Councilman, Ward I Vi McGinnis Councilwoman , Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Ray Riley City Manager Lane Nichols Asst . City Attorney Myrtle Corgey City Clerk -000 The Invocation was given by the Reverend Gordy Nesom, Dawndale Baptist Church. The Pledge of Allegiance was led by Councilman Evans . -000- The Minutes of the regular City Council session held October 9, 1979, were approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Mayor Meyers issued the following proclamations : "Catholic Daughters of the Americas Day in Beaumont" - October 21 , 1979 and "Buckner ' s Childrens Week in Beaumont" - October 14-21 , 1979. -000- Resolution 79-370 authorizing purchase of eight (8) parcels of land for the Spur 380 (Lamar Freeway project - #720-74-131) including Parcels #35 (Highland) at $20. 00; #37 (Harriot ) at $20, 100. 00; #39 (Harriot) at $6, 325. 00; #40 (Harriot ) at $204 . 00; #41 (Harriot ) at $10,380. 00; #42 (Harriot ) at $17, 391 . 00; #43 ( Irving) at $28 ,600; and #45 ( Irving) at $14, 300. 00; was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis. Question : Ayes : All Nayes : None -000- Resolution 79-371 authorizing the execution of an agreement with Walter P. Moore and Associates , Inc . for engineering services for the design and preparation of plans and specifications for the pedestrian underpass pro- posed for Riverfront Park for a fee of 10% not to exceed $15 ,000. 00 was approved on a motion made by Councilwoman McGinnis and seconded by Council- man Combs. Question: Ayes : All Nayes : None -000- Resolution 79-372 directing the City Attorney to appeal from the judgment in Cause No. D-107 ,833 , George Salhab vs . City of Beaumont , and ratifying and confirming all acts heretofore taken in connection with said appeal was approved on a motion made by Councilwoman McGinnis and seconded by Council- man Combs. Question : Ayes : All Nayes : None -149- October 16, 1979 Resolution 79-373 authorizing final payment of $6 , 079. 00 to Shilstone Engineering Testing Laboratory, Inc. for soil investigation at the pro- posed Civic Center parking garage site was approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis . Question : Ayes: All Nayes : None -000- Ordinance No. 79-86 abandoning Travis Street from Elizabeth to Tevis Streets and Mulberry Street from Pine to Cypress Streets, subject to the retention of a 40-foot easement on Mulberry Street was considered: ORDINANCE NO. 79-86 ENTITLED AN ORDINANCE VACATING AND ABANDONING A PORTION OF MULBERRY STREET BETWEEN PINE STREET AND CYPRESS STREET AND VACATING AND ABANDONING A PORTION OF TRAVIS STREET BETWEEN TEVIS STREET AND ELIZABETH STREET IN THE ORIGINAL TOWNSITE OF BEAUMONT ADDITION TO THE CITY OF BEAUMONT, JEF- FERSON COUNTY, TEXAS, AS DESCRIBED HEREIN, PRO- VIDING FOR THE RETENTION OF A GENERAL UTILITY EASEMENT IN MULBERRY STREET AS DESCRIBED HEREIN. The ordinance was approved on a motion made by Councilman Evans and secon-' ded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 79-374 authorizing the acceptance for City maintenance the water, sewer and street improvements in Woodlands, Unit 5, Subdivision (portions of Avie Lane) and in the Brookside Place Subdivision (portions of Casey and Duncan) and accepting a 10" sanitary sewer line constructed on the Paul Brimlow Tract by Don Streety (east of Walker Road) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 79-375 accepting the bid of Texas Sun Control , Inc . for the installation of reflective film to City Hall windows at a cost of $9 ,424 .90 was approved on a motion made by Councilman Combs and seconded by Council- man Williams . Question : Ayes : All Nayes : None -000- Resolution 79-376 authorizing the purchase of two short block assemblies for rear loading refuse trucks from Tidelands International , Inc. at a cost of $4 , 620. 00 was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000- Resolution 79-377 accepting the bid of Kinsel Ford for making repairs to wrecked automobiles, pickups and vans for a period of one year (October 1 , 1979 through September 30, 1980) was approved on a motion made by Council- man Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Miss Karen Meitzen , 1925 Longfellow and a student at Kelly High School , addressed Council to complain of trains blocking streets during morning peak traffic hours and asked if rescheduling of trains could be requested of the Rail Companies . -150- October 16, 1979 There being no further business , the meeting was recessed before continuing with the City Council Workshop Session. -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas, certify that the above is a true copy of the minutes of the regular City Council session held October 16, 1979.
