City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Very Reverend Ernest Michalka, Asst . Pastor of St . Anne ' s Catholic Church. The Pledge of Allegiance was led by Mayor Meyers. -000- The Minutes of the regular City Council session held January 15 ; 1980 , were approved with corrections made in voting for Resolutions No. 80-12 , 80-14 and 80-16 (showing Mayor Meyers voting "Aye" ) on a motion made by Council- man Williams and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Mayor Meyers issued the following proclamation : "Fetal Alcohol Syndrome Awareness Week in Beaumont" - January 21-27, 1980. -000- Ordinance No. 80-4 amending City code provisions relating to subdivision platting was considered : ORDINANCE NO. 80-4 ENTITLED AN ORDINANCE REPEALING SECTION 24-2 OF CHAPTER 24 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT, TEXAS AND ENACTING A NEW SECTION 24-2 RELATIVE TO GENERAL SUBDIVISION REQUIREMENTS; AMENDING SECTIONS 24-3 AND 24-4 OF THE CODE OF ORDINANCES BY ADDING SUBSECTIONS 24-3(8) AND 24-4(4) , RESPECTIVELY, RELATIVE TO PRELIMINARY AND FINAL PLAT REQUIREMENTS ; AND ADDING NEW SECTION 24-8 TO CHAPTER 24 OF THE CODE OF ORDINANCES RELATIVE TO ISSUANCE OF CERTAIN BUIDLING PERMITS AND UTILITY CONNECTIONS ; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL; PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Evans and secon- ded by Mayor Meyers . Question : Ayes : All Nayes : None -000- -8- January 22 , 1980 Resolution 80-17 authorizing purchase of eight (8) 2-cubic yard dump trucks , one (1) 3-cubic yard dump truck, one (1) 6-cubic yard dump truck, and six (6) 8-cubic yard dump trucks from Beaumont Motor Company at a cost of $221,457. 89; one (1) 3/4-ton suburban carryall type vehicle for the Fire Department from G.M.C. at a cost of $9, 374. 00; and one (1) van with an aerial unit for the Traffic & Transportation Department from U.E .C. Equip- ment Company at a cost of $19, 039. 34; and rejecting the bid received for one 14-cubic yard dump truck was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Resolution 80-18 authorizing purchase of two rotary cutters for the Parks Department from Audilet Tractor Sales , Inc . at a cost of $2 , 150. 00; one (1) full actuated controller , five (5) Phase and two (2) loop amplifiers for the Traffic & Transportation Department from Trans-Tronics , Inc. at a cost of $6, 015.60; and twenty-eight (28) portable radios , sixty (60) indi- vidual. chargers, and two (2) rack chargers for the Police Department (radios, etc. 75% grant from Criminal Justice Council) from R.C. A. Corporation Mobile Communications Systems at a cost of $35 , 550. 00 was approved on a .motion made by Councilman Williams and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Ordinance No. 80-5 awarding contracts for construction of the FY 80 street overlay and rehabilitation program and transferring funds was considered : ORDINANCE NO. 80-5 ENTITLED AN ORDINANCE AUTHORIZING CONTRACTS FOR THE FISCAL YEAR 1980 STREET REHABILITA- TION & RESURFACING PROGRAM WITH TROTTI & THOMSON COMPANY, BELLA COMPANY, AND A. F. JONES & SON, INC. ; TRANSFERRING $1 ,000, 000 FROM THE UNAPPROPRIATED GENERAL FUND BALANCE TO THE STREET SYSTEM IMPROVEMENT FUND; PRO- VIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. The ordinance authorizes the Manager to execute contracts with Trotti & Thomson Company for Part I of the fiscal year 1980 Street Rehabilitation and Resurfacing Program at a cost of $730,410. 00, Bella Company for Part II at a cost of $1 , 540,280. 00; and A. F. Jones & Son, Inc . for Part III at a cost of $1 , 203 , 540. 00. The ordinance was approved on a motion made by Councilman Williams and se- conded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 80-19 appointing Joe Wilson to serve the unexpired term of Ed Moore (term to May, 1981) to the Community Development Block Grant Advisory Committee was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Resolution 80-20 authorizing purchase of 342 ' of 12" plastic type liner- polyethylene pipe and rental of a fusing machine and a 120 volt generator from Golden Triangle Pipe and Water Supplies at a cost of $3 ,216. 18 for use by the Public Works Department was approved on a motion made by Coun- cilman Williams and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- -�- January 22, 1980 Ordinance No. 80-6 correcting Ordinance #79-88 by changing the lots referred to in Section 1 therein from "Lots 57 and 58 , Block 5, Somerset Village" to read "Lots 56 and 57, Block 5 , Somerset Village" was considered : ORDINANCE NO. 80-6 ENTITLED AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE 79-88 BY CORRECTING THE DE- SCRIPTION OF THE VACATION AND ABANDONMENT OF A UTILITY EASEMENT IN BLOCK 5, SOMERSET VILLAGE ADDITION, BEAUMONT, TEXAS , AS DE- SCRIBED HEREIN. The ordinance was approved on a motion made by Councilman Evans and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Resolution 80-21 authorizing application for an amendment to the Orleans Mall grant with the Urban Mass Transportation Administration and setting a public hearing for February 26 , 1980 was approved on a motion made by Councilman Williams and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 80-22 authorizing extension of contract for one year to purchase unleaded, regular gasoline and #2 diesel at the D.O.E. regulated rates from Gulf Oil Corporation was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Resolution 80-23 authorizing payment of $1 ,988.40 to Safeway Transmission Company for repair of the transmission on unit #60-6066 , a rear loading refuse truck, was approved on a motion made by Councilman Williams and seconded by Councilman Evans.
