Treadway, New Life Tabernacle . The Pledge of Allegiance was led by Councilwoman McGinnis. --000 (Councilmen Combs and Williams left the meeting. ) The Minutes of the regular City Council session held February 26, 1980, were approved on a motion made by Councilwoman McGinnis and seconded by Mayor Meyers. Question : Ayes : Mayor Meyers Nayes : None Councilwoman McGinnis Councilman Evans -000 Mayor Meyers issued the following proclamations : "Professional Social Workers Month in Beaumont" - March, 1980 and "Lamar University Cardinal Basketball Team Day in Beaumont" - March 4, 1980. (Councilmen Combs and Williams returned during the reading of the pro- clamations . ) -000- An ordinance authorizing a contract with the Beaumont Association for Senior Citizens for a local match of 18% or a portion of that amount against a grant from the State Department of Human Resources for their day activities pro- gram was considered: AN ORDINANCE ENTITLED AN ORDINANCE AMENDING THE BUDGET OF THE. CITY OF BEAUMONT FOR THE FISCAL PERIOD COMMENCING OCTOBER 1 , 1979 AND ENDING SEPTEMBER 30, 1980 BY TRANSFERRING $ FROM THE GENERAL FUND CONTINGENCY ACCOUNT NO. 79. 900 TO SPECIAL SERVICES ACCOUNT NO. 79.415; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR DAY ACTIVITY SERVICES WITH THE BEAUMONT ASSOCIATION FOR SENIOR CITIZENS ; AND PROVIDING FOR SEVERABILITY. City Manager Riley told Council that he had also received a formal request from the Beaumont Association for Senior Citizens to use $2 ,483 . 00 in car- ry-over funds from activities of the previous year for 1980 activities. -35- March 4, 1980 Councilman Combs made a motion to approve the ordinance using the amount of $9, 500. 00; the motion was seconded by Councilman Williams. After a lengthy discussion, Mayor Meyers called for the vote. Question : Ayes : Councilman Combs Nayes : Mayor Meyers Councilman Williams Councilwoman McGinnis Councilman Evans Councilman Combs made a motion to allow the Association use of the $2 ,483 in carry-over funds; motion was seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 80-68 authorizing the filing of an application for $2 ,721 , 000 for 1980 - fifth-year funding under the Housing and Community Development Block Grant Program ($450, 000 for the rehabilitation loan program; $150, 000 reserve for the social rehabilitation of a facility for the Car- roll Street Nursery; $100, 000 for continuation of the Social Services Facility Rehabilitation Program; $175, 000 for park improvements in targeted areas; $140, 000 for sidewalk improvements for targeted neighborhoods ; $250, 000 for an ambulatory care facility for the indigent ; $1 , 090, 000 for Street and Drainage Improvements in targeted neighborhoods; $100,000 for acquisition of property and clearance required for right-of-way and im- provements with the Street and Storm Sewer improvements - $50,000 each; $100, 000 for relocation with regard to clearance; $25, 000 for Code Enforce- ment in the neighborhoods; $15 , 000 for a grant to the Beaumont Housing Authority for the Title 3 Nutrition Program; $50, 000 for improvements to the public housing areas and $76, 000 for Administration for the overall program) was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Ordinance No. 80-19 appropriating $1 ,000, 000 in unobligated resources of the Public Buildings Fund for the Fire Stations Project (total appropria- tion - $1 , 500, 000) was considered : ORDINANCE NO. 80-19 ENTITLED AN ORDINANCE APPROPRIATING ONE MILLION DOLLARS FROM UNOBLIGATED RESOURCES IN THE PUB- LIC BUILDINGS AND LAND IMPROVEMENT FUND TO A FUND FOR FIRE STATION IMPROVEMENTS ; PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Evans and secon- ded by Councilman Williams. Question : Ayes : All Nayes: None -000- Ordinance No. 80-20 establishing a nine-member Parks and Recreation Advisory Committee and making appointments to the Committee was considered : ORDINANCE NO. 80-20 ENTITLED AN ORDINANCE AMENDING CHAPTER 20 , SECTION 20-2(A) OF THE CODE OF ORDINANCES CHANGING THE NAME OF THE PARKS AND RECREA- TION COMMITTEE; INCREASING THE MEMBERSHIP; PROVIDING FOR STAGGERED TERMS ; PROVIDING FOR SEVERABILITY AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -36- March 4 , 1980 Resolution 80-69 authorizing repairs to a 25-horsepower motor installed at Lawson' s Crossing to pump raw water to the City by Westinghouse Electric Corporation at $1 ,636. 