The Pledge of Allegiance was led by Councilman Evans . -000- The Minutes of the regular City Council session held July 24, 1979, were approved on a motion made by Councilman Evans and seconded by Councilman Combs. Question: Ayes: All Nayes : None -000-- Resolution 79--263 authorizing the purchase of parcel #26 (;Lamar Street ) at $525. 00 for the Community Development Block Grant Project was approved on a motion made by Councilman Evans and seconded by Councilman Williams . Question : Ayes : All Nayes: None t-000- Ordinance No. 79--58 increasing appropriations for the Florida/Highland Project from $785, 000 to $900, 000 and the Orleans Plaza Project from $120, 000 to $143, 000 in the Major Street Fund was considered : ORDINANCE NO, 79-58 ENTITLED AN ORDINANCE INCREASING THE APPRO_ PRIATIONS FOR THE ORLEANS PLAZA AND THE FLORIDA-HIGHLAND PROJECTS; PROVIDING FOR SEVERABILITY. The ordinance was approved on a motion made by Councilman Evans and se- conded by Councilwoman Williams. Question : Ayes : All Nayes : None -000- Resolution 79-264 authorizing the award of bid for construction of the Florida/Highland Project to E. R, Dupuis Concrete Company, Inc.. at a cost of $773, 948 .00 was approved on a motion made by Councilman Williams and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- -108 July 31 , 1979 Resolution 79-265 authorizing advertisement for bids on a contract for serving as the City depository for two (2) years beginning October 1 , 1979, was approved on a motion made by Councilman Evans and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- Resolution 79-266 approving plans for the Municipal Airport Terminal Building and authorizing advertisement for bids on the construction contract was approved on a motion made by Councilman Combs and seconded by Councilman Evans. Question: Ayes : All Nayes : None -000- Resolution 79-267 approving plans for Phase III Street Improvements (portions of Stewart , Lamar, Schwarner , Devilleneuve, Hemlock, and Por- ter) and Water Line Improvements in Census Tract 17 under the Community Development Block Grant Program and authorizing advertisement for bids was approved on a motion made by Councilman Williams and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000 Resolution 79-268 authorizing filing an application with the Urban Re- investment Task Force for establishment of a Neighborhood Housing Ser- vices Program was approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 79-269 reappointing Richard W. Coffin , Jr. , and William A. Pearson and appointing Mike Brumley to the Planning and Zoning Commission for three-year terms expiring July 31 , 1982 was approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question: Ayes : All Nayes : None -000- Resolution 79-270 authorizing emergency purchase of two (2) chain saws and two (2) extra chains from Schmidt Saw and Knife Works at a cost of $1, 151 .60 for use by the Street Division to assist i4 clearing streets during tropical _storm Claudette was approved on a motion made by Councilman Evans and .se- conded by Councilman Combs . Question: Ayes : All Nayes : None -000- A resolution authorizing final payment to Westcott Construction Company, Inc. for construction of the Carroll Street Park Covered Area was consid- ered. Councilman Williams made a motion to approve; motion seconded by Councilman Evans. Councilman Combs iLade a motion to table resolution for one week. Councilman Williams withdrew his motion to approve and seconded the motion to table. Resolution tabled as follows : Question: Ayes : All Nayes : None -000 -109- July 31 , 1979 Resolution 79-271 providing for a 4-foot utility easement to Gulf States Utilities Company across Carroll Street Park property for an underground electric service line to the Activities Building was approved on a motion made by Councilman Williams and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 79-272 authorizing purchase of parts for repairs to Unit 82 , front loader on tracks , from Mustang Tractor & Equipment Company at a cost of $2, 016. 39 was approved on a motion made by Councilman Evans and seconded by Councilman Williams. Question: Ayes : All Nayes : None -000- An ordinance amending Chapter 11 , Section 11-3 of the Code of Ordinances , relating to health registration cards was considered : AN ORDINANCE ENTITLED AN ORDINANCE AMENDING CHAPTER 11 SECTION 11-3 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT, PROVIDING THAT PERSONS MAY OBTAIN ON A VOLUNTARY BASIS , HEALTH REGISTRATION CARDS FROM THE CITY'S HEALTH DEPARTMENT; PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL; AND PROVIDING A PENALTY. The ordinance was tabled on a motion made by Councilman Combs and seconded by Councilman Williams . Question : Ayes : All Nayes : None -000- PUBLIC HEARING DILAPIDATED STRUCTURES Mr . George Gardner , Urban Rehabilitation Administrator , stated that all twenty-two (22) structures are in violation of Article III , Section 14-50 and 14-51 of the Dangerous Structures Ordinance of the City of Beaumont and that all notification procedures have been complied with. The following list of structures was considered : 3000 Waverly (House and Garage,) - Mrs.. Bessie Knighton, owner (13 viola- tions) , recommendation to raze the garage within 30 days and raze or re- pair the house within 30 days. A motion to raze or raze and repair within 60 days was made by Councilman Evans and seconded by Councilman Williams . A motion to approve the recommendations for the above listed structures was made by Councilman Williams and seconded by Councilman Evans. Question: Ayes : All Nayes : None Ordinance No. 79-59 authorizing condemnation and raze or raze/repair for the above listed structures was considered : ORDINANCE NO. 79-59 ENTITLED AN ORDINANCE FINDING CERTAIN STRUC- TURES TO BE PUBLIC NUISANCES, ORDERING RE- PAIR OR DEMOLITION FOR CERTAIN STRUCTURES ; ORDERING DEMOLITION FOR CERTAIN STRUCTURES ; ORDERING DEMOLITION BY THE CITY UNDER CERTAIN CONDITIONS; PROVIDING A PENALTY; AND PROVID- ING FOR SEVERABILITY. The ordinance was approved on a motion made by Councilman Williams and se- conded by Councilman Evans .
