The Pledge of Allegiance was led by Councilman Evans . -000- Mayor TMeyers issued the following liroclamations : "Southwest Love Day in Beaumont" - March 5, 1979 and "'National�onal Nutrition Week in Beaumont" - Alarch 4-10, 1979. The Minutes of the regular City Council session held February 20, 1979, were approved on a motion made by Councilman Combs and seconded by Coun- cilman Evans . Question : Ayes : All Nayes : None -000- Resolution 79-71 authorizing the purchase of seven (7) parcels of land for the Community Development Block Grant Project - #B-77-MC-48-0003 - (Stewart Street - Parcel I for $1 , 580. 00 and Parcel 4 for 51 , 160. 00 and Lamar Street - Parcel 9 for $2 , 225 . 00, Parcel 1.1 for $4 ,450. 00, Parcel 12 for $550. 00, Parcel 13 for $1 , 350 . 00 and Parcel 17 for $630. 00) was ap- proved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None - 000W Ordinance No. 79-16 abandoning a 20-foot by 660-foot utility easement located parallel with the southern boundary of Block 25, Cartwright and Roberts A. Subdivision (requested by Perry Green and Percy Williams) was considered : ORDINANCE NO. 79-16 ENTITLED AN ORDINANCE VACATING AND ABANDONING A 20 FOOT BY 660 FOOT UTILITY EASEMENT LOCATED IN BLOCK 25 OF THE CARTWRIGHT AND ROBERTS SUB- DIVISION "A" IN THE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS. The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- -30- February 27, 1979 Ordinance No . 79-17 abandoning the western nine (9) feet of a 16-foot utility easement which overlaps the eastern boundary of Lots 1-7 , Unit C, Beaumont West Addition (Carl 17. Kohler requested change) was considered : ORDINA'_1410E NO. 79-17 ENTITLED AN ORDINANCE ABANDONING A PORTION OF A UTILITY EASEMENT LOCATED ALONG THE PROPERTY LINE OF LOTS 1-7 , UNIT C, BEAUI',IONT VEST ADDI- TION, SECTION ONE, � I.LIE CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS . The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilman Evans. Question: Ayes : All Nayes : None Resolution 79-72 authorizing f iling an application with the Urban Mass Transportation Administration for transit operating assistance funds in the amount of $241 , 881 . 00 and setting the date of April 10, 1979 for a public hearing on the application was approved on a motion made by Council- woman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None Resolution 79-73 authorizing an agreement with the State Department of Highways and Public Transportation railroad crossing warning devices was approved on a motion made by Council-woman McGinnis and seconded by Councilman Combs . Question : Ayes : i-I 'A Nayes : None -000- Resolution 79-74 accepting the Shakespeare Drive Participation Paving Project ; authorizing final payment to the contractor , J. C . N. Pavers , Inc . in the amount of $12 , 954. 28 ; authorizing final payment to Schaumburg and Polk, Inc . in the amount of $1 , 148 . 00 for the City ' s portion of engineer- ing services ; and authorizing a reimbursement to the developer, Don Streety Enterprises , Inc. in the amount of $9 , 670 . 40 was approved on a motion made by Councilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : A-1-1 Nayes : None Resolution 79-75 authorizing the execution of a contract with C & P Equip- ment Company, Inc . for the construction of water system improvements along portions of Calhoun Street , Shelby Street , Josey Street , Long Road, Cross Road, South Caldwood Drive, LaSalle Street , Blanch Street and East Gill Street at a cost of $73 , 284 . 00 was approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question : Ayes : All Nayes : None Resolution 79-76 authorizing the purchase of 23 R. L. Polk City Directories for 1979 at a cost of $1 , 771 . 00 was approved on a motion made by Councilwo- man McGinnis and seconded by Co�incillman Combs . Question : Ayes : All Nayes : None -.000- Resolution 79-77 authorizing the pledge of additional securities in the amount of $4 , 000, 000 by the City ' s depository bank (total pledged by American National Bank - $46 , 905, 000) was approved on a motion made by Coun- cilman Evans and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None February 27, 1979 Resolution 79-78 accepting the bid of John Bankston Construction and Equip- ment Rental , Inc . for the construction of a 2411 water line along the Southern Pacific Railroad right-of-way in Hardin County to connect Well #3 with ex- isting Well #2 .at a cost of $245, 259. 50 was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 79-79 accepting the bid of Instrumentation Specialties Company for furnishing composite and automatic samplers for the Water Reclamation Division at a cost of $3 , 080. 00 was approved on a motion made by Council- man Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 79-80 authorizing the acceptance for City maintenance the water and sanitary sewer improvements along Griffing Road in Griffing Place Sub- division was approved on a motion made by Councilman Combs and seconded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Ordinance No. 79-18 providing for the operation of the Civic Center north parking lot was considered : ORDINANCE NO. 79-18 ENTITLED AN ORDINANCE AMENDING CHAPTER 29, SECTION 29-49 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT; ESTABLISHING PARKING REGULATIONS AND RATES FOR CITY PARKING LOTS ; PROVIDING FOR SEVERABILITY; PROVIDING FOR RE- PEAL; PROVIDING FOR PENALTY. The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilwoman McGinnis . City Attorney -000- The following structures were deleted from the list of dangerous structures being considered for condemnation : 1325 Neches Street - being demolished ; 564 Emmett = being demolished; 494 Neicy owner to demolish; 2810 Concord - burned, owner demolishing; 3152 Pine Street - being repaired ; and 2362 Pope burned, owner repairing. -000 The structure located at 590 Royal Street (Ruby Langham, owner) has 25 vio- lations , meets the definition of dangerous structure as described by ordi- nance, and was ordered razed within 30 days on a motion made by Councilman Williams and seconded by Councilwoman McGinnis.
