BE IT REMEMBERED that the City Council of the City of Beaumont , Texas,
met in regular session this the 9th day of October, A979, with the fol-
lowing present :

The Invocation was given by Dr. William Gandin Trinity United Methodist
Church.
The Pledge of Allegiance was led by Councilman Combs.

Mayor Meyers issued the following '
in Beaumont" - October 7-13 , 1979 proclamation Alpha Delta Kappa Week
"Teenage Republicans from Forest Park High School" were welcomed to today 's
meeting.

The Minutes of the regular City Council session held October 2, 1979,
were approved on a motion made by Councilman` Combs and seconded by Coun-
woman McGinnis.

Resolution 79-364 authorizing purchase of Parcels #4

($575. 00) and #14
($13 425. 00) - all on Buford Street - for the Buford-
Carroll Street Project (720-74-191) was approved on a motion made by Coun-
cilman Evans and seconded by Councilwoman McGinnis.

Resolution 79-365 authorizing purchase of one parcel for $855. 75 from Jake
Johnson and sale of a remnant for $2,458 . 14 to Jake Johnson in Census Tract
17 for the Community Development Block Grant Project , Phase II (B-76-MC-
48-0003) was approved on a motion made by Councilman Combs and seconded by
Councilman Evans .

Resolution 79-366 accepting street and water system improvements constructed
within Census Tract 17; authorizing final payment of $74,482.20 to Greer
Construction Company, contractor, and to Garrod and Associates, Inc . for
$766. 75 (CDBG, Phase II - total $676,699. 00) was approved on a motion made
by Councilwoman McGinnis and seconded by Councilman Williams.

Resolution 79-367 accepting the Fleetwood Addition Paving Assessment Pro-
ject and authorizing final payment of $44 , 346.44 to the contractor , E. R.
Dupuis Concrete Company , Inc . (total project - $290, 824 . 00) was approved
on a motion made by Councilman Evans and seconded by Councilman Combs.

Resolution 79-368 authorizing payment of $17 ,660. 35 to Unitog Company
for uniforms (negotiated settlement caused by problem in supplying uniforms
as needed to the City - contract amount reduced $6,000) was approved on a
motion made by Councilman Evans and seconded by Councilman Combs.

Ordinance No. 79-85 setting rates for use of the Civic Center Complex
was considered:
ORDINANCE NO. 79-85
ENTITLED AN ORDINANCE AMENDING CHAPTER 20
SECTION 20-21 OF THE CODE OF ORDINANCES
OF THE CITY OF BEAUMONT TO PROVIDE NEW
RENTAL RATES FOR THE CIVIC CENTER, COLISEUM,
AND CITY AUDITORIUM; PROVIDING FOR SEVERA-
BILITY; AND PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Evans and se-
conded by Councilwoman McGinnis .

Mr . R. V. Swearingen, 2342 Broadway, representing the Beaumont Chapter of
Texas Senior Citizens, addressed Council to thank them for action taken
last week raising the Senior Citizen Homestead Exemption from $7, 500 to
$10, 000.
Mr . Robert Calvert , 6235 Wilchester Lane, questioned procedures for con-
tract overruns .
Mr. John Taylor, 918 Toltec, asked clarification for Police Officers not
issuing citations to drivers in two accidents he has had.

The meeting was recessed before continuing with the City Council Workshop
Session . Workshop Session was held.
There being no further business to be considered in the City Council Work-
shop Session, Mayor Meyers declared an Executive Session pursuant to Sec-
tion 2 of the Texas Open Meetings Law.
After the Executive Session, Mayor Meyers again declared the meeting open
to the public .
Resolution 79-369 nominating John McDonald as a candidate for the Board of
Directors for the Jefferson County Appraisal District was approved on a
motion made by Councilman Williams and seconded by Councilman Evans.
