HomeMy WebLinkAboutMIN NOV 14 1978 REGULAR SESSION CITY COUNCIL - CITY OF BEAUMONT HELD NOVEMBER 14 , 1978 FOLLOWING ceremonies and ribbon cutting opening the new Municipal Office Building and Council Chambers , the City Council of the City of Beaumont , Texas , met in regular session this the 14th day of November , 1978 , with the following present : HONORABLE : Maurice Meyers Mayor Tom. Combs , Jr. Councilman , Ward I Vi McGinnis Councilwoman , Ward II Calvin Williams Councilman, Ward III Leroy Evans Councilman, Ward IV Ray Riley City Manager Kenneth Wall City Attorney Myrtle Corgey City Clerk -000- The Invocation was given by the Reverend Dudley Wilson , pastor of Calder Baptist Church and president of the Beaumont Ministerial Alliance . The Pledge of Allegiance was led by Mayor Meyers. -000- Mayor Meyers issued the following proclamations : American Cancer Society ' s "Great American Smoke Out Day in Beaumont" - November 16 , 1978 and "Family 'Week in Beaumont" -- November 19-25, 1978 . -000- The Minutes of the regular City Council session held November 7, 1978 , were approved on a motion made by Councilman Combs and seconded by Councilman Evans . Question : Ayes : All Nayes : None -000- Ordinance No . 78-109 setting positions and rates of pay in the Fire Depart- ment and authorizing the City Manager to execute a contract with Local #399 of the International Association of Fire Fighters was considered : ORDINANCE NO. 78-109 ENTITLED AN ORDINANCE AMENDING SECTION 12-20 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT BY ESTABLISHING THE NUMBER OF POSITIONS AND RATES OF PAY IN EACH GRADE OF THE FIRE DEPARTMENT; AUTHORIZING THE EXECUTION OF A LABOR AGREEMENT WITH LOCAL NO. 399, INTER- NATIONAL ASSOCIATION OF FIREFIGHTERS ; PROVIDING FOR SEVERABILITY; AND REPEAL- ING ALL CONFLICTING ORDINANCES . The ordinance was approved on a motion made by Councilman Combs and secon- ded by Councilwoman McGinnis . Question : Ayes : All Nayes : None -000- Resolution 78-365 approving in principal the proposal of the Randolph C. Miller Community Fund Trustees (American National Bank Trust Department - $2. 8 million) to proceed with development of plans for endowment of a branch library was approved on a motion made by Councilwoman McGinnis and seconded by Councilman Evans . Question : Ayes : All Nayes : None -162- November 14 , 1978 Resolution 78-366 authorizing approval of plans and specifications for the construction of at--grade railroad crossing protection devices for Calder Avenue and North Street at the A.T. & S . F. Railroad tracks (state expense) was approved on a motion made by Councilman Evans and seconded by Council- woman McGinnis . Question` Ayes : All Nayes : None -000- Resolution 78-367 authorizing the City Manager to make application to the Criminal Justice Division of the Governor ' s Office for a grant titled, "Satellite Voting System" which will fund the hiring of a consultant engineer to formulate a system of radio receivers to improve radio reception between police officers and police dispatcher and 75% of the cost of purchase and installation of the necessary equipment (City share approximately $6 , 000) was approved on a motion made by Councilman Combs and seconded by Council- man Williams . Question : Ayes : All Nayes : None -000- Resolution 78-368 authorizing the City Manager to make application to the Criminal Justice Division of the Governor 's Office for a grant titled, "Computer Referencing System" to provide a computer terminal for the Beau- mont Regional Crime Laboratory - 75% grant/City 's share approximately $616 . 00) was approved on a motion made by Councilwoman McGinnis and secon- ded by Councilman Evans . Question : Ayes : All Nayes : None -000- Resolution 78-369 authorizing the City Manager to execute a contract with the Beaumont Art Museum at a cost to the City of $17, 100. 00 for janitorial and grounds maintenance services (to be provided by the Museum) at the Wilson Memorial Art Museum for fiscal year 1979 was approved on a motion made by Councilman Evans and seconded by Councilman Combs . Question : Ayes : All Nayes : None -000- Resolution 78-370 authorizing the purchase of 60 police detective badges from Entenmann-Rovin Company at a cost of 81200. 00 was approved on a motion made by Councilman Combs and seconded by Councilman Williams . Question: Ayes : All Nayes : None -000- Mr. C. O. Rivette, Beaumont Retirement Center , complained about dilapidated structures in the City and asked that the exterior of the Liberty Theatre be repaired. Mr . J. C .
