The Pledge of Allegiance was led by Councilman Combs. -000- Mayor Meyers issued the following proclamations : "Y.'.I.C.A. Time in Beau- mont" - February 15 -'March 1 , 1979; Junior Forum's "Forum Love Days 1979 in Beaumont" - February 16 & 17, 1979; "National Salesmen '42onth in Beau- mont" - February, 1979; "Texas Occupational Health Nurses ' ;leek in Beau- mont" - February 12-18, 1979; "National Defense Weeks in Beaumont" February 12-22, 1979; and "LULAC Week in Beaumont" and "LULAC Youth Coun- cil ;leek in Beaumont" - February 12-16, 1979. -000- Ordinance No. 79--13 providing for an Assessment Paving Project , No. 10, for sections of Blossom, Simon, Simpson, and Pierre Drives, Fleetwood Addition, was considered: ORDINANCE '10. 79-13 ENTITLED AN ORDINANCE DETERMINING THE NECESSITY OF AND ORDERING THAT BLOSSO11 DRIVE, SIMON DRIVE, SIMPSON DRIVE AND PIERRE DRIVE, PUBLIC STREETS IN THE CITY OF BEAU'.! ONT TEXAS, SHALL BE IMPROVED; ADOPTING AND AP- PROVING PLANS AND SPECIFICATIONS FOR SUCH IMPROVETMENTS ; LISTING APPARENT PROPERTY OiliTNERS ABUTTING ON SAID POR- TION OF SAID STREETS ; PROVIDING THAT A PART OF THE COST SHALL BE PAID BY THE CITY AND A PART THEREOF SHALL BE PAID BY ASSESSMENTS AGAINST THE ABUTTING PROPERTY AND THE 017NERS THEREOF; FINDING AND DETERTMIiTING THAT LO`7ER BIDS FOR SAID CONSTRUCTION ;TILL BE RECEIVED IF THE CONTRACT FOR THE SORT.. Question : Ayes : Mayor Meyers Abstained : Councilman Councilman Combs Williams Councilwoman McGinnis Councilman 17illiams Councilman Evans -000- Ordinance No. 79-14 providing for an Assessment Paving Project for a sec- tion of Collier Road was considered : - ORDINANCE NO. 79-14 ENTITLED AN ORDINANCE DETERMINING THE NECESSITY OF AND ORDERING THAT COLLIER ROAD FROM BERRY ROAD EAST77ARD TO DRAITAGE DITCH NO. 5 A PUBLIC STREET IN THE CITY OF BEAUP, il , TEXAS ,, SHALL BE IMPROVED; ADOPTING AND APPROVING PLANS AND SPEC- IFICATIONS FOR SUCH IMPROVEMENT; DIREC'_'ING THE CITY CLERK TO ADVERTISE FOR BIDS FOR THIS PROJECT; INVOKING THE PROCEDURE OF ARTICLE 1105b OF THE REVISED CIVIL STATUTES OF THE STATE OF TEXAS; AND PROVIDING FOR SEVERABILITY. The ordinance was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans. Question: Ayes : All Mayes : ?`lone -000 The Minutes of the regular City Council sessions of January 30 and Feb- ruary 6 , 1979 were approved on a motion made by Councilman Evans and seconded by Councilman Combs. Question : Ayes : All Nayes : None -000- Resolution 79-60 reappointing Mr . Naaman Woodland (Vice-Chairman) , Mrs . .Marion (Betty) Rienstra, and Hiss Louise Loomis to serve as members of the Library Commission for two-year terms expiring November 1 , 1980, was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All '_`Mayes : None Mayor Meyers : "I would like to just take a second on behalf of Council to express our appreciation particularly to the three people being reap- pointed here today. They have really been dedicated servants of our community and their work on the Library Commission and we certainly want the record to reflect our appreciation for the service they provide. " -000- Resolution 79-61 accepting bids and authorizing the purchase of water ser- vice supplies from The Rohan Company, Golden Triangle Pipe & 0 7ater Supplies and Western Pipe & Supply Company was approved on a motion made by Council- woman McGinnis and seconded by Councilman Combs. Question : Ayes: All Nayes : None -000- Resolu ,ion 79-62 accepting the bid of Lincoln 'Telding Supply Company, Inc. for furnishing a welder (trailer-mounted) for use in the ?Hater Utilities Department at a cost of $2, 858. 00 was approved on a motion made by Council- man Evans and seconded by Councilwoman r,lcGinnis. Question : Ayes: All Nayes : None --000- -26- February 13 , 1979 Resolution 79-63 awarding maintenance contracts to Beaumont Elevator Service for elevators in the Beaumont Public Library (4-1-79 to 3-1-80 at $75. 00 per month) , The City Flail (2-13-79 to 3-1-80 at $150. 00 per month) , and the Civic Center (5-1-79 to 3-1-80 at 3147. 00) and to Dover Elevator Company for an elevator in the Police Building (2-13-79 to 3-1-80 at $150. 00) was approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- A request for payment of invoices in the amount of $3 , 178. 84 from A & H Asphalt Company for materials used for the paving of Gladys Street was considered. These materials were found to be faulty and had to be removed from the street and new materials placed. Payment for these invoices was denied by Staff . Mayor Meyers made a motion to approve payment ; Council- man Evans seconded the motion. Question : Ayes : "Mayor Meyers Nayes : Councilman Combs Councilman Evans Councilwoman McGinnis Councilman Williams -000 Resolution 79-64 accepting a bid of American Employers Insurance Company through Sol L. y'Tisenberg Insurance Agency for providing fire , extended coverage, vandalism and malicious mischief and special extended coverage endorsement #222 for a three-year term with $100, 000 per occurrence de- ductible at a total premium of $123 ,480. 00 was approved on a motion made by Councilman Williams and seconded by Councilwoman McGinnis . Question : Ayes: All Nayes : `done _000- Mrs. ?Hary Wilsford, 510 Devon , addressed Council to propose an ordinance regulating the operation of abortion clinics . -000_ There being no further business , the meeting was recessed before continu- ing with the City Council Workshop Session. -000- I , Myrtle Corgey, City Clerk of the City of Beaumont , Texas, certify that the above is a true copy of the minutes of the regular City Council session held February 13 , 1979.
