Councilman, Ward I Ray Riley City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Jim 0. Bauman , Director of the Beaumont International Seamen ' s Center . The Pledge of Allegiance was led by Councilman Evans . -000- The Minutes of the regular City Council session held December 11 , 1979, were approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 79-439 authorizing a contract with Jerry Griffin of Professional Aviation Services Company to serve as fixed base operator for Municipal Airport was approved on a motion made by Councilwoman McGinnis and secon- ded by Councilman Williams. Question : Ayes : Mayor Meyers Nayes : Councilman Evans Councilwoman McGinnis Councilman Williams -000- Resolution 79-440 providing for participation in the Section 312 Housing Rehabilitation Loan Program of the U. S. Department of Housing & Urban Development was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 79-441 providing for establishment of a Neighborhood Housing Services program by Neighborhood Reinvestment Corporation and authorizing payment of $35, 000 from CDBG funds was approved on a motion made by Coun- cilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 79-442 authorizing purchase of 13 LTD Police Specials at $6, 800. 60 each and 1 LTD Station Wagon at $6 ,778 . 31 from Kinsel Ford, Inc. ; 12 Aspen 4-door Sedans at $5, 213 . 23 each from Donalson Motor Company; and 6 Chevette 4-door hatchback sedans at $4 ,848 . 02 each and 12 Chevette 2-door hatchback sedans at $4,407. 95 each from Beaumont Motor Company was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -173- December 18 , 1979 Resolution 79-443 confirming an emergency purchase order to Tidelands In- ternational for repairs to a fire engine Spicer transmission on Fire De- partment Engine #1 in the amount of $1 ,715. 00 was approved on a motion made by Councilman Williams and seconded by Councilman Evans. Question : Ayes: All Nayes : None -000- Resolution 79-444 accepting the supplementary police parking lot as com- pleted and authorizing payment of $27, 528 . 00 to the contractor , Cajun Concrete Works, Inc . was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams. Question :. Ayes : All Mayes : None -000 Resolution 79-445 accepting bid for Civic Center parapet water-proofing from Hi-Top Roofing & Coating Company at a cost of $17 ,400. 00 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Wil- liams . Question: Ayes : All Nayes : None -000- Resolution 79-446 authorizing final payment of $1 ,275. 00 to Gold Crest Electric Company for relocation of the sound system and electrical controls in Fair Park Coliseum was approved on a motion made by Councilman Williams and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Ordinance No . 79-97 providing for energy conservation loans under the Housing Rehabilitation Loan program (amending 0-79-4) was considered : ORDINANCE NO. 79-97 ENTITLED AN ORDINANCE AMENDING SECTION 1 , SUBSECTION B OF ORDINANCE 79-4 BY PROVIDING FOR AN EXPANDED DEFINITION OF THE TERM "REHABILITATION" TO INCLUDE ENERGY CONSER- VATION; AMENDING SECTION 7 of ORDINANCE 79-4 BY ADDING A SUBSECTION E TO AUTHORIZE REHABILITATION LOANS FOR ENERGY CONSERVATION PURPOSES; AMENDING SECTION 3 OF ORDINANCE 79-4 TO PROVIDE FOR LOANS AND GRANTS BY THE REHABILITATION LOAN AGENCY; PROVIDING FOR SEVERABILITY. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Mayor Meyers declared the public hearing for Dilapidated Structures open . Mr . George Gardner , Urban Rehabilitation Administrator , stated that all 10 structures (3885 Ironton deleted from list because the structure has been brought into compliance with the ordinance) are in violation of Arti- cle III , Section 14-50 and 14-51 of the Dangerous Structures Ordinance of the City of Beaumont and that all notifications procedures have been met . The following structures were considered : 2390 N. Lynwood - Mr. Travis W. Drake, owner (16 violations - heavily damaged by fire) , recommendation to raze within 30 days . Mr. Carl Griffith, attorney representing the owner , addressed Council to request additional time be allowed before action is taken against this structure. Mr. Griffith told Council that negotiations for settlement are being made with the owner ' s insurance company and additional time is required. -174- December 18 , 1979 After discussion, a motion to grant a six (6) month extension before action is taken -- with the provisions that trash and debris be removed and the structure boarded according to requirements of the ordinance -- was made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None 1599 Euclid - Bill Sanders , owner (5 violations) , recommendation to raze within 30 days. Mr. Don Sanders, representing his brother , addressed Council to request that an additional 120 days be granted to allow for completion of repairs already underway or for the demolition of the structure. After discussion, a motion to grant 120 days before action is taken was made by Councilwoman McGinnis and seconded by Councilman Williams . Question : Ayes : All Nayes : None 2289 Broadway - G. G. Lavinghouzez, owner (14 violations) , recommendation to raze or repair within 30 days; 3985 St . Helena - James Simmons, owner (24 violations) , recommendation to raze within 30 days ; 3955 St . Helena - Goltis Lazard, Jr. , owner (17 violations) - recommendation to raze within 30 days; 3969 Detroit - Larry John Prince, owner ( 14 violations), recom- mendation to raze or repair within 30 days ; 1202 Euclid & 3060 Victoria - Mrs. E. L. McCorkle, owner (8 violations on each structure) , recommendation to raze or repair within 30 days; 1490 Brockman - Mr. Fedro Gatlin (sold to Mrs . Joyce Douglas - contract for deed) , owner (8 violations) , recommenda- tion to raze or repair within 30 days; 720 Euclid - L. W. Sekaly, owner (9 violations) , recommendation to raze or repair within 30 days ; and 3975 St.. Helena (2 rear sheds) - Mr . James Simmons , owner (27 violations) , re- commendation to raze within 30 days . A motion to approve the above listed recommendations was made by Councilman Williams and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Ordinance No . 79-98 declaring certain dilapidated structures to be public nuisances and requiring their repair or removal was considered. ORDINANCE NO. 79-98 ENTITLED AN ORDINANCE FINDING CERTAIN STRUCTURES TO BE PUBLIC NUISANCES, ORDERING REPAIR OR DEMOL- ITION FOR CERTAIN STRUCTURES; ORDERING DEMOLITION FOR CERTAIN STRUCTURES; ORDERING DEMOLITION BY THE CITY UNDER CERTAIN CONDITIONS ; PROVIDING A PENALTY; AND PROVIDING FOR SEVERABILITY. The ordinance was approved on a motion made by Councilman Williams and se- conded by Councilman Evans. Question : Ayes : All Nayes : None -000- Mrs . Zack A. Williamson addressed Council to express her concern for the Hostages held by Iranians and requested that the City declare an 1111 :00 A.M. Minute of Prayer" to pray for their safe return. Council concurred on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None Mr. Robert Pate, 1570 Longfellow Drive, addressed Council in support of Don Born of Golden T Air and asked them to reconsider their action for fixed base operator at Municipal Airport .
