Councilman, Ward I Ray Riley City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000 The Invocation was given by the Reverend Dickie Dunn, Associate Pastor of the First Baptist Church. The Pledge of Allegiance was led by Councilwoman McGinnis . -000- The Minutes of the regular City Council session held August 14, 1979, were approved on a motion made by Councilwoman McGinnis and seconded by Coun- cilman Williams . Question : Ayes : All Nayes : None -000- Resolution 79-293 approving the FY 80 Comprehensive Employment and Train- ing Act Plan for the South East Texas Employment and Training Program and authorizing execution of the request for funds was considered. Mr. John Bartlett , South East Texas Regional Planning Commission, addressed Council to discuss changes in the program. (:*Councilman Evans arrived during discussion of this item. ) The resolution was approved on a motion made by Councilman Williams and seconded by- Councilman Evans. Question : Ayes : All Nayes : None -000- Resolution 79-294 authorizing the City Manager to enter into a contract with the South East Texas Regional Planning Commission under the Economic Development Administration Grant Program (Grant - $15 , 000 with City ' s 25% match - $5, 000) was approved on a motion made by Councilman Evans and se- conded by Councilman Williams . Question: Ayes : All Nayes : None -000- Ordinance No. 79-61 setting rates for Entex, Inc . was considered : ORDINANCE NO. 79-61 ENTITLED AN ORDINANCE SETTING RESIDENTIAL AND SMALL COlMERCIAL RATES FOR ENTEX, INC . ; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR REPEAL. -118- August 21 , 1979 The ordinance was approved on a motion made by Councilman Evans and secon- ded by Councilwoman McGinnis . Tolpo for the purpose of water and sewer installation along a private street was approved on a motion made by Councilwoman McGinnis and seconded by Council- man Evans . DuPont DeNemours and Company, Inc. for the construction of a 4 pipeline across Spindletop Road was ap- proved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question : Ayes : All Nayes : None -000- Ordinance No. 79-62 amending Section 11-32 and Section 11-65 of the Code of Ordinances to effect changes in the Electrical Code was considered : ORDINANCE NO. 79-62 ENTITLED AN ORDINANCE AMENDING CHAPTER 6 , SECTION 6-100(c) AND SECTION 6-115(2) OF THE CODE OF ORDINANCES OF THE CITY OF BEAU- MONT TO PROVIDE THAT AN INDIVIDUAL OWNER `MUST BE PRESENT AT THE TIME OF INSPECTION AND AMENDING THE REGULATIONS CONCERNING THE USE OF ELECTRIC METALLIC TUBING; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL; AND PROVIDING A PENALTY. The ordinance was approved on a motion made by Councilman Evans and secon- ded by Councilman Williams . Question : Ayes . Question : Ayes : All Nayes : None -000- Resolution 79299 accepting the bid from Oil City Tractors , Inc . for furnish- ing one (1) Tractor mounted with a side arm mower and one (1) tandem axle Trailer at a cost of $26,816. 00 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000-- -119- August 21 , 1979 Resolution 79-300 accepting the bid from Sears , Roebuck & Company for fur- nishing blinds for the Beaumont Public Library at a cost of $1 , 572 .75 was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question: Ayes : All Nayes : None -000- Resolution 79301 accepting parking lot improvements and authorizing final payment to Trotti & Thomson Company in the amount of $64 , 025. 30 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Resolution 79-302 accepting the 1978 reconditioning and surfacing of var- ious flexible base streets project ; authorizing final payment of $64 ,954 . 25 to F. Gatlin Asphalt Company (total project - $649, 542. 54) was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams . Question: Ayes : All Nayes : None -000- Resolution 79--303 accepting the bid from Econo Aluminum Company for a 23 " x 24 " aluminum carport to be installed at ?Eater Reclamation at a cost of $1 , 104 . 00 was approved on a motion made by Councilman Williams and se- conded by Councilman Evans. Question: Ayes : All Nayes : None -000- Resolution 79-304 accepting the bid of Motorola Communications and Elec- tronics, Inc. for one (1) satellite voting receiver system for use by the Fire Department at a cost of $16 , 635. 00 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams . . Question : Ayes: All Nayes : None 000- Resolution 79-305 accepting the bid of Better Business Machines for fur- nishing two (2) correcting selectric typewriters at a cost of $1 , 590 .00 for the Central Collections Division was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis . Question : Ayes: All Nayes : None -000- Resolution 79-306 accepting the bid of Gulf Coast Industrial Contractors, Inc. for the construction of streets , water, and sewer facilities for Phase Three Census Tract 17 Community Development Block Grant Project at a cost of $822, 532.70 was approved on a motion made by Councilman Williams and seconded by Councilman Evans. Question : Ayes : All Nayes : None -120- August 21 , 1979 Resolution 79-309 accepting the bids of Southwest Meter & Supply , Utility Supply. Company, Golden Triangle Pipe & Supply Company, and Municipal Pipe and Fabrication Company to furnish meter yokes and various brass fittings was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Williams. Question : Ayes : All Nayes : None -000 Messrs. David Woodson of 9550 Cumberland and W. C. Halpin of 5775 Spring- dale Lane addressed Council to request funds for ditching and additional culverts for their areas. A petition containing approximately 216 names stating "We the residents of Pineywoods, Suburban Acres and Park North Additions, of Beaumont , Jef- ferson County, Texas, petition the City of Beaumont and Drainage District #6 to rectify immediately the drainage problems in the above mentioned additions. ", was presented.