00 was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Resolution 80-70 accepting a settlement of $1 ,850. 00 for damages to a police vehicle - Unit # 1091 , 176 Dodge - from Pennsylvania National Insurance Company was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Resolution 80-71 granting a permit to Mobil Pipe Line Company for the con- struction of a pipeline across Vermont Avenue, Florida Avenue, Sulphur Drive and Spindletop Road was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams . Question : Ayes : Mayor Meyers Abstained : Councilman Evans Councilman Combs Councilwoman McGinnis Councilman Williams -000- Resolution 80-72 authorizing purchase of 160 Industrial Grade Ties for the Parks & Recreation Department from Century Forest Industries at a cost of $2, 177. 60; installing 175 concrete parking lot bumpers for the Athletic Complex and Alice Keith parking lots from Don ' s Striping Service at a cost of $2,738. 75; and mailing envelopes for Computerized Traffic Tickets for Municipal Court from Gulf Coast Business Forms at a cost of $1 ,314 . 00 was approved on a motion made by Councilman Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000. Resolution 80-73 accepting bids for furnishing one parcel van from Kinsel Ford at $9, 280. 91 ; one 3/4 ton van from Donalson Motor Company at $7 , 235. 00 and a power sweeper from Tennant Company for $5,205.85 was approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis . (Power sweeper to be funded by UMTA grant at 95% for Transit System. ) Question: Ayes : All Nayes : None -000- Resolution 80-74 authorizing the purchase of Aluminum Sulfate from Stauffer Chemical Company at $181. 20 per ton; Hydrated Lime from Austin White Lime Company at $88 . 00 per ton ; and Liquid Chlorine from Jones Chemical , Inc. at $204. 00 per ton was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Resolution 80-75 authorizing bid award to Dover Elevator Company for eleva- tor maintenance at $900. 00 each for the seven (7) elevators located in the Police & Municipal Court Building, Library, Civic Center Exhibition Hall and City Hall was approved on a motion made by Councilman Evans and secon- ded by Councilman Williams. Question : Ayes : All Nayes : None -000- Mr. Richard Bianco, 385 Pinchback, addressed Council to speak in opposition to Council 's decision not to fund match money for the Beaumont Association for Senior Citizens. -37- March 4, 1980 Mr. Louis Janice addressed Council to speak in opposition to Council ' s action not to fund the Beaumont Association for Senior Citizen 's day activities program. Mr. Raymond Chaison, 1130 Lamar Street , addressed Council to say that he didn 't feel that everyone was being served by the Beaumont Association for Senior Citizens at the Best Years Center. Mr. Martin Zoller , 655 Zavalla Drive, addressed Council to thank Council for donating the building for use by senior citizens and for action approving appointment of an administrator and maintenance for the Center. Mrs. Helen Kuhn, Administrator for the Beaumont Association for Senior Citizens, addressed Council to say that the senior citizens in attendance at today' s meeting had requested attendance as their field trip mandated by her contract . Sister Wilson, member of the Beaumont Association for Senior Citizens, invited members of Council to visit their programs at the Best Years Center . -000- There being no further business, the meeting was recessed before continu- ing with the Council Workshop Session. -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas, certify that the above is a true copy of the minutes of the regular City Council session held March 4, 1980.
