requested by Floyd A. Landry) was considered : ORDINANCE NO. 80-54 ENTITLED AN ORDINANCE AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS , AND IN PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF BEAUMONT, TEXAS, -88- May 27, 1980 BY CHANGING A 1. 830 ACRE TRACT OUT OF THE H. WILLIAMS LEAGUE, BEAUMONT, JEFFERSON COUNTY, TEXAS, AS HEREINAFTER DESCRIBED, PRESENTLY ZONED R-2 TO LR-1 ; PROVIDING FOR SEVERABILITY; AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes: All Nayes : None -000- Resolution 80-181 authorizing Addendum No. 2 with Bella Company for Project II of the 1980 Street Maintenance Contract for removal and replacement of approximately 1500 linear feet of concrete curbs on Skipwith and Condon Streets at a cost not to exceed $10.50 per linear foot (approximately $15, 750. 00) was approved on a motion made by Councilman Williams and se- conded by Councilman Lord. Question : Ayes : All Nayes : None -000 Resolution 80-182 accepting the bids of Western Pipe and Supply ($13 ,723.. 00) , East Texas Service Corporation ($1 ,323. 20) , Mickie Service Company ($1 ,671.00) , Municipal Pipe and Fabricating ($11 ,746. 00) and Eagle Pipe and Supply Company ($2 , 335. 00) for furnishing materials for the Water Utilities Department was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- Resolution 80-183 accepting the bid of Motorola, Inc . for furnishing six mobile radios, two all-channel mobile radios and one desk type remote con- trol console radio for use by the Police and Building Maintenance Depart- ments at a cost of $36, 045. 00 was approved on a motion made by Councilman Williams and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 80-184 accepting the bid of American Valve and Hydrant for fur- nishing 45 fire hydrants and 60 gate valves for the Water Utilities Depart- ment at a cost of $24, 266. 50 was approved on a motion made by Councilman Combs and seconded by Councilman Turner. Question : Ayes : All Nayes : None -000- The public hearing for dilapidated structures was opened. Mrs. Rosemary Johnson Harding, 2422 Mimosa, Alexandria, Louisiana, addressed Council concerning the structure located at 3260 Roberts. This house was originally thought to be unoccupied because of the extensive deterioration. There are, however, two adults and seven small children living there. Because of the occupancy, this house is in violation of the Minimum Housing Code rather than the dangerous structure ordinance. A lengthy discussion was held concerning possible sources for rehabilitation funding and staff was instructed to pursue the matter for Mrs. Harding, her daughters and grandchildren. Mr. George Gardner, Urban Rehabilitation Administrator, told Council that all the below-listed structures are in violation of Article III , Sections 14-50 and 14-51 of the Dangerous Structures Ordinance of the City of Beau- mont and that all notification procedures have been met : 1081 Avenue -.P- (Rear) - Mrs. Robert D. Coynor, owner (5 violations) , recommen- dation to raze within 30 days; 6060 Chandler Drive (2 violations) and 6070 Chandler Drive (2 violations) - Horton Casey et al , owner, recommendation to -89- May 27, 1980 raze both structures within 30 days; 2895 South 8th Street - Fedro Gatlin, owner (10 violations) , recommendation to raze or repair within 30 days; 143 Ewing - M. Bruckner et ux (-new owner - Mr. Hozen) , recommendation to raze or repair within 30 days; Next to 3744 Hebert Alley - Mr. John Lincoln , owner (13 violations) , recommendation to raze within 30 days ; 8095 Old Voth Road - W. H. Fuller Estate, owner (12 violations) , recommendation to raze or repair within 30 days; 2500 Pine - Margie Greer , c/o Union National Bank, owner (12 violations) , recommendation to raze or repair within 30 days; 3320 Pine (front structure - 16 violations; rear structure deteriorated to trash and debris) , recommendation to raze within 30 days, Zeno Grimes , owner; 1710 Sabine Pass - Basco Lumber Company/Franklin Doug, owner (15 violations) , re- commendation to raze or repair within 30 days ; 3450 St . James Blvd. - J.F.A. Patillo, owner (11 violations) , recommendation to raze within 30 days ; and 410 E. Simmons - Ms. Martha Childress, owner (18 violations) , recommendation to raze or repair within 30 days. Councilman Williams made a motion to approve the recommendations of staff ; motion was seconded by Councilman Turner . Question : Ayes : All Nayes : None The public hearing was closed. The regular City Council session was reconvened. Ordinance No. 80-55 declaring certain dilapidated structures to be public nuisances and requiring their repair or removal was considered : ORDINANCE NO. 80-55 ENTITLED AN ORDINANCE FINDING CERTAIN STRUC- TURES TO BE PUBLIC NUISANCES , ORDERING REPAIR OR DEMOLITION FOR CERTAIN STRUCTURES ; ORDER- ING DEMOLITION FOR CERTAIN STRUCTURES; ORDER- ING DEMOLITION BY THE CITY UNDER CERTAIN CON- DITIONS; PROVIDING A PENALTY; AND PROVIDING FOR SEVERABILITY. After a lengthy discussion , 1371 Lamar Street was removed from the ordinance pending review of possible rehabilitation sources, CDBG, etc . , for the re- tention of this structure as needed housing stock. The ordinance was approved on a motion made by Councilman Williams and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- Mrs. Delia Harrington, 815 Willow Street , addressed Council to complain that Entex construction crews do not complete projects by cleaning the areas or replacing curbs. Mr. J. C. Leggett , 1849 Washington Blvd. , addressed Council to question items included on the Consent Agenda.
