Riley City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend David W. Hunter, Southside Assembly of God Church. The Pledge of Allegiance was led by City Manager Ray Riley. -000- The Minutes of the regular City Council sessions held June 19, 1979 and June 26, 1979 approved on a motion made by Councilman Combs; seconded by Councilwoman Vi McGinnis. QUESTION: AYES: All NAYES: None -000- Resolution R-79-231 authorizing the execution of an agreement with First Federal Savings and Loan Association to service loans granted under the Community Develop- ment Block Grant Rehabilitation Loan Program approved on a motion made by Council- woman McGinnis; seconded by Councilman Combs. QUESTION: AYES: All NAYES: None -000- * (Councilman Williams arrived at this point.) Resolution R-79-232 authorizing the City Manager to execute an agreement with the State Department of Highways and Public Transportation for traffic signal improve- ments at the intersections of Washington Blvd. and IH 10 frontage roads Capital Street Projects; authorizing receipt of bids, approved on a motion made by Councilwoman McGinnis; seconded by Councilman Combs. QUESTION: AYES: All NAYES: None -000- Resolution R-79-233 approving the plans and specifications for the Florida/High- land Capital Street Project #720-72-082 and for Washington Blvd. Capital Street Project #720-78-032 and authority to receive bids on July 25, 1979 for Florida/ Highland Project and August 1, 1979 for Washington Blvd. Project, approved on a motion made by Councilwoman McGinnis; seconded by Councilman Evans. QUESTION: AYES: All NAYES: None -97- July 3, 1979 R-78-234 authorizing payment to Orgain, Bell and Tucker for legal services rendered in a lawsuit involving Beaumont Police Officer Jerry Hecht vs. Bobby Lloyd Gilbert approved on a motion made by Councilman Combs; seconded by Councilman Evans. QUESTION: AYES: All NAYES: None -000- Councilman Evans moved adoption of an ordinance changing the speed limits on cer- tain portions of Fourth Street. Motion died for lack of a second. Council agreed to table ordinance for discussion in next week's workshop session. -000- R-79-235 authorizing final payment to H. A. Lott, Inc. , in amount of $276,827, for Civic Center Exhibition Hall. City Manager stated $14,000 outstanding on Change Order #19; completion within next few months; approval has been received from the Architect. Councilwoman McGinnis moved payment be made; seconded by Councilman Williams. QUESTION: AYES: All NAYES: None -000- R-79-236 accepting the Riverfront Park demolition project and authorizing final payment in amount of $24,000 be paid to Olshan Demolishing Company for demolishing warehouse and foundations on Tracks 2 and 3 (Riverfront Park Site) approved on a motion made by Councilman Evans; seconded by Councilwoman McGinnis. QUESTION: AYES: All NAYES: None -000- R-79-237 authorizing the sale of a police vehicle #1135 to State Farm Insurance Co. , for $6,102.50, approved on a motion made by Councilwoman McGinnis; seconded by Councilman Evans. QUESTION: AYES: All NAYES: None -000- R-79-238 accepting the bid of Plains Machinery Company in amount of $5,200, for furnishing two (2) road repair kettles (tar pots) for use by the Street Division, approved on a motion made by Councilwoman McGinnis; seconded by Councilman Evans. QUESTION: AYES: All NAYES: None -000- R-79-239 rejecting a bid received from Keown Supply Company for Portland Type 1 cement approved on motion made by Councilman Combs; seconded by Councilwoman McGinnis. QUESTION: AYES: All NAYES: None -000- City Manager asked that ordinance amending the Fair Housing Ordinance, Article II, Sections 14-30 to 14-49 of the Code of Ordinances be deferred for two weeks for review. -000- Mayor Meyers recognized the Bicentennial Commission and asked all those present to join the Council for a brief ceremony to be held in the lobby at which time the Bicentennial Plaque would be unveiled after which Council meeting will con- tinued. Mr. Vic Rogers spoke at the unveiling and recognized the members who served on the Bicentennial Commission. -98- July 3, 1979 -000- (Council meeting reconvened at 1:55 P.M.) A group representing various Boards of both City School Districts and the PTA addressed Council concerning child safety in Beaumont and asked for a joint effort between Council and the Schools to prevent accidents happening to the school children by giving them a safe way to get to and from school . Some suggestions brought forth for consideration included more striping at crossings, additional walk lights, more crossing guards, and additional sidewalks near schools. Those addressing Council were: Mrs. Marie Broussard, 1185 Ivy Lane, Nat' l Council PTA Mrs. Paul Bross, 6535 Daisy, Council PTA Mrs. Celia Coleman, BISD School Board Mr. Murry J. Frank, Board of Education, BISD Mr. Arthur McDonald, Director of Safety, SPISD Mrs. Ann Hentschel, 5330 Maddox Circle, PTA -000- Mr. Robert F. Pittman, 3850 Impire Row, addressed Council stating that he had been before the Tax Equalization Board relative to his taxes and was left with some unanswered questions. It was recommended that Mr. Pittman contact Harry Hastings, Tax Assessor, to discuss the matter. -000- There being no further business, the meeting was recessed before continuing with the Workshop Session. -000- 1, Myrtle Corgey, City Clerk of the City of Beaumont, Texas, certify that the above is a true copy of the Minutes of the regular City Council session hold July 3, 1979.
