City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by Councilman Combs . The Pledge of Allegiance was led by Councilman Williams. -000- The Minutes of the regular City Council session held September 25, 1979, were approved on a motion made by Councilman Combs and seconded by Council- man Williams . Question: Ayes : All Nayes : None -000- Mayor Pro Tem McGinnis welcomed students from Kelly High School and their teacher, John Conway. -000 The following proclamations were issued : "Big Red Day in 'Beaumont" - Octo- ber 6, 1979; „Memorial Day for firefighters" - October 7, 1978 and Legal Secretaries "Day in Court" - October 9, 1979. -000- Ordinance No. 79-80 increasing the homestead exemption for persons over sixty-five from $7, 500 to $10, 000 was considered : ORDINANCE NO. 79-80 ENTITLED AN ORDINANCE AMENDING CHAPTER 25, SECTION 25-20('a) OF THE CODE OF ORDINANCES TO INCREASE THE HOMESTEAD EXEMPTION FOR PERSONS OVER SIXTY-FIVE YEARS OF AGE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Williams and se- conded by Councilman Combs. Question: Ayes : All Nayes : None Mr. A. Roy Brown, 3250 Austin Street , addressed Council to request that consideration be given for disabled persons for the homestead exemption. -000- -144- October 2 , 1979 Ordinance No. 79-81 amending the Code of Ordinances relating to tax assess- ing procedures was considered : ORDINANCE NO. 79-81 ENTITLED AN ORDINANCE AMENDING CHAPTER 25 BY ADDING NEW SECTIONS 25-39 THRU 25-43 INCLUSIVE; REQUIRING THE FILING OF AN ANNUAL SWORN INVENTORY OF PHYSICAL PERSONAL PROPERTY HELD OR USED IN CONNECTION WITH BUSINESS OR PROFESSION; PROVIDING FOR THE CONFIDENTIALITY OF SUCH INVENTORY; PROVIDING FOR APPROVAL OR DISAPPROVAL OF SUCH INVENTORY; PROVIDING FOR REVIEW OF SUCH INVENTORY; AUTHORIZING THE TAX ASSESSOR TO PREPARE SUCH fiNVENTORY IF SAME IS NOT TIMELY FILED; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilman Williams . Question : Ayes : All Nayes : None -000- Ordinance No. 79-82 approving Supplemental Agreement No. 1 to the Florida/ Highland Street Paving Project and transferring funds from the Water Im- provement Fund to the Major Street Fund (for relocation of a 6" and an 8" water line) was considered: ORDINANCE NO. 79-82 ENTITLED AN ORDINANCE APPROPRIATING $51 ,400 FROM THE UNAPPROPRIATED WATER FUND TO THE STREET FUND PROJECT NO. 720-72-082 (FLORIDA/ HIGHLAND STREET PROJECT) ; APPROVING SUPPLE- MENTAL AGREEMENT NO. 1 TO SAID PROJECT; PRO- VIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Combs and seconded by Councilman Williams. Question: Ayes : All Nayes : None -000- Resolution 79-360 accepting the VAST System at the Beaumont Municipal Air- port as completed and authorizing final payment of $15,326.84 to Gold Crest Electric Company (total cost of project was $21 ,481 .41) was approved on a motion made' by Councilman Williams and seconded by Councilman Combs. Question: Ayes : All Nayes : None 000 Resolution 79-361 authorizing execution of a contract with Galewsky and Johnson Consulting Engineers, Inc. to provide professional engineering ser- vices for renovation of the Harvest Club air conditioning system for a fee not to exceed $18 , 000 (estimated cost of the project - $205,000) was approved on a motion made by Councilman Combs and seconded by Councilman Williams. Question : Ayes : All Nayes: None -000- Ordinance No. 79-83 repealing Ordinance No. 79-73 , appropriating $160,000 to the Central Business District Traffic Signal System Project ; authorizing Change Order No. l to the Project ; and accepting the bid of Signal Engineer- ing for the Project ; was considered: 145-. October 2, 1979 ORDINANCE NO.79-83 ENTITLED AN ORDINANCE REPEALING ORDINANCE NO. 79-73; APPROPRIATING $160,000 TO THE CENTRAL BUSINESS DISTRICT TRAFFIC SIGNAL SYSTEM IMPROVEMENTS PROJECT; AUTHORIZING EXECUTION OF A CONTRACT WITH SIGNAL ENGINEERING COMPANY FOR SAID PROJECT; AUTHORIZING EXECUTION OF CHANGE ORDER NO. 1 TO SAID PROJECT; PROVIDING FOR SEVERA BILITY; AND PROVIDING FOR REPEAL. The ordinance was approved on a motion made by Councilman Williams and se- conded by Councilman Combs. Question : Ayes : All Nayes : None 000- Resolution 79-362 authorizing an amendment to the agreement with Gruen Associates, Inc. as architects for the Civic Center Complex, deleting the Riverfront Park Project (reduce contract from $746,750.00 to $731 ,750) was approved on a motion made by Councilman Williams and seconded by Coun- cilman Combs. Question : Ayes : All Nayes : None -000- Ordinance No. 79-84 adopting a Uniform Barricades and Signs Manual was considered: ORDINANCE NO. 79-84 ENTITLED AN ORDINANCE AMENDING CHAPTER 26 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT TO PROVIDE A NEW SECTION 26-68 ADOPTING A UNI- FORM BARRICADES AND SIGNS PROGRAM OF THE CITY OF BEAUMONT; PROVIDING FOR SEVERABILITY; PRO- VIDING FOR REPEAL; PROVIDING FOR PENALTY. The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilman Williams. Question : Ayes: All Nayes : None .-000- Resolution 79-363 accepting the bid of Beaumont Motor Company for furnishing four (4) subcompacts ($17, 979. 00) for the Planning and Zoning Department and rejecting all bids received on the four-door sedan (cars to be used by per- sonnel involved with the Community Development Block Grant program) was ap- proved on a motion made by Councilman Combs and seconded by Councilman Williams.
