IIELD JANUARY 16 , 1979
BE IT REMEMBERED that the City Council of the City of Beaumont , Texas , met
this the 16th day of January, 1979, with the following present :

The Invocation was given by the Reverend Claude Payne, St . 'dark' s Episco-
pal Church.
The Pledge of Allegiance was led by Councilwoman McGinnis .

'Iayor Meyers welcomed Government Students from Beaumont Charlton Pollard
High School and their teacher, Lynn Hawkins , to today' s meeting.

The following were presented service pins and retirement plaques :
Employees with thirty (30) years service and receiving pins were : David R.
McKinney, Solid Waste Division ; John T. Hinson , Fire Department ; and David
,IcCauley, Animal Control Division.
Employees with twenty-five (25) years of service and receiving pins were :
Lewis J. Slaughter , Street Division ; Bob E. Shaw, Sr. , Solid Waste Division ;
Albert Harlan , Police Department ; Billy C. Holmes , Police Department ; Cameron
Trull , Police Department ; Buster Turner, Police Department ; David Barrow,
Fire Department , James R. Phillips , Fire Department ; and Cecil Brantley ,
Building Maintenance Department .
Employees with twenty (20) years of service and receiving pins were : Willie
Allison, Street Division ; Alfred Broussard, Street Division; Alva Conway,
Water Production; Clarence Lewis , Sewer Maintenance (not present ) ; Clifford
Self , Street Division .
Employees receiving retirement plaques were : Walter 111outon , Solid Waste
Division; Louise E. Hambrick, Accounting (not present ) ; and Oscar B. Taylor ,
Code Enforcement Officer.
-000-The IMinutes of the regular City Council session held January 12, 1979, were
approved on a motion made by Councilwoman 'McGinnis and seconded by Council-
man Evans.

Ordinance No . 79-3 adopting a Citizens Participation Plan (for planning
input) for the Community Development Block Grant Program was considered :

ENTITLED AN ORDINANCE REPEALING SECTIO7
Ordinance No. 79-5 amending the Civil Service Ordinance to provide for an
additional Grade III position for a Lieutenant in the Police Department
(to be funded by S . T.E.P. program) was considered :

ENTITLED AN ORDINANCE AMENDING CHAPTER 21 ,
SECTION 21-74(3) OF THE CODE OF ORDINANCES
OF THE CITY OF BEAU:ZONT TO INCREASE THE
NUMBER OF OFFICERS IN GRADE III IN THE
POLICE DEPARTMENT; PROVIDING FOR SEVER-
ABILITY AND PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Evans and seconded
by Councilman Williams .

Resolution 79-24 granting permission to the Jefferson County Mosouito Con-
trol District to continue low flights over the City by planes engaged in
spraying against mosquitoes was approved on a motion made by Councilman
7illiams and seconded by Councilwoman 14cGinnis.

Resolution 79-25 approving plans and specifications for the installation
and construction of eight (8) fire hydrants and authorizing the advertising
for bids for the installation and construction of such was approved on a
motion made by Councilman Williams and seconded by Councilman Evans .

Resolution 79-26 approving plans and specifications and authorizing the
advertising for bids for landscapping the Civic Center plaza area and
the north and south parking lots was approved on a motion made by Council-
man Williams and seconded by Councilman Evans.

There being no further business, the meeting was recessed before continuing
with the City Council Workshop Session .
